SECTION I

1.0 DESCRIPTION OF SERVICES:

This purpose of this Performance Work Statement (PWS) is to define the requirements necessary to ensure that

F108 Compressor Inlet Temperature Sensor (CIT) are overhauled as nearly as possible to original life expectancy consistent with Air Force (AF) requirements set forth herein. This PWS applies to the following

National Stock Numbers (NSN) 2915-01-139-6618PN and Part Numbers (P/N) 9178M37P02 and 8901-180.

The instructions stipulated are brief, concise statements providing general requirements for overhauling of the

F108 CIT sensor. All performance, with respect to the overhauled F108 CIT sensors and component parts shall be performed at a contractor owned or operated facility that performs such work using manufacturing processes similar to those used in the manufacture of F108 CIT sensor. The contractor shall maintain a Federal Aviation

Administration (FAA) Part 145 rated repair facility rated to overhaul CFM56-2B engine components. The contractor must have the capabilities to include appropriate technical data, documents, and license agreements, required to accomplish the overhaul of F108 CIT sensor strictly in accordance with government requirements and scheduled delivery of a quality product.

1.1 Receiving:

The contractor shall perform a visual inspection upon receipt of each F108 CIT sensor to determine overhaul condition. The contractor shall report in accordance with Supply Discrepancy Report (SDR) Contractor Data

Requirements List (CDRL) A005 any F108 CIT sensors that are misidentified, misdirected, incomplete or missing parts, damage or improperly packaged shipment. The contractor shall not destroy reusable shipping containers and will reuse them for return shipment. The contractor shall submit SDRs In Accordance With

(IAW) CDRL A005 (PWS para 1.8 reporting) for such shipments as described above via the Department of

Defense (DoD) web-based application WebSDR, located at:

https://www.transactionservices.dla.mil/daashome/websdr.asp.

This system of reporting an SDR has been developed in compliance with DoD regulations 4140.1-R, Supply

Chain Material Management Regulation and 4000.25-M, Defense Logistics Management System (DLMS)

Supply Standards and Procedures, which requires automated SDR processing and also IAW Contractor Asset

Visibility for the Air Force (CAV AF) Statement of Work (SOW). The Prime Packaging Specialist may authorize exceptions to these requirements.

1.2 Overhaul Procedures:

The CIT sensor shall be overhauled IAW the procedures outlined in the Commercial Maintenance Manual

(CMM) for the CIT Sensor repair documents shall also include temporary revisions that have not been incorporated in affected CMM. Contractor shall identify all Military F108 CIT sensors processed through contractor’s overhaul facility as military parts prior to processing. All delivered overhauled F108 CIT sensors shall contain overhauled hardware or new parts meeting the requirements of this PWS. The Contractor shall inspect overhauled and new components to ensure they meet United States Air Force (USAF) build requirements. The Contractor shall meet the delivery schedule.

Overhaul includes teardown, cleaning parts, replace new packing, back up rings and snap rings, any required new fittings, oil coil replacement which includes manifold, ice guard, coil and grommets and may include new sensor bellows, reassembly and test.

1.2.1 Deviations:

Prior to contractor’s use in remanufacturing of F108 CIT Sensors, the contractor shall obtain written approval from the PCO for any deviations from the processes, materials, material processes or procedures outlined in the

CMM and required Service Bulletins (SB) authorized for overhauls. The contractor’s request for deviation must show that the intent of process, materials, material process or procedures conform to processes required by the

CMM and this Performance Work Statement (PWS). The cognizant engineer and program manager reserve the right to approve or disapprove any processes or procedures when they fail to meet intended configuration requirements of the CIT Sensor.

1.2.2 Designated Engineering Representative (DER) Processes and Procedures:

Prior to contractor’s use in remanufacturing of F108 CIT Sensor or component parts, the contractor shall obtain written approval from the PCO for all DER processes and procedures.

