PART IV - REPRESENTATIONS AND INSTRUCTIONS

SECTION L

INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS OR RESPONDENTS

SECTION L

INSTRUCTIONS TO OFFERORS (ITO)

1.0 Program Structure and Objective

1.1. The Government plans to award a single contract for the remanufacture of the F100-PW-220 Convergent Nozzle Segment Liner (NSN 2840-01-308-4467NZ, P/N 4070107), F100-PW-229 Convergent Nozzle Segment Liner (NSN 2840-01-308-4469NZ, P/N 4078304), and the F100-PW-220/229 (Common) Convergent Segment Seal Liner for the F-15 and F-16 aircraft, (NSN 2840-01-455-9138NZ, P/N 4084791). The objective is to establish a competitive firm fixed price (FFP) indefinite delivery/indefinite quantity (ID/IQ) contract for 5 years (one (1)-year base period with four

(4) one (1)-year option periods).

1.2. Budget/Funding Information

Funding will be obligated for individual task orders.

2.0 General Instructions

2.1.1. This source selection will utilize Lowest Priced Technically Acceptable source selection procedures. Contract award will be made to the offeror who is rated Acceptable in Technical and Past Performance and has the lowest evaluated price. This section of the Instructions to Offerors (ITO) provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The Offeror’s proposal must include all data and information requested by the ITO and must be submitted in accordance with these instructions. Any Offeror who submits an incomplete package may be considered ineligible for award. The offer shall be compliant with the requirements as stated in the Statement of Work (SOW) and appendices.

Non-conformance with the instructions provided in the ITO may result in an unfavorable proposal evaluation.

2.1.2. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements.

Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the Offeror’s proposal.

2.1.3. Elaborate brochures, documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.

2.1.4. The proposal acceptance period is specified on the front page of the model contract/solicitation. The Offeror shall make a clear statement on the front page of the proposal documentation volume that the proposal is valid until this date.

2.1.5. In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the Offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.

2.2. General Information

2.2.1. Point of Contact

The Contracting Officer (CO) and Contract Specialist (CS) are the sole points of contact for this acquisition. Address any questions or concerns you may have to the CO and the CS. Written requests for clarification may be sent to the CO and the CS at the address located on the front page of the model contract/solicitation.

2.2.2. Debriefings

The CO will promptly notify Offerors of any decision to exclude them from the competitive range, whereupon they may request and receive a debriefing in accordance with FAR

15.505. Offerors excluded from the competitive range may request a pre-award debriefing or they may choose to wait until after the source selection decision to request a post-award debriefing. However, Offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. The CO will notify unsuccessful Offerors in accordance with FAR 15.503. Upon such notification, unsuccessful Offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.

2.2.3. Discrepancies

If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the CO in writing with supporting rationale as well as the remedies the Offeror is asking the CO to consider as related to the omission or error. The Offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions. This reservation includes matters of additional or substitute pages of the initial proposal.

2.2.4. Electronic Reference Documents

All referenced documents for this solicitation are available on the SAM web site at SAM.gov. Potential Offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.

2.2.5. Amendments to Solicitation

If this RFP is amended, all terms and conditions that are not amended remain unchanged and in full force and effect. Offerors shall acknowledge receipt of any amendment and provide confirmation upon submission of the Offeror’s proposal. Any unacknowledged amendments in the Offeror’s proposal are subject to solicitation provision FAR 52.215-1(b).

2.2.6. Submission, Modification, Revision, and Withdrawal of Proposals Proposals and modifications to proposals shall be submitted via email addressed to the CO at anna.mroz.2@us.af.mil, and showing the time and date specified for receipt, the solicitation number, and the name and address of the Offeror.

2.3. Organization/Number of Copies/Page Limits

2.3.1. The Offeror’s proposal must show solicitation number, name, address, and telephone numbers of the Offeror’s and electronic e-mail address if available.

2.3.2. A Team List of the Offeror’s primary Point of Contacts shall be submitted in each volume using the format shown in Attachment 2 of the ITO.

2.3.3. The Offeror’s technical proposal shall address the information listed in para 3.2.1.

below. The Offeror shall submit 1 electronic copy of the proposal. The technical proposal shall not exceed 20 pages. Page limitations shall be treated as maximums. If exceeded, the excess pages will not be considered in the evaluation. Page limitations may also be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the Offeror. Each page shall be counted except the following: blank pages, title pages, tables of contents, tabs, indexes, glossaries, and those noted in the Proposed Organization Chart as unlimited.

