PERFORMANCE WORK STATEMENT

FOR

COMPREHENSIVE MAINTENANCE AGREEMENT

OXFORD TRIO ANALYTICAL DECTECTOR SYSTEMS

AFMC OC-ALC/OBWK

3 Sep 2015

1. DESCRIPTION OF SERVICES

1.1. Scope.

1.1.1. The Contractor shall provide all labor, tools, equipment, test equipment, material, quality control, transportation, inspection manuals and necessary to perform annual Comprehensive Maintenance on three (3) Oxford Analytical Detectors at the Oklahoma City-Air Logistics Complex (OC-ALC) and at the Contractor’s site. The Contractor shall also provide Personal Protective Equipment (PPE) and clothing, to include reflective clothing (belt, vest, etc); hearing and eye protection, to include prescription safety glasses; safety harnesses; fall protection equipment: lifting equipment and any incidentals necessary to perform the requirements of this Performance Work Statement (PWS). The equipment is listed in Appendix A for On-Base and Attachment #2 Appendix B for Off-Base equipment.

1.1.2. The contractor shall be responsible for ensuring all services and Original Equipment Manufacturer (OEM) provided under this contract are in accordance with (IAW) the terms and conditions outlined herein and conform to the specifications and this annual Comprehensive Maintenance Agreement (CMA).

1.2. Preventive Maintenance (PM).

1.2.1. The objective of PM is to protect the equipment capability and investment by removing causes of failure, performing routine maintenance and providing adjustment to compensate for normal wear before failure occurs. The Contractor shall perform all PMs IAW the OEM specifications. The Contractor shall perform one (1) PM per year on each item listed in Appendix A. The Contractor shall provide a copy of the PM schedule to the Government Point of Contact (POC) within five (5) business days after contract award. The Contractor shall notify the Government POC/COR/COR, seven (7) business days prior to the scheduled PM visit.

1.3. Malfunction and Notification Process.

1.3.1. Upon occurrence of an equipment or system malfunction, the OBWK Representative will contact the Contractor by telephone, email, or fax and provide the information below. If the Government POC/COR/COR notifies the Contractor via telephone, the OBWK Representative will provide a written copy of the request by email or fax.

· a brief description of the malfunction

· location of equipment

· name and telephone number of the Government POC/COR

1.3.1.1. Upon notification of the system malfunction, the technician shall arrive on site at the equipment location within three (3) business days or if overseas six (6) business days.

1.4. Parts and Materials.

1.4.1. The Contractor shall provide and use only new parts and material in performance of this PWS unless otherwise authorized by the CO.

1.5. Service Report.

1.5.1. Immediately upon completion of the maintenance support services and before leaving the OC-ALC, the Contractor shall provide a written Service Report to the Government Subject Matter Expert (SME) or Government. The Government SME will forward the service report to the Government POC/COR/COR within two (2) business days of receipt. The Contractor shall provide, by fax or email, the final service report within five (5) business days to the Government POC/COR/COR. As a minimum, the final service report shall contain the following information:

· printed name and signature of technician who performed the services

· printed name and signature of on-site Government SME or Government POC/COR/COR

· materials and parts used

· printed name and signature stating only new parts and materials were used

1.5.2.. Off-Site Repair

1.5.2.1. When required repair of the equipment shall be completed at Contractor’s site. The Contractor shall not remove from the premises any system, subsystem or peripheral at any time without written consent of the Government.

1.5.2.2. The Contractor shall provide written documentation via email supporting a request to remove from the premises any system, subsystem or peripheral. Said written documentation and request shall include, as a minimum, the information listed below.

· contract number

· the P/N, OC #, S/N, as applicable

· description of the part, OC #, S/N, as applicable

· corresponding estimated repair report number

1.5.2.3. When determined necessary by the Government POC/COR/COR to ship items to Contractor’s off-site facility for repair, the Contractor shall arrange for the scheduling, repair of the failed item and provide the appropriate shipping data to the OBWK Representative. The Government POC/COR/COR will process the required shipping documents and arrange for transportation of the item to the appropriate shipping bay for packaging, shipment and transporting to the designated off-site facilities, Free-on-Board (FOB) Destination. See Attachment #2 Appendix B (Off-Base)].