1.3 Quality System and Quality Assurance:

Each F108 CIT Sensor identified as serviceable shall be delivered to the Government free of defects. The

Contractor shall ensure that materials, parts, and accessories used in overhauled components are restored to original life expectancy or nearly so, and are interchangeable without alteration. The contractor shall develop and maintain a system that adheres to the requirements of International Standard Organization (ISO) 9001.2000/

ANSI/ASQC Q92, Quality Systems Model for Quality Assurance, or equivalent, in Design/Development, Production, Installation, and Servicing and supplement requirements imposed by this contract. Develop and implement procedures to properly maintain measuring and test equipment in accordance with ANSI/NCSL

2340-1. The quality system will include a clear and complete set of work documents for all maintenance required by this contract. The quality program shall be designed to promptly detect and correct conditions adverse to quality.

1.4 Deficiency Report (DR) Investigation:

The Contractor shall investigate and submit findings to include root causes and a corrective action against all deficiency reports submitted to Contractor for items overhauled by this contract which are reported to be defective. Each DR,CDRL A004, will be processed IAW Technical Order (T.O.) 00-35D-54, USAF Material

Deficiency Reporting System, in a timely manner to meet suspense dates assigned by the action agency.

1.5 Engine Mishap Investigation:

In the case of Engine Mishap Investigations, the contractor shall perform an as-received Inspection and as-received test for each F108 CIT Sensor. Units will be identified as mishap units and notification sent to the contractor and CLIN funding and authorization prior to receipt of the units. Upon completion, the supporting test documentation report shall be submitted to the PCO and the requisite engineering authority for each mishap investigation asset IAW Test/Inspection Report, CDRL A003. Disposition instructions will be provided from the PCO for mishap investigation items.

1.6 Beyond Economical Repair (BER):

“Economically Reparable End Items” are defined as end items which can be restored to a serviceable condition, in accordance with the applicable requirements, when costs of overhaul of any end item received will not exceed 75% of the replacement cost specified in the contract. BER are categorized as components under this contract which exceed repair values over 75% of replacement cost. If the Contractor estimates the total cost of the overhaul of any end item received will exceed the above percentage of the replacement cost, the Contractor shall promptly notify the ACO/PCO in writing and shall not perform further services on any such items except at the direction of the ACO/PCO. Once written notification is received from the ACO/PCO that a particular item is considered BER and not reparable, the Contractor shall dispose of the unit in the manner directed by the

ACO/PCO.

The ACO/PCO may authorize the Contractor to exceed the percentage when an item is in critical supply status.

Work performed on BER items will be determined by the ACO/PCO to be Government economic overhaul.

Once this determination is made the contractor services and direct materials furnished in the amount as set forth in the Work Request to be performed will be only for the amount exceeding the normal repair cost.

1.7 Condemned Assets:

Contractor shall request disposition instructions from the PCO (Procurement Contracting Officer) for any condemned assets. The Contractor shall process the assets through Plant Clearance Automated Reutilization

Screening System (PCARSS) for disposition instructions that involve condemnations.

The Contractor shall also report all condemned assets through the Commercial Asset Visibility Air Force

(CAVAF) System, CDRL A001, and the Monthly Production Report Form 413 CDRL A002, via email to the

PMS to establish usage rates and cost planning.

1.8 Over and Above:

Contracts for overhaul performance of Air Force assets may contain over and above work requirements. Items to be classified as O&A are as follows: Supply Discrepancy Report (SDR) (Para 1.1), Beyond and any work that is within the general scope of the contract and not included in the prices for the basic work CLINs established in the contract.

Negotiations on proposed over and above work should be completed prior to commencement of work, but in no case later than the time when 40 percent of the work is completed.

For fixed hourly rate items, the price negotiated by the PCO shall be based on "hands on" labor hours multiplied by the contract hourly rate. The number of "hands on" labor hours required shall be negotiated by the Contractor and PCO. The fixed hourly rate included charges for "hand on" labor cost which is not considered "hands on" for which the Contractor accounts as direct labor, burdens, general and administrative expenses and other allowable costs and profit.