2.3.4. Page limits for Factor 2 Past Performance, Factor 3 Price, and Contract Documentation are unlimited.

2.4. Page Size and Format

2.4.1. Page size shall be 8.5 x 11 inches, not including foldouts. Page line spacing shall be 1.5 lines. Except for the reproduced sections of the solicitation document, the text size shall be no less than Arial 12 points. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and 3/4 inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall apply to responses to Evaluation Notice (ENs).

2.4.2. Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated and shall not exceed 11 x 17 inches in size. Text intended for evaluation within all figures, charts, tables, and graphs, to include imbedded images, shall be no less than Arial 8-pt. Any text within figures, charts, tables, and graphs which do not meet this requirement will not be considered in the evaluation.

2.5. Electronic Offers

The electronic proposal shall be submitted via email. If files are compressed, the necessary decompression program must be included. The electronic copies of the proposal shall be submitted in a format readable by Adobe Acrobat, Microsoft (MS) Word, MS Excel, and MS-Power Point.

2.6. Pricing Information

All pricing information shall be addressed ONLY in the Price Proposal and Contract Documentation volumes. Work hour estimates, and material kinds and quantities may be used in other volumes only as appropriate for presenting rationale for alternatives or design and trade-off decisions.

2.7. Distribution

Proposals shall be addressed to the Contracting Officer and emailed to:

Ms. Anna Mroz anna.mroz.2@us.af.mil

3.0. Factor 1 - Technical

3.1. General

The Technical proposal should be specific and complete. Legibility, clarity and coherence are very important. Your responses will be evaluated against the Technical subfactors defined in Section M, Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible, the actual methodology you would use for accomplishing/satisfying these subfactors. All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. It is neither necessary nor desirable for you to tell us so in your technical proposal. The technical proposal should only address the requirements of the subfactors listed below. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.

3.2. Format and Specific Content

3.2.1. Technical

In the Technical Volume, address your proposed approach to meeting the minimum performance or capability requirements of each technical subfactor.

3.2.1.1. Subfactor 1: Proposal IAW CDRL’s, NSN, Part Number, Statement of Work, and Solicitation The Offeror’s shall provide evidence of the Offeror’s compliance with CDRL’s, NSN, Part Number, Statement of Work, and Solicitation requirements. As a minimum, the proposal shall address compliance with CDRL’s, NSN, Part Number, Statement of Work, and Solicitation requirements.

3.2.1.2. Subfactor 2: Qualified Source (Ref: FAR 52.209-1)

The Offeror’s shall provide evidence of the Offeror’s compliance with Qualified Source (Ref: FAR 52.209-1) requirements. As a minimum, the proposal shall indicate compliance with the aforementioned requirements and clearly demonstrates their qualification to perform required remanufacture. Note: the Government is NOT required to delay contract award to review pending Source Approval Request (SAR).

4.0 Factor 2 - Past Performance

4.1. General

4.1.1. Each Offeror should submit past performance information with its proposal, in accordance with the format contained in Attachment 1.1 of the ITO. This information is required on the Offeror and all subcontractors, teaming partners, and/or joint venture partners proposed to perform the work outlined in the solicitation. Offerors are cautioned that the Government will use data provided by each Offeror in this volume and data obtained from other sources in the evaluation of past performance.

In the event the Offeror does not submit any past performance information with its proposal, the Government intends to consider past performance information provided by other sources available to the Government.

4.1.2. Along with the information required in this paragraph, the Offeror should submit a consent letter (Attachment 1.3) executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the Offeror so the Offeror can respond to such information. For each identified effort for a commercial customer, the Offeror should also submit a client authorization letter (Attachment 1.4) authorizing release to the Government of requested information on the Offeror’s performance.

4.2. Early Proposal Information

4.2.1. Each Offeror is requested to submit past performance information for each relevant contract fifteen (15) calendar days prior to the solicitation closing date. Past Performance early proposal information is a request, and not a requirement. Failure to submit early proposal information will not result in Offeror disqualification, nor will Offerors be penalized.

4.2.2. As soon as practicable, Offerors should complete Section 1 of the attached Past Performance Questionnaire (Attachment 1.2) and e-mail it to all points of contacts (POCs) the Offeror has listed in the Past Performance Information Sheets (Attachment 1.1). The POCs will complete the questionnaires and forward them by email, directly to the PCO at anna.mroz.2@us.af.mil. RESPONDENTS TO THE QUESTIONNAIRES SHALL NOT SEND THE COMPLETED INFORMATION SHEETS BACK TO THE OFFEROR. Offerors shall not follow-up with respondents to ensure they have completed the questionnaires. The PCO will conduct such follow-up with any POC as necessary.