1.6. Return of Equipment

1.6.1. Upon completion of the approved repair, the Contractor shall conduct a performance check on the repaired equipment to verify it is restored to operational condition. The Contractor shall return the repaired equipment to the Government within the timeframe identified on the estimated repair report.

1.6.2. Delivery.

1.6.2.1. The Contractor shall ship all repaired and non-repairable equipment by the fastest and most traceable method in order to arrive within five (5) business days after the repair completion date.

1.6.3. Shipping.

1.6.3.1. The Contractor shall provide to the Government POC/COR/COR, the date equipment was shipped out, shipment identification information and include contract number on the shipping paper work with a Freight-on-Board (FOB) Destination. The ship to address is listed below.

1.7. Quality Assurance.

1.7.1. The Government will evaluate the Contractor’s performance under this contract. The Government POC/COR/COR will participate in the administration of this contract. Any matter concerning a change to scope, prices, terms or conditions of this contract shall be referred to the CO. All services that have been performed by the Contractor during the period of this contract will be subject to review by the CO or Government POC/COR/COR.

1.8. Corrective Action Report (CAR)/Complaint Contractor Response Time.

1.8.1. The Contractor shall provide a written response within two (2) business days which addresses the root cause, corrective action and preventive action(s) in relation to the submitted CAR or Customer Complaint.

1.9. Continuation of Essential Department of Defense (DoD) Contractor Services During Crisis.

1.9.1. This requirement has been determined not to be essential and does not require continued support during a crisis as defined in DFARS 252.237-7023.

1.10. Hours of Operation.

1.10.1. The Contractor shall perform work required under this contract during the following hours: Monday through Friday, 07:30 a.m. to 4:00 p.m. These dates and hours exclude, Federal Holidays, Base closures due to inclement weather and Furlough Days, as applicable.

1.10.1.1. If additional hours are required the Contractor shall contact the Contracting Officer (CO) for approval. Upon approval, the Government SME or Government POC/COR/COR will be present with the Contractor.

1.11. Contractor Personnel.

1.11.1. The Contractor shall provide the name of the Contract Manager (CM) and any alternate(s) who shall act for the Contractor when the manager is absent and they shall be designated in writing to the CO and Government POC/COR/COR within five (5) business days after contract award. The Contractor shall provide telephone numbers and email addresses of the CM and alternate(s) where these persons may be contacted at any time. The CM or alternate shall have full authority to act for the Contractor on all matters relating to operation of this contract at Tinker Air Force Base (AFB). The CM or alternate shall be available to meet on the installation with Government personnel designated by the CO to discuss problem areas. The Contractor shall provide a CM who can read, write, speak and understand English fluently.

1.11.1.1. The Contractor and Contractor personnel shall be required to identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. The Contractor and Contractor personnel shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

1.11.1.2. Listing of Contractor Employees.

1.11.1.2.1. The Contractor shall provide an initial listing of Contractor employees’ names and position titles to the Government POC/COR/COR within five (5) business days after contract award. The Contractor shall also provide an updated listing of personnel to the Government POC/COR/COR when employees effecting work under this contract, status changes or position changes within five (5) business days.

1.11.1.3.1. The Contractor shall not employ persons on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security and/or general well-being or operational mission of the installation and its population. The Contractor shall not employ any person who is an employee of the United States (US) Government if the employment of the person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in Air Force Instruction (AFI) 64-106, Air Force Industrial Labor Relations Activities. The Contractor shall be prohibited from employing off-duty Government POC/COR/COR who are providing surveillance on any contracts/subcontracts awarded to the Contractor. All contract personnel depending on particular condition, occasion or place or job assignment shall require professional, suitable attire. All Contractor personnel shall conduct themselves in a professional, courteous manner. The selection, assignment, reassignment, transfer, supervision, management and control of Contractor personnel in performance of this PWS shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the requirements set forth in this PWS and Tinker AFB regulations concerning conduct of employees as referenced herein. The Contractor shall employ and maintain a technically trained and experienced work force.

