Continuation of block 14. DESCRIPTION OF AMENDMENT/MODIFICATION

The purpose of this amendment is to extend the proposal due date from 17 May 2021 to 21 May 2021, provide an updated pricing matrix and to incorporate answers to offeror questions.

Contractor Questions w/ Government Responses-Final Round

Subject: FA8121-21-F-0002, 229 Combustion Chamber Date: 13 May 2021

Question: If the Government maintains the current posture - - no pricing for Option Years 3 and 4, will a new price matrix be provided? Current ITO mandates all years must be input on the price matrix.

Answer: An updated pricing matrix is added to beta.sam to account for Option Years 3 and 4 being TBN.

Question: With the knowledge of known distributor parts shortages, how does the Government expect a responsible contractor to meet the delivery requirements in the solicitation/contract?

Answer: If the offeror identifies that the delivery schedule in the solicitation cannot be met, the offeror may take an exception to the delivery schedule in accordance with paragraph 1.1 in Section M. “Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale.”

Quotes for parts may serve as supporting rationale.

Question: With the knowledge of known distributor parts shortages, how should a responsible contractor respond to the solicitation delivery requirements?

Answer: See above answer.

Question: With the knowledge of known distributor parts shortages, will the contractor be held liable for not meeting delivery schedules when the Government is aware necessary repair detail components are-not and will-not be available?

Answer: If the Government determines the delay to be beyond the Contractor’s control, the Contractor will not be held liable for the delay. Each delay will be reviewed on a case by case basis and the circumstances surrounding the delay. Any potential delays discovered during solicitation posting shall be identified in the offeror’s proposal and will be resolved prior to contract award.

Please note: All offerors are advised that no additional questions will be accepted by the Government for this solicitation posting. Should the offerors encounter difficulties obtaining quotes for parts they are instructed to contact the contracting office for resolution immediately.