4.3. Relevant Contracts

4.3.1. The offeror should provide Past Performance Information (PPI) on current or previous contracts (or efforts). The PPI should be completed in accordance with Section L, Attachment 1.1, Past Performance Information (PPI) for Offerors (identified in this document as “PPI forms”). The Offeror should submit PPI forms for contracts which include all or some performance within the past three years, as defined in Section M, para

2.3.3. Recency Assessment. Request each Offeror submit up to four (4) PPI forms for the prime contractor, and up to four (4) PPI forms for each significant subcontractor/teaming partner. Significant subcontractor is defined as a contractor who is proposed to perform over 5% of the total effort, or a contractor who is proposed to perform less than 5% of the total effort, but is determined to be performing a critical function. NOTE: The requested number of PPI forms for the prime and subcontractors are preferences, and not requirements. Offerors may submit more than the preferred number, if the offeror believes the extra contracts are needed to fully describe their relevancy. Offerors who submit less than the preferred number of PPI forms are not automatically assigned an “Unacceptable” rating. Request each PPI form not exceed a target of 8 pages, although more or less may be submitted, if necessary and relevant to the remanufacture of the F100-PW-220 Convergent Nozzle Segment Liner (NSN 2840-01-308-4467NZ, P/N 4070107), F100-PW-229 Convergent Nozzle Segment Liner (NSN 2840-01-308-4469NZ, P/N 4078304), and the F100-PW-220/229 (Common) Convergent Segment Seal Liner for the F-15 and F-16 aircraft, (NSN

2840-01-455-9138NZ, P/N 4084791).

4.3.2. Relevant Contract Narrative

Offerors should provide a narrative explaining what aspects of the contracts are deemed relevant to the proposed effort and to what aspects of the proposed effort they relate. This may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk.

Merely having problems does not automatically equate to an Unacceptable rating, since the problems encountered may have been on a more complex program, or an offeror may have subsequently demonstrated the ability to overcome the problems encountered. The offeror should clearly demonstrate management actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified.

4.3.3. Organizational Structure Change History

Many companies have acquired, been acquired by, or otherwise merged with other companies and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant past efforts or between the conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, Offeror’s should include a "roadmap" describing all such changes in the organization of the Offeror’s company. A pamphlet or other commercial document describing such reorganizations may suffice. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider past performance information provided by other sources as well as that provided by the offeror(s), the "roadmap" should be both specifically applicable to the efforts identified, yet general enough to apply to efforts on which the Government receives information from other sources.

5.0 Factor 3 - Price

5.1. In the price volume, the Offeror shall provide the following information in addition to the pricing in Supplies or Services and Prices/Cost Section of the solicitation. These instructions are to assist you in submitting information required to evaluate the reasonableness of your proposed cost/price. Compliance with these instructions is mandatory and failure to comply may result in rejection of your proposal.

5.2. General Instructions

Information beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your price position. All information relating to the proposed price including all required supporting documentation must be included in the section of the proposal designated as the Price Volume.

Offeror’s pricing proposal will be evaluated for reasonableness, balance, and realism.

Unreasonable and/or unrealistic proposed prices, initially or subsequently, may be grounds for eliminating a proposal from competition. Additionally, unbalanced pricing may pose an unacceptable risk to the Government and may render an Offeror’s proposal ineligible for award. Offers should be sufficiently detailed to demonstrate their price reasonableness and balance. The burden of proof for credibility of proposed prices rests with the Offeror.

5.2.1 Price Reasonableness

The Government will evaluate proposals for reasonableness, as well as completeness.

Normally, price reasonableness is established through adequate price competition, but may also be determined through proposal analysis techniques. The burden of proof for credibility of proposed costs/prices rest with the Offeror. Offerors shall provide sufficient rationale describing how prices were developed (such as assumptions, historical data, projections, expertise, management decisions, etc).

5.2.2. Balanced Pricing

The Government will evaluate proposals for balance. The Offeror is cautioned against submitting an offer that exhibits unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonable or unrealistic prices. For this acquisition, balanced pricing is determined with respect to CLIN or SubCLIN pricing variance and/or year-to-year price variances for separately priced CLINs. Offerors shall provide rationale for any proposed CLIN price increase greater than 5% from one year to another, or any proposed CLIN price decrease from one year to another. Unexplained price variances from CLIN or SubCLIN and/or year-to-year could suggest unbalanced pricing. Also, an offer could be so grossly unbalanced that acceptance of the offer would be tantamount to allowing an advanced payment. It is in the Offeror’s best interest to provide explanation or supporting rationale for any significant annual CLIN price variances.

