Solicitation: FA8121-25-R-0002
Question Number
Vendor Question RFP Reference (PWS paragraph, RFP section, page number, etc). Please be as detailed as possible.
Government Response
Example 1: This paragraph seems to be missing inforamtion on how to repair the widget. Recommend the Government add information from [DOCUMENT B] to the PWS.
PWS Para 1.2 Document B is referenced throughout the PWS and Government does not intend to paste in text to Para.
1.2 as Document B is listed as an mandatory reference document throughout the PWS.
Example 2: Page 1 of the solicitation states ___ but page 2 contradicts this by stating ____. Which is correct? FA8121-24-R-0000, Section A&B The information on page 2 is correct. The Government will issue an RFP amendment with this change.
1 Incorrect NSN/PNs: USAF NSN/PNs are found in FMS CLINs Schedule B CLINs – FMS X002AA, AB, AC
Updated. See CLIN Schedule in RFP Amendment 0002.
2 Use of End Item NSN/PN: Suggest remove Comb Cha Assembly PNs and NSNs Schedule B SubCLIN Data X001 and X002AB, AC
USAF will keep PNs and NSNs at this time as the Contracting Office needs the PNs/NSNs listed in the Basic IDIQ Contract in order to process future delivery orders. USAF open to futher review prior to contract award.
3 FMS O&A: Should this be for USAF and FMS? Incorrect NSN for FMS Schedule B
CLIN X004
Updated input and output NSNs to reflect FMS Only. See CLIN Schedule in RFP Amendment 0002.
4 DISCONNECT FMS INNER LINER: ONLY THE PRICE MATRIX ASKS FOR CFM. The CLIN schedule and SOW advise GFM inner liners are available for both USAF and FMS PRICE MATRIX CLIN Schedule and Price Matrix updated.
5 Incorrect item identified: Ref to F100-PW-220 3rd Stage Turbine Air Sealing Ring Segment 1.1.2.3 & 1.6.1.1 (SOW, REV 0, 7-FEB-2024) Updated, see SOW Rev. 0A, dated 20 Feb 2025.
6 Clarification Required” Part replacement shall be confined to those parts determined to be required to produce a zero-time serviceable end item.”
How is this to be interpreted? What replacement gets to a zero-time item? Will this be 100% mandatory replacement(s)? 1.1.3.2 (SOW, REV 0, 7-FEB-2024)
This first statement requires KTR to only replace parts required when remanufacturing the Combustion Chamber. This means that any of the piece parts or assembly that are damaged beyond repair must be replaced. More clarification on which parts should be documented in TO 2J- F100-13-2 and the inspection work package for this part in TO 2J-F100-13-7.
7 Incorrect item identified: Ref to J85 MISTR 1.11.1 (SOW, REV 0, 7-FEB-2024) Updated, see SOW Rev. 0A, dated 20 Feb 2025.
8 Teardown Deficiency Report (TDR): CDRL does not exist - currently Pg 4, 1.1.1.4 (SOW, REV 0, 7-FEB-2024) Attached to Amendment 0002.
9 Surge – DELIVERABLE& NEGOTIABLE
Due 30 Days After Award
MSO to request %
CDRL A005, Solicitation Pg 67 252.217-7001, % not defined Pg 8, 1.12 (SOW, REV 0, 7-FEB-2024)
Per CDRL A005, "Based on this Plan, a mutually agreed to increase in the quantity of supplies or services called for under this contract by no more than x%; and the accelerate the rate of delivery may be established for this contract, at a price or cost established after contract award or to be established by negotiation."
Prior to exercising the Surge Option, it is the Government's intent to establish the percentage and price/cost through mutual agreement and negotiation with the successful offeror.
Not applicable; Requesting removal Pg 12, 3.1.1.1 Non-concur.
11 Not applicable; Requesting removal Pg 12, 3.1.1.4 Non-concur.
12 Not applicable; Requesting removal Pg 12, 3.1.2 Non-concur.
13 “Moralizers, PMEL, etc.” Not applicable; Edit Pg 13, 3.1.10 Non-concur.
14 Edit to Add: Accomplish IAW Application Section of TO Pg 13, 3.2.2.1 Updated, see SOW Rev. 0A, dated 20 Feb 2025.
Edit: T.O. reference should be 2J-100-13-1 and 13-2, and 2-1-111. 3.2.3.2
The newest version of the SOW is correct. 2J-100-13-1 and 13-2, and 2-1-111 on the current contract should be titled 2J-F100-13-1, 2J-F100-13-2, and 2-1-111, respectively. Engineering added the ‘or other applicable TOs’ part because many of the other TOs will point to these for cleaning / preserving, but didn’t want to leave anything out. See section 2.3 or the RDL for more information on which TOs are applicable.
16 Suggest you go to current contract section 3.2.4 and replace the proposed language. 3.2.4 F100-PW-220/220E Combustion Chamber Assembly language has replaced the initial reference.
17 Suggest you go to current contract section 3.2.6 and replace the proposed language. 3.2.5 F100-PW-220/220E Combustion Chamber Assembly has replaced the intial reference.
18 Not applicable, “such as backlash, end clearance and running clearance.” Requesting Removal Pg 22, A3.4.3.5 (SOW, REV 0, 7-FEB-2024) Updated, see SOW Rev. 0A, dated 20 Feb 2025.
19 There are quantity discrepancies between pricing matrix and RFP Schedule B Proposal Pricing Matrix and Section B, CLIN Schedule
The price matrix utilizes the Maximum IDIQ quantities, while the CLIN Schedule (Section B) lists the minimum, estimated, and maximum quantities. IAW RFP Page 100, Section 2.1.4, "The total proposed price for each separately priced line item shall be calculated as the proposed unit price multiplied by the corresponding maximum quantity. TEP [total evaluated price] will be used for evaluation purposes only.
Evaluation of TEP shall not obligate the Government to order any quantities beyond the minimum."
Would it be possible to reduce the quantity of CLINS X001AB and X002AB to 1 each? The extension of the current quantities would preclude anyone but the OEM from successfully competing for this workload.
Proposal Pricing Matrix and Section B, CLIN Schedule See response to #19 above. Additionally, the quanties in the RFP are an estimate of what is required and therefore will provide a more accurate total evaluated price (TEP).
