F108 14 USAF Vendor Questions

F108 Mod 14 USAF Vendor Questions
Question NumberQuestionGov't Response
1Can USAF provide the scrap rate / condemnation rate for the #4 Bearing for the current contract performance period? Specifically asking what percent of bearings were replaced due to SB72-649 requirements. Unlike the Navy Mod 14 TEP matrix which included the #4 Bearing, the USAF Mod 14 TEP matrix has removed the bearing from the TEP matrix. Requesting the scrap rate/ condemnation rate for the #4 bearing in total. The follow up question requesting information specifically to the SB is not relevant. The bearing is not in the TEP matrix, so regardless of replacement reason, we are asking for the total scrap / condemnation rate for this part.Based on historical information of the past 3yrs, 75% of bearings required replacement.
2Will the USAF entertain a 2 week extension to the RFP close date?A two week (14 calendar days) extension for proposal due date is incorporated into this solicitation by modification. Please see the modification for the new proposal due date
3SOW Clause 1.23 Contract Manpower Reporting. This was not part of previous RFPs for F108 work, its not clear why this requirement is in the USAF Mod 14 SOW. Can this requirement be removed from the SOW?Paragraph 1.23 of the SOW has been removed, please see revised SOW version 4.0, dated October 29, 2020
4Request confirmation that material can be intermixed between modules vs maintaining part to module integrity. This will support meeting the TAT due to OV repair TAT as well as unanticipated material delays that could occur and effect overall Module TAT.The requirement under this solicitation is for a remanufactured Item, all piece parts can be intermixed provided that they are not Life Limited Parts (LLP). Life Limited Parts must stay with the module in which they were received for .
5Can USAF provide an estimated shipping schedule once under contract? How many modules per month would be expected to be received? The schedule for this requirement is on the solicitation and reads as follows: 12 EA 30 days ARO or reciept of Reparable Assets, Whichever is later.
6Were any DER’s approved on the current contract? All deviation requests are reviewed on a case by case basis and are not authorized for carry over into subsequent contracts. Requests for variance/deviation should be submitted via form DD1694 through the PCO to the engineering authority.
7What ERRC code applies to this OH of the F108 Low Pressure Turbine Shaft Assembly Module 14?The ERRC for this acquisition is 'T'.
8Will contractors have access to the Tech. Data required? How do we access the CMM 72-55-00 and the service bulletins? The government does not have the Tech Data/CMM data rights. Any interested vendor must obtain the CMM from the OEM. There is a publically accessable web site that may be of assistance at https://www.geaviation.com/technical-publications-cmm-index
9Can USAF confirm if the Mod 14 is shipped with the Center Vent Tube and the parts identified below? We received some information that the Mod 14s are possibly not shipped with the CVT and some of the parts identified below. Requesting clarification if these parts will be included on an as received Mod 14. - LPT shaft plug assembly PN 301-546-107-0

- Separator Air/Oil PN 305-025-408-0

- Cover Separator Air/Oil PN 305-044-506-0

- Nut, Slotted PN 301-298-909-0

- Tube, Vent Rear (CVT Extension Duct) PN 305-408-301-0

- Self-locking Nut PN 650-784-038-0

All parts identified in the question will be part of the Mod 14 shipped to the contrator for work/remanufacture under this contract.
10How is the contractor to calculate New No. 4 OEM bearing requirements/usage to support proposals for FA8122-20-R-0003?Based on historical information of the past 3yrs, approximately 75% of #4 bearings required replacement.
11What is the current fleet size? There are currently 1716 engines in the USAF inventory.
12How many Module 14s have not undergone remanufacture/repair that included replacing the No. 4 bearing with the restricted usage part numbers? There are approxamately 1,000 engines that do not have the Mod 14 (#4 bearing) upgrade.
13What is the anticipated replacement rate of the No4 Roller Bearings over the life of the pending 5-year contract term?Approximately 75% of all modules inducted under the anticipated contract will require replacement of the #4 bearing. The government anticipates the vast majority of #4 bearings will require replacement within the life of the anticipated contract. Because of use and the process of inducting module 14 the actual number or percentage could increase or decrease. This is an estimate only and is not intended to bind/obligate the government or provide a specific requirement or replacemnet amount under the anticipated contract.
14No 4 Roller Bearing: Would the USAF consider GFM, or adding a fixed price CLIN for material replacement? The provision of GFM or a fixed CLIN for bearing replacement minimizes contractor risk when pricing the remanufacture CLIN. As such would offer a better price for the USAFNo GFM/GFP will be utilized in this anticipated contract. There will be no seperatly priced CLIN for the #4 bearing.
15As per our conversation with the chart on pg7. of the RQR-PSD-1 attachment 7. If we could get some clarity on the CATI, CATII, CATIII critical items requirements?Section 8.1 of the RQR, page 5-6 details the categories. CATI - contractor has previously repaired this acutal item, CATII contractor has repaired a similar item, CATII contractor has access to the data but have never done the repair.
16Can there be a waiver for the ISO:9001 QM requirement? The following are the acceptable QMS certifications: ISO 9001, AS9100, AS9110, NATO-AQAP-2070, and NATO-AQAP-2110; no waivers to these will be considered at this time.