5.2.3 Price Realism

The Government will evaluate proposals for price realism to determine whether proposed prices are based on an adequate understanding of contract requirements. Offerors shall provide sufficient rationale describing how prices were developed (such as assumptions, historical data, projections, expertise, management decisions, etc).

5.2.4. Pricing Information Requirements

In accordance with FAR 15.403-3-1(b), prices based on adequate price competition do not require submission of cost or pricing data. In accordance with FAR 15.403-3(a), however, information other than cost or pricing data may be required to support price reasonableness. FAR 15.403-3(a)(1) provides for obtaining information other than cost or pricing data if needed to determine price reasonableness. Therefore, the FAR does not preclude the requirement for obtaining other than cost or pricing data under certain circumstances and the Government reserves the right to obtain data as appropriate.

Should the CO determine proposed prices to appear unreasonable or the possibility that an Offeror does not fully understand the requirement, the Offerors may be required to support price reasonableness via other than cost or pricing data. If, after receipt of proposals, the CO determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror shall be required to submit cost or pricing data.

5.2.5. Rounding

All dollar amounts except line shall be rounded to the nearest penny.

6.0. Contract Documentation

6.1. Model Contract/Representations and Certifications

The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file. The Offeror’s proposal shall include a signed copy of the Model Contract.

6.1.1. Solicitation/Contract Form

Completion of blocks 12, 17 and signature and date for blocks 30a, 30b and 30c of the SF1447. Signature by the offeror on the SF1447 constitutes an offer, which the Government may accept.

6.1.2. Supplies or Services and Costs/Prices

Completed pricing information in the model contract.

6.1.3. Contract Clauses

The offeror shall provide required information to complete clauses as required.

6.1.4. Representations, Certifications, and other Statements of Offerors

The offeror has completed the annual representations and certification electronically via sam.gov. After reviewing the SAM database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.204-8, Annual Representations and Certifications are correct.

6.2. Exceptions to Solicitation Requirements

Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Provide rationale in support of the exception and fully explain its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. This information shall be provided in the format and content of Table 6.2. Offerors are cautioned the Government could determine any identified exceptions to be unacceptable, which would make the proposal ineligible for award.

PART IV - REPRESENTATIONS AND INSTRUCTIONS

SECTION M

EVALUATION FACTORS FOR AWARD

SECTION M

EVALUATION FACTORS FOR AWARD

1.0. Source Selection (SS)

1.1. Basis for Contract Award

This acquisition will utilize Lowest Priced Technically Acceptable (LPTA) Source

Selection procedures, with technical proposals. Technical tradeoffs will not be made, and no additional credit will be given for exceeding acceptability. Award will be made to the offeror who is rated “acceptable” in Factor 1 Technical and Factor 2 Past Performance, has the lowest evaluated cost or price, and whose proposal conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.

1.1.1. The SSA will base the source selection decision on an integrated assessment of proposals against all source selection criteria in the solicitation (described below). While the Government Source Selection Evaluation Board (SSEB) and the SSA will strive for maximum objectivity, the Source Selection process, by its nature, is subjective and, therefore, professional judgment is implicit throughout the entire process.

1.1.2. This source selection is conducted in accordance with Federal Acquisition Regulation (FAR) Part 15.3, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures 01 Apr 2016, and Air Force Mandatory Procedures 5315.3. These regulations are available electronically at acquisition.gov.

1.2. Number of Contracts to be Awarded:

The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the proposals and prices submitted and the availability of funds.

1.3. Correction Potential of Proposals:

The Government will consider throughout the evaluation, the “correction potential” of any proposal aspect evaluated as “unacceptable”. The judgment of such “correction potential” is within the sole discretion of the Government. If an aspect of an Offeror's proposal not meeting the Government's requirements is not considered correctable or if the amount and/or complexity of the corrections needed to meet the Government requirement requires a major proposal revision, the Offeror may be eliminated from the competitive range. The Government also reserves the right to eliminate an offeror from the competitive range where the technical proposal does not require a major proposal revision, but the offeror is not among the most highly rated offerors.

1.4. Rejection of Offers

The Government may reject any evaluated proposal that fails to adequately address a significant portion of the requirement or contract terms and conditions.

