About this file

This document contains the government's responses to vendor questions regarding Solicitation Number FA8122-20-R-0003 for the remanufacture of F108 Low Pressure Turbine Shaft Assembly Module 14. The solicitation requires the contractor to remanufacture Module 14 components in accordance with CFM56-2B engine manuals at an FAA Part 145 certified facility. Key requirements include replacing the number 4 bearing, inspecting and replacing aluminum paint on piece parts, and testing modules to meet performance standards. The government will not provide government furnished material or approve overhaul and assembly of components. Questions and responses provide clarification such as the applicable technical manuals and confirm remanufacture processes. The pre-proposal conference will be on March 27, 2020 in Midwest City, Oklahoma, and qualification requirements are specified in the attached document.

F108 14 USAF Vendor Questions

F108 Mod 14 USAF Vendor Questions as of 3/17/2020
Question NumberQuestionGov't Response
1
1aWould the Government consider providing GFM for PN 305-355-718-0?This remanufacture acquisiton of a commercial item, the government does not expect to provide GFM or direct/allow for DLA acquisition. The contractor will be responsible for acquiring all components needed to remanufacture each module per the SOW.
1bWould the Government consider an annual price adjustment based upon the OEM Catalog unit price increases (as is customary under contract FA8122-15-D-0009)?At this time the government does not see the need to include Economic Price Adjustment clauses. However, if the industry identifies material or labor that could adversly effect the cost and pricing of this remanufacture requirement, please submitt the specific action, material, and or labor category with reasoning that meets the requirements of FAR 16.203 and the government will take it under consideration.
1cWould the Government consider reinstating SB 72-0659, thereby allowing the refurbishment and modification of bearings removed from USAF F108 Module 14s per the OEM service bulletin written guidelines?Do not concur. SB 72-0659 will not be allowed. A modification to the current contract was made in 2016, disallowing refurbishment/modification of bearings and will not be allowed for the new contract.
2The following concerns are associated with the revised SOW and email released on March 3, 2020:

2a The CMM and specifically CMM 75-21-30 IPL is specific to the Turbine Clearance Control Valve, this is not applicable to Module 14.

The CFM56-2A (Navy) and CFM56-2B (USAF) use the exact same Engine Shop Manual CFM56-2A/B.

The publication number is: CFMI-TP.SM.6 This is what we work to and certify to.

Configuration differences are identified within the manual and managed as such.

Replacement part procurements are as identified in the following manuals.

The Illustrated Parts Catalog (aka Illustrated Parts List) are different for each engine type:

Module 14 (NAVY CFM56-2A engines) Illustrated Parts Catalog publication number: CFMI-TP.PC.09.

Module 14 (USAF CFM56-2B engines) Illustrated Parts Catalog publication number: CFMI-TP.PC.13.

Are the suggested changes to the SOW (noted in 2. above) truly applicable? CMM 75-21-30 is an incorrect callout. CFMI-TP.PC.13 is correct for the CFM56-2B. Updated in Revised SOW Rev 3.

3SOW Ref. Para. 1.19 - CEMS Reporting: LMCES is currently participating on Solicitation SPE4A2-19-R-0055, F108 Engine Augmentation. The solicitation originally required all contractors to have access to CEMS for contract reporting purposes but when it was identified that only US Citizens can be granted CEMS access, the solicitation was revised to allow Canadian companies to provide required data back to the USAF to be entered into CEMS. Request similar consideration be granted for Solicitation Notice "FA8122-20-R-0003. Otherwise, LMCES will be at a cost disadvantage because of needing to hire a US citizen just to enter CEMs data. The contractor is responsible for all CEMS data inputs.
4Please confirm the following for SOW Ref. Para. 1.3: Complete No. 4 Bearing needs to be replaced per SB.72-0649 and not just the outer race.Concur. Any bearing that has not received SB 72-0649 or that fails inspection, requires a complete No. 4 bearing including the outer race, not just the outer race. Acceptable PNs are 305-355-718-0, 340-167-902-0 and 335-352-303-0; PNs 305-355-717-0, 340-167-901-0 and 335-352-302-0 have been deleted by SB 72-0729 and stated in the Illustrated parts catalog.
5Please confirm the following for SOW Ref. Para. 1.4: Remanufacture Process: Item 2. Inspect piece part (including stripping LPT Shaft to perform NDI, Visual and dimensional inspections) requirements are to perform CFM56-2B ESM TASK 72-55-01-300-001-D " Replacement of the Aluminum Paint" regardless of Aluminum Paint condition.Concur. Aluminum paint will need to be replaced after stripping for NDI inspection
6SOW Ref. Para. 1.17: When a shipping container is received in damaged condition and needs to be repaired or replaced will it be considered as O&A?O&A is not allowed on a remanufacture contract. If a shipping container is damaged, the government will work with the contractor to obtain a replacement container on a case by case basis.
7SOW Ref. Para. 1.18: If a module is received in damaged condition (over and above normal engine use such as shipping damage etc.), will this be considered as O&A?O&A is not allowed on a remanufacture contract. If a module is received in damaged condition, it is the contractors responsibility to inform government. The government will asses the damage and provide guidence. This guidence does not come with additional funding.
8Will the final solicitation state that transportation cost are to be the Customers responsibility? There is a Transportation Code for cost of transportation and the code will be in the contract and Transportation Document attachments.
9Para 1.0 Suggest adding text "or equivalent" as follows: Any required component remanufacture shall be performed at a Federal Aviation Administration Part 145 or equivalent facility rated for CFM56-2B engineDo not concur. To ensure USAF requirements are met, all repair/remanufacture sources must be FAA Part 145 approved or have been approved by the USAF.
101.3.4 Suggest adding text: Module 14 shall be tested in accordance with the ESM to ensure that all operational and performance requirements are met.Concur. Updated in revised SOW Rev 3.
11Para 1.10 Suggest text addition: The contractor shall provide completed Certificate of Conformance documentation, or a completed FAA Form 8130-3, Airworthiness Approval Tag, or equivalentDo not concur. If the contractor had established equivalent documentation, the USAF can evaluate that specific request, but "or equivalent" will not be used
12Please provide Special Packaging Instruction (SPI) F000003X46Referenced SPI is not in recognised. SPI for Mod 14 is F011892941 and is included inthis ammendment.
13Para 2.0 Erroneous reference, Navy requirement? Navy Propulsion Engineering, E6B ISS Propulsion Engineering Team Technical ElementThis was corrected in Revision 2 of the SOW and is correct in SOW Rev3.
14Para 2.0 Erroneous reference, Navy requirement? No commercially used or remanufactured material can be used in the remanufacture of these modules. Conflicts with other material references throughout the SOW.This was corrected in Revision2 of the SOW and is correct in SOW Rev 3.
15Price Matrix conflicts with SOW Para 1.5 and RFP page 4. SOW and RFP refer to Sub CLINs for replacement of the Stub Shaft and the LPT Shaft whereas Price Matrix specifies "Remanufacture". Suggest Price Matrix revision to sub CLIN description, Remove "Remanufacture", replace with "Replace"Paragraph 1.4 of the SOW is correct. Parag 1.5 of the SOW is Documentation.