1.12. Environmental Protection & Safety.

1.12.1. The Contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations, instructions, and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.

1.12.2. Contractors shall be compliant with the Tinker Air Force Base (AFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker AFB Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per OC-ALC Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALC Instruction (OC-ALCI) 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on the e-Publishing website at www.e-publishing.af.mil for downloading or ordering.

1.12.3. Material Safety Data Sheet/Safety Data Sheet (MSDS/SDS).

1.12.3.1. Upon the Government POC/COR/COR’s confirmed receipt of the Contractor’s written certification which states “No HAZMAT Usage”, the requirements of this section are no longer applicable. Said certification letter shall be printed on company letterhead and contain the applicable contract number for which the services are being performed.

1.12.3.2. The Contractor shall not transport, ship or use any chemical, material or substance used in the performance of this PWS on Tinker AFB before the written approval is provided by the 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Contractor shall submit to the OBWK Representative, ten (10) calendar days after the contract award date, all MSDS or SDS and a completed OC-ALC Form 152, MSDS/SDS Information Sheet. The Contractor shall receive approval from the Government POC/COR prior to shipping any chemical, material, or substance to Tinker AFB. A copy of the manufacturer MSDS/SDS shall accompany the shipment. The Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administration (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The Government POC/COR will forward all MSDS/SDS submittals to the 72 ABW/CEIE for approval. A current manufacturer MSDS/SDS shall be submitted to the Government POC/COR if the Contractor changes manufacturer or vendor for any chemicals that were previously approved. The Contractor shall maintain copies of the manufacturer MSDS/SDS for all chemicals. The MSDS/SDS shall be readily accessible at all times by Contractor personnel as well as Government employees.

1.12.4. Hazardous Material (HAZMAT).

1.12.4.1. If HAZMAT shall not be brought on base or used in the performance of this contract, the Contractor shall provide certification, in writing and printed on company letterhead, which states “No HAZMAT will be brought on base” or “No HAZMAT Usage”. Said letter shall also contain the contract number for which the statement applies. This certification shall be provided to the Government POC/COR within fifteen (15) business days after the contract award date. Upon the receipt of the certification by the Government POC/COR the requirements of this section are no longer applicable. Appropriate penalties for the Contractor will be assessed if the Contractor is found to be in violation of the certification above.

1.12.4.2. The Contractor shall not store chemicals or HAZMAT on Tinker AFB. Contractors shall be compliant with HAZMAT management procedures per the OC-ALC Supplement to AFI 32-7086, “Hazardous Materials Management”. The Contractor shall maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the Government POC/COR monthly, the last business day of each month, or when the required work is completed. The Government POC/COR will forward the records to the Unit Environmental Coordinator (UEC) NLT the fourth (4th) calendar day of the following month or the first (1st) subsequent business day.

1.12.5. Hazardous Waste (HAZWASTE).

1.12.5.1. If HAZWASTE shall not be generated during the performance of this contract, the Contractor shall provide written certification which states that there is “No Hazardous Waste Generation”. Said certification letter shall be printed on company letterhead and contain the applicable contract number. This certification shall be provided to the Government POC/COR within ten (10) business days after award. Upon the Government POC/COR’s confirmed receipt of the Contractor’s written certification which states “No Hazardous Waste Generation”, the requirements of this section are no longer applicable. Appropriate penalties for the Contractor will be assessed if the Contractor is found to be in violation of the certification above.

1.12.5.2. The Contractor shall dispose of HAZWASTE in Government furnished waste containers located in the shop or area where the work is being performed. The Contractor shall notify the Government POC/COR if the required waste containers are not available on site.

1.12.6. Discharges.

1.12.6.1. Any discharges into Tinker’s Industrial Waste Treatment Plant (IWTP) or sanitary sewer shall be approved and accomplished IAW the Tinker Industrial Waste Water Discharge Permit as instructed by the 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Government POC/COR will submit the required notice of intent documentation to the UEC for the 72 ABW/CEIE approval. The Contractor shall maintain records of any written approval issued by the 72 ABW/CEIE for discharges into the IWTP and sanitary sewer.