At any time during contract performance, when sufficient data becomes available on a repetitive task being performed in the fixed hourly rate category, either the Contractor or the PCO may request a negotiation to establish a firm-fixed-price for that item for the remaining life of the contract. The work procedures shall be mutually agreed to by the Contractor ACO and PCO.

1.9 Reporting:

The contractor shall provide completed Certificate of Conformance documentation with each F108 Compressor

Inlet Temperature Sensor and its component parts that have been overhauled with the intent of returning these assemblies or component parts to service. This documentation shall have part number, serial number, work accomplished, Service Bulletins complied with, on serviceable tag, DD Form 1574. The contractor shall ensure that all reporting is accomplished as specified per the following Contract Data Requirements List’s (CDRLs) and corresponding Data Item Description’s (DIDs):

A001: Commercial Asset Visibility Air Force (CAVAF) –DI-MGMT-81634B

A002: Depot Maintenance Production Report (DMPR) – DI-ALSS-80728A

A003: Test/Inspection Report (Mishap Investigation Results Report) – DI-NDTI-80809B

A001 Commercial Asset Visibility Air Force (CAVAF) Reporting: The contractor shall input the data IAW

CAV AF Statement of Work (SOW) guide. This shall not be waived. For CAV AF reporting, the Contractor shall submit Supply Discrepancy Reports (SDRs) when required and IAW CDRL DD Form 1423-1.

A002 AFMC 413 Depot Maintenance Production Reporting: Data in accordance with the AFMC Form 413 report shall not be waived, although contractor’s format with all the same data elements as the AFMC Form 413 report may be accepted, if approved through the PCO and IAW CDRL DD Form 1423-1.

A003 Test Inspection Report: The Test Inspection Reporting is used when an occurrence of a Mishap

Investigation is conducted. The report documents test results, findings and analyses that will enable the

Government or contracting agency to evaluate compliance with system requirements and performance objectives IAW CDRL DD Form 1423-1.

A004 Deficiency Report: Deficiency Reporting is initiated on the occurrence when deficient Government assets are received by the Contractor. Contractor shall refer to T.O. 00-35D-54 using SF Form 368 and IAW

CDRL DD Form 1423-1.

A005 Supply Discrepancy Report: This report enables the contractor to notify the Government when freight contents do not agree with shipping documents and IAW CDRL DD Form 1423-1

1.10 Contractor Manpower Reporting:

Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the United State Air Force via electronic Contractor

Manpower Reporting Application (eCMRA) a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the

CMRA help desk.

Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link.

However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

1.11 Document Storage:

All records and reports outlined in this PWS shall be prepared for each asset and a copy kept on file by the

Contractor for five (5) years. The Government Technical Representative reserves the right to request and view any records at any time.

1.12 Packaging, Handling and Preservation:

The contractor shall not destroy reusable shipping containers, and will reuse them for return shipment. Units shall be packed IAW with T.O. 00-85B-3 using Special Packaging Instruction (SPI) F000003XA6. The

Temperature Sensor IAW the Special Packaging Instructions specified on Air Force Material Command

(AFMC) Form 158, Packaging Requirements. The Contractor shall place a serviceable tag, Department of

Defense (DD) Form 1574, inside the package along with the assembly as well as outside the package.

1.13 Shipping and Transportation:

100% of the F108 CIT Sensors shall be delivered IAW the contractual delivery schedule. Contractor shall ship or transport applicable deliverables as appropriate in order to have the deliverables available to support the customer’s operational requirements and in accordance with the contract’s delivery schedule.

1.14 Contractor Identification to Government Employees:

Contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

1.15 Safety:

The Contractor shall maintain and execute a safety program using MIL-STD-882D, Air Force Instruction (AFI)

91-301 and AFI 91-204 as guides. The Contractor shall comply with all safety provisions and technical specifications listed in CFM56 Engine Shop Commercial Maintenance Manual (CMM). All Contractor personnel and technicians shall comply with system safety engineering principles during all levels of remanufacturing.