1.5. Competitive Range Determination

If discussions are conducted, the Government shall establish a competitive range comprised of the most highly rated proposals, in accordance with FAR 15.306(c). During the evaluation process multiple competitive range determinations may be made that eliminate Offerors from the competition IAW FAR 15.505. The competitive range determination can be based on Factor 1 Technical, Factor 2 Past Performance, Factor 3 Price, or a combination of the three factors. A competitive range determination may eliminate Offerors based on their initial proposal evaluation results, after discussions (if necessary), prior to issuance of the Final Proposal Revision (FPR) request, or for efficiency. If Offerors are excluded from the competitive range they may request a debriefing IAW FAR 15.505.

1.6. Discussions

The Government intends to award without discussions, but reserves the right to conduct discussions if necessary. Therefore, it is imperative that Offerors submit their best terms initially. However, if during the evaluation period it is determined to be in the best interest of the Government to hold discussions, the Government will determine if responses to Evaluation Notices (ENs) received during discussions will be considered formal proposal revisions, or if offerors will be required to include EN responses in the Final Proposal Revision (FPR). The Request for FPR letter will include specific instructions on how offerors will submit FPRs. The Government also reserves the right to request Draft FPRs during discussions.

1.7 Solicitation Requirements (Terms and Conditions)

Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and Statement of Work (SOW) requirements, in addition to those identified as factors and subfactors. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being ineligible for award.

Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable, and the proposal, therefore, ineligible for award.

2.0. Evaluation Factors

2.1.1. Evaluation factors used to evaluate each proposal:

Award will be made to the offeror proposing the combination most advantageous to the Government based upon an integrated assessment of the evaluation factors described below.

Factor 1: Technical

Subfactor 1: Proposal IAW CDRL’s, NSN, Part Number, Statement of Work, and Solicitation Subfactor 2: Qualified Source (Ref: FAR 52.209-1). Note: the Government is NOT required to delay contract award to review pending Source Approval Request (SAR).

Factor 2: Past Performance

Factor 3: Price

2.1.2. Evaluation Methodology:

The Government will evaluate all factors concurrently for all proposals. Initial ratings and evaluated price will be established for each offeror. Only those offerors determined to be technically acceptable, either initially, or as a result of discussions will be considered for award. Award will be made to the lowest evaluated priced proposal meeting the acceptability standards for Factor 1 Technical and Factor 2 Past Performance, who has been determined responsible IAW para 2.4 below, and whose proposal conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation).

2.2. Factor 1 – Technical

The Technical evaluation will be based on each’s offeror’s approach for meeting the technical requirements listed below. The evaluation focuses on the technical approach as described in each offeror’s technical volume. The technical evaluation does not consider price. Each subfactor within the technical factor will receive one of the ratings described below based on the criteria listed below. Individual subfactor ratings will be used to determine the overall technical acceptability of each offeror. To be determined technically acceptable at the factor level, the Offeror must be rated acceptable in each subfactor. A final unacceptable subfactor assessment will determine an overall technical unacceptable rating. The technical evaluation will also consider risk in determining overall acceptability. Risk pertains to the potential for unsuccessful contract performance. Risk will not be receive a separate rating, rather, it will be inherent within the subfactor ratings, and the overall Technical rating. The technical ratings are defined as follows:

Rating Description Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

2.2.1. Subfactor 1: Proposal IAW CDRL’s, NSN, Part Number, Statement of Work, and Solicitation The Government will assess the Offeror’s compliance with CDRL’s, NSN, Part Number, Statement of Work, and Solicitation requirements. Offerors are required to present all the information as stated in the Instruction to Offerors (ITO), Section L. The subfactor minimum is met when the Offeror’s proposal indicates compliance with ALL aforementioned requirements.

2.2.2. Subfactor 2: Qualified Source (Ref: FAR 52.209-1)

The Government will assess the Offeror’s compliance with Qualified Source (Ref: FAR 52.209-1) requirements. Offerors are required to present all the information as stated in the Instruction to Offerors (ITO), Section L. The subfactor minimum is met when the

Offeror’s proposal indicates compliance with the aforementioned requirements and clearly demonstrates their qualification to perform required remanufacture. Note: the Government is NOT required to delay contract award to review pending Source Approval Request (SAR).

2.3. Factor 2 – Past Performance

2.3.1. The Past Performance evaluation assesses the level of expectation the Government has in an offeror’s ability to meet the requirements of the solicitation, based on a demonstrated record of performance. Past performance will be rated as “acceptable” or “unacceptable” in accordance with the following definitions:

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)).