1.12.7. Off-Site Discharges.

1.12.7.1. For discharges outside of Tinker AFB, the Contractor shall ensure waste water discharges that may contain pollutants resulting from any contracted service go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW). The Contractor shall provide a letter from the POTW to the Government POC/COR within ten (10) calendar days after the contract award date. The letter shall state the POTW is permitted for all pollutants that the Contractor may discharge during the contracted service.

1.12.8. Spills.

1.12.8.1. Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the Government POC/COR and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:

One (1) copy to CO, two (2) copies to the Government POC/COR, one (1) copy for the UEC, and one (1) copy for the record. The format of the report shall be left up to the Contractor; however, the report shall contain the following information.

· name and contact number of the person reporting the spill

· date and time of incident

· location and source of spill

· substance or pollutant spilled

· amount spilled and rate of discharge

· any damages or injuries involved

· extent of area impacted

· potential hazards

· actions taken

· organizations contacted

· remarks section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.

1.12.9.1. Environmental Training.

1.12.9.1.1. Upon the Government POC/COR’s confirmed receipt of the Contractor’s written letter which certifies “No Hazardous Waste Generation”, the requirements of this section are no longer applicable. Said certification letter shall be printed on company letterhead and contain the applicable contract number for which the services are being performed.

1.12.9.1.2. Contractor personnel performing duties in the service of this PWS shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable state laws and regulations; DoD, AF, and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by the 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). RCRA training is available at http://www.natlenvtrainers.com/RCRA-hazardous-waste.htm; http://www.skillsoft.com/catalog/detail.asl?CourseCode=esh_sah_a34_sh_enus000000 and http://www.lion.com/Storing-Hazardous-Waste-for-LQGs. The training shall be at the Contractor’s expense. Prior to obtaining training and within ten (10) calendar days after the contract award date, the Contractor shall provide the name of the training institution or company and course description to the Government POC/COR for approval. Once written approval is received from the Government POC/COR, the Contractor shall provide the environmental training certificates for employees performing duties in the service of this PWS. The Contractor’s environmental training certificates shall be provided to the Government POC/COR within thirty (30) calendar days. In addition to the required environmental training, Contractors shall be compliant with Tinker AFB procedures per Tinker AFBI 32-7004, “Hazardous Waste Management”.

1.12.10. Environmental Certification.

1.12.10.1. The Government will ensure the part or equipment is clean, drained and purged before it is transferred to the Contractor for repair. The Government will provide written certification of such to the Contractor prior to shipment or pick up of the part or equipment. Certification will be on letterhead with a statement which specifies the part or equipment is certified to be clean, drained and purged. In addition, as a minimum, said letter will contain description of the part or equipment, make, model, serial number, and OC number (if applicable). This certification will be provided to the Government POC/COR three (3) business days prior to the pick-up or shipment of the part or equipment. The Government POC/COR will, in turn, provide it to the Contractor within two (2) business days prior to the pick-up or shipment of the part or equipment.

1.12.10.2. The Contractor shall ensure and provide written certification that the repaired Oxford Detector is cleaned to remove all hazardous contaminants, dirt, shavings, oil, or grease, and drained and purged to remove all fluids, oils and liquids before returning to Tinker AFB. Certification shall be on company letterhead with a statement which specifies the part or equipment is certified to be clean, drained and purged. In addition, as a minimum, said letter shall contain description of part or equipment, make, model, serial number, and OC number (if applicable). This certification shall be provided to the Government POC/COR two (2) business days prior to the return of the part or equipment.

1.12.10.2.1. If requested by the designated CO, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors shall not dispose of contract data related to a mishap until notified to do so by the CO.

1.13. Forms and Publications, TO, AFI and AFMCI.

1.13.1. The Contractor shall obtain the forms and publications expressly required to perform the work in this contract via internet at www.e-publishing.af.mil. In the event that a form or publication is not available online, the Government POC/COR will provide the form, instruction or publication to the Contractor upon written request (e-mail is acceptable) by the Contractor. In the event that laws, regulations, Technical Orders (TO’s), AFI’s, Air Force Material Command Instructions (AFMCI’s) change during the term of this contract, the Contractor is required to comply as such changes come into effect. Contractors delivering or handling official USAF records shall comply with the applicable records management regulations AFI 33-322, Chapter 3 in its entirety.