While performing work under this contract the contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. The contractor shall notify the PCO within eight (8) hours of any damage to Government Furnished Property (GFP) where the dollar value exceeds $500,000.00 and within two workdays, for any damage to GFP less than $500,000.00 during the execution of the contract.

Mishap notifications shall contain, as a minimum, the following information:

a. Contract, Contract Number, Name and Title of Person(s) Reporting

b. Date, Time and exact location of accident/incident

c. Brief Narrative of accident/incident (Events leading to accident/incident)

d. Cause of accident/incident, if known

e. Estimated cost of accident/incident (material and labor to repair/replace)

f. Nomenclature of equipment and personnel involved in accident/incident

g. Corrective actions (taken or proposed)

h. Other pertinent information

If requested by the designated PCO, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office.

SECTION II

SERVICE SUMMARY (SS)

2.0 Service Summary:

Contractor performance shall be measured and assessed using the Performance Objectives listed in the F108

CIT Sensor Service Summary, Table 2-1.

The contractor service requirements are summarized into performance objectives that relate directly to the mission essential items. The performance threshold describes the minimum acceptable levels of service for each requirement. The contractor shall be aware that the absence of any contract requirement from the SS does not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract. The contractor shall ensure the following service summary requirements are accomplished:

2.1 Service Summary Requirements:

The contractor shall ensure the performance objectives and performance thresholds identified in Table 2-1 of this PWS is achieved as follows:

2.1.1 Performance Objectives and Thresholds:

The Contractor shall achieve performance thresholds identified in Table 2-1 of this PWS. The Contractor service requirements are summarized into performance objectives that relate directly to the mission essential items. The performance threshold describes the minimum acceptable levels of service for each requirement.

The government will use the surveillance methods contained in the performance plan to evaluate the

Contractor’s performance for the performance objectives listed below.

In the event the performance objective is not met, the Contractor will be given a reasonable time after notification to correct the unacceptable performance, if such correction is possible. The Contractor shall immediately take corrective action in accordance with the performance threshold(s). In cases where the

Contractor fails to implement corrective action, the PCO will take appropriate measures.

NOTE: The Government Production Management Specialist (PMS) and PCO responsible for the F108 CIT

Sensors will exercise surveillance over the performance thresholds. The absence of any contract requirement from the SS shall not detract from this enforceability nor limit the rights or remedies of the Government under any other provision of the contract.

2.1.2 Surveillance Methods:

The Contractor shall support the PMS and PCO surveillance methods as identified below:

a. Periodic Inspection of Process or Output

b. Random Sampling of Recurring Service Output

c. One Hundred (100) Percent Inspection of Output

d. Customer Observation or Complaint.

NOTE 1: The method of surveillance may include one or more of the methods specified above.

NOTE 2: The Government will use the methods contained in the Surveillance Plan (SP) to evaluate the contractor’s performance for the listed performance objectives. The PMS and/or PCO of F108 CIT Sensor will monitor contractor performance to determine if it meets the contract thresholds as set forth in the performance measures and this PWS.

The contractor shall be aware that the evaluation of performance will occur when the PMS evaluates the service of the contractor to determine whether or not it meets the performance measures of the contract.

SECTION III

3.0 GOVERNMENT PROPERTY

3.1 Government Furnished Material (GFM):

None. All assets to be overhauled will be shipped to the contractor to accomplish the intent of the T.O., PWS or SB’s and will be supplied by the Government.

Contractor furnished material used for replacement shall be parts specified in 2JA12-12-13, SB’s or have written approval from the OC-ALC/GLGBC and OC-ALC/GKGBAA in writing through the PCO.

3.2 Government Furnished Property (GFP):

All assets to be overhauled will be shipped to the contractor. All material, support equipment, tools, test equipment and services required to accomplish the intent of the T.O., PWS or SB’s shall be contractor furnished material.