1.14. Foreign Object Damage (FOD) and Drop Object Prevention (DOP)/House-keeping and Tool Control.

1.14.1. Housekeeping: The Contractor shall keep the work areas clean and neat IAW Industry Standards, Occupational, Safety and Health Administration (OSHA), fire and safety standards and this PWS.

1.14.2. Foreign Object Damage (FOD) and Drop Object Prevention (DOP).

1.14.2.1. Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers and the contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps and in aircraft hangers and maintenance areas are required to receive FOD/DOP training and to comply with Air Force Materiel Command (AFMC) Sup1, Chapter 14, Paragraph 14.41 and Tinker AFBI 21-449, Chapter 4 in its entirety. The Contractor and Contractor personnel shall acknowledge the FOD/DOP training by viewing either the Digital Versatile Disc (DVD) provided by the OBWK Representative or at the You Tube site, http://www.youtube .com/watch?v=tYcbodjFPnM. The Contractor shall provide a devised certificate to the Government POC/COR for each employee within five (5) business days after contract award. The certificate(s) shall have the title of the training, name of the person who received the training and the date of the training. The Contractor shall also ensure all new employee(s) view the FOD/DOP Training and provide a Contractor devised certificate of training to the Government POC/COR prior to starting work in the OC-ALC shops. Annually, the Contractor and Contractor personnel shall be required to review the FOD/DOP Training and provide an updated Contractor devised certificate of training to the Government POC/COR.

1.14.3. Tool Control and Accountability:

1.14.3.1. While performing contract services in or around Maintenance Production Shops, including ramp areas, the Contractor shall comply with AFI 21-101_AFMC Sup 1, 21-101, Chapter 10 (all paragraphs) and OC-ALCI 21-112, paragraph 14.1 & 14.5.3. The Contractor or Contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. The Contractor shall turn in a Contractor Tool Listing, MXRIWRS Form 32 checklist to the Government POC/COR prior to starting work in the OC-ALC Industrial Areas. Contractor personnel shall immediately notify the Government POC/COR of any tools which are missing or lost from the work area or container (i.e. tool or job box, or tool bag). The Government POC/COR will report any missing Contractor’s tools which have not been located within one (1) hour after notification to the appropriate Government personnel. Contractor can obtain the Form 32 from the Government POC/COR. The CM shall ensure each employee on the job site is briefed on Housekeeping, FOD and Tool Control prior to starting work in OC-ALC Industrial Areas from the Government POC/COR.

1.15. Privately Owned Motor Vehicles (POV).

1.15.1. Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB OK per AFMAN 31-116 (in its entirety), Motor Vehicle Traffic supervision. The Contractor shall comply with Tinker AFBI 24-301 (in its entirety) for the operation of POVs within Tinker AFB.

1.16. Visitor Pass.

1.16.1. The Contractor shall make contact with the Government POC/COR seven (7) work days before arriving on Tinker AFB in order to make arrangements for a Visitors Pass(s). The Government POC/COR will assign a sponsor for the Contractor within the organization. The Contractor and the sponsor will arrange to meet at Pass and Registration, Bldg 6611/Tinker Gate (South of I-40 off of Air Depot). The Contractor shall provide two forms of identification (one of which must be a picture ID) to the 72 Security Forces Squadron (72 SFS). The 72 SFS will provide an AF Form 75 (Visitors Pass) that will be valid for 30 calendar days.

1.17. Foreign National(s).

1.17.1. The Contractor shall notify the Government POC/COR before sending a Foreign National representative to perform services. Special rules apply for foreign national(s) visiting a US Government facility.

1.18. Health and Safety on Government Installation.

1.18.1. In performing work under this contract on a Government installation, the Contractor shall comply with Federal, State, Local regulations and AFI 91-203 Air Force Consolidated Occupational Safety Instruction as established by this contract and Appendix C. The Contractor shall notify the CO of any injuries that occur to Contractor personnel while on the installation. The Contractor shall notify the CO of damage to Government property or equipment during the execution of the contract.

1.19. Emergency Procedures.

1.19.1. The Contractor personnel shall follow the direction of the Government personnel in regards to emergency procedures, i.e. fire, tornado, active shooter, bomb threats, etc. It is the responsibility of the Contractor to provide guidance and establish procedures for responding to an emergency for their employees. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.

1.20. Training - General.

1.20.1. The Government POC/COR will provide training via training via slides or classroom, prior to the Contractor performing work at the OC-ALC. The Government will be responsible for all approved cost associated with the training identified below. The Government POC/COR will document training on and maintain copies of completed AF IMT 1151, Training and Attendance Rating, as part of the contract surveillance file. For purposes of identificationand compliance with Personally Identifiable Information (PII) requirements, only the last four (4) of the Contractor employee’s Social Security Number (SSN) will be input on the form.

1.20.2. The Contractor shall contact the Government POC/COR prior to work being performed in order to accomplish the required training or verify the required training as listed below has been accomplished.

3. GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES

3.1.

Government Furnished Property.

3.1.1.

Government Property Repair/Maintenance On-Base is not considered GFP. Federal Acquisition Regulation (FAR) Parts 45 and 52.245 plus supplements are not applicable to Government Property Repair/Maintenance On-Base. The responsible Government Organizations (AFMC 76 MXSS) for Government Property Repair/Maint-enance On-Base will be responsible for the Government Property record keeping, reporting requirements [including Report of Survey (ROS)] and/or disposal of all Government Property requiring repair/maintenance on-base during the performance of this contract.

3.1.2.

GFP Exceeds $150,000 - Repair/Maintenance Off-Base. IAW FAR Part 45 Rewrite June 2007 – FAR 45.107(d), the Government Property Clause(s) are applicable when the GFP requires repair/maintenance off-base and the cumulative acquisition cost of all the GFP going off-base exceeds the Simplified Acquisition Threshold (SAT) $150,000. The Contractor shall ensure all GFP is secured at the close of each work-day. The Government retains title to all GFP, until the Government properly disposes of the GFP as authorized by law or regulation. This GFP shall not be used for the performance of any other contract. The applicable Government Property clauses will be cited in the solicitation/contract. The GFP is identified in Attachment #2 Appendix B.

3.1.2.1. Shipment to Contractor or Pick up by Contractor. IAW PWS Section 1.

3.1.2.2. Return Shipment to Government or Delivery to Government. IAW PWS Section 1.

3.1.3. GFP Not Exceed $150,000 – Repair/Maintenance Off-Base is not applicable to the performance of this contract.

3.2.

Shared Property of the Government is not applicable to the performance of this contract.

3.3. Government Furnished Services (GFS) are applicable during the performance of this contract. The Government will furnish the following services at TAFB OK:

3.3.1. Security Forces. The Government will provide general on-base security forces' service. The security forces’ telephone numbers are 911 for emergencies, 734-2000 for crime in progress, and 734-3737 for non-emergency calls.

3.3.2. Fire Emergency and Routine Services. The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the TAFB Fire Prevention Branch. Call 911 for emergencies. For routine fire prevention matters call 734-3981. For routine calls to dispatch call 734-7964.

3.3.3. Utilities. The Government will provide utility services. These utilities include natural gas, electricity, water, and sewer for the sole purpose of accomplishing this contract. If the Contractor requires additional utility services, it shall be the Contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.

3.3.4. Refuse Collection. The Government will provide refuse collection services limited to the extent provided in the Base Refuse Collection Contract(s) for the Government provided facilities. The Government will only allow non-hazardous refuse to be emptied into the nearest authorized refuse dumpster for trash collection. Do not use Government dumpsters to dispose of construction debris.

3.4.

Intangible Government Property is not applicable to the performance of this contract.

3.5. Contractor Acquired Property (CAP) or Fabrication.

3.5.1. Title to Government Property. This PWS incorporates FAR 52.245-1(e)(1)-(3)(ii) by reference.

3.5.2. Workspace. The Government will provide access to the equipment and adequate workspace around the equipment.
