I. CONTRACTING ACTIVITY
United States Air Force Material Support Contracting Division
AFSC/PZAAA
3001 Staff Drive Tinker AFB, OK 73145
Purchase Request (PR): FD2030-18-01798
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
This individual Justification and Approval (J&A) authorizes the use of other than full and open competition procedures to obtain a new non-commercial, firm-fixed price “C” type contract. The contemplated contract is for overhaul services of the F100-PW-220 and F100-PW-229 Augmentor Divergent Nozzle Segment Seal Assembly from Paradigm Manchester Inc. (Paradigm), Commercial and Government Entity (CAGE) Code 1J4P3. This J&A is not a Bridge Action. This J&A is to support the rationale that only one approved source exists and no other supplies will satisfy agency requirements. In accordance with FAR Part 16, a fixed quantity contract is considered appropriate for this acquisition. Paradigm is the current sole source repair contractor. A one year contract is considered appropriate for this acquisition. The estimated total dollar value of the contract is $1,955,700 with the estimated award date is May 19.

Due to the circumstances described below in Sections V, IX and XI, Paradigm is the only approved source that has been qualified in accordance with the established Qualification Requirements (QRs).
IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION
10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii).
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY)
This item is 100% contract repair and is a follow on from contract number FA812117C0022. Paradigm Precision is the only vendor to complete the Source Approval Request (SAR) process. The Augmentor Divergent Nozzle Segment Seal Assembly is a critical safety item (CSI) required to build the Augmentor modules for the F100-PW-220 and F100-PW-229 engines. Repairs of this asset include an initial inspection and replacement of moving parts, removing exsisiting Thermal Barrier Coating (TBC) and reapplying, repairing cracks and reassembling asset. An alternate source must qualify in accordance with the design control activity’s procedures, as approved by the cognizant government engineering activity. Therefore, this acquisition will be a follow-on contract for the continued performance performance of a highly specialized service.
The 421st SCMS believes that award to any other source would result in unacceptable delays in fulfilling the Air Force’s requirement. The monthly demand for this item is 194 units per month. The previous contract was deliveried complete in March 2018. As of 11 March, 2019, there are 2,224 field requirements. These field requirements are further broken down into Augmentors awaiting parts (AWP) (1139ea) and assets required to fill wartime spares kits and peacetime operation stocks. The AWP requirements mean 80% of the F100-PW-220 and F100-PW-229 spare augmentor modules are not mission capable. Further delays will negatively affect spare whole engine production. Based on the above asset posture, any delays exponentially increase the warfighters workload as they will have to cannibalize assets from other sources or remove an entire engine instead of replacing this subassembly; thereby decreasing combat aircraft availability.
Additional vendors are encouraged to submit SAR packages; however, the process to complete the SAR can take up to two years. Accordingly, Paradigm Precision is the only vendor who has completed the SAR process. One other vendor (C.F. Roark) has submitted a SAR package, but based on previous approval timelines, the approval will not be completed before this award is completed.
Accordingly, Paradigm Precision is the only firm capable of providing the services described in Section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE
This requirement will be synopsized in http://www.FedBizOpps.gov as a notice of proposed contract actions IAW FAR 5.201, approximately 15 May 2018.
A total of two Sources Sought Synopsis (SSS) were posted. The first SSS was posted under NSN 2840-01-320-6432, P/N 4076459, Seal, Air, Aircraft Gas Turbine Engine on 7 March 2018 and closed on 15 May 2018. No actions or qualifying country sources were received. A second SSS was posted on 5 November 2018 and closed on 5 December 2018. A posting error occurred and shows the identifier as FD20301901798. This was a keypunch error and should have been FD20301801798. Since no responses were received as a result of these posting, a new SSS will not be initated. All timely offers that have successfully met the QRs will be considered for contract award. The only approved repair source is Paradigm Precision.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE
The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. IAW FAR as supplemented, the contractor will be required to submit Certified Cost and Pricing Data and/or Other Than Certified Cost or Pricing Data. A detailed cost analysis and price analysis will be performed. The Contracting Officer will request a technical evaluation from the Defense Contract Management Agency (DCMA) to aid in the evaluation of the contractor’s proposal. The Contracting Officer will seek audit assistance from the Defense Contract Audit Agency (DCAA) if necessary.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED
Market research, was conducted in accordance with FAR Part 10. A multi-functional team consisting of the Engineer and the Program Manager conducted further research, which was completed 5 Dec 18, by reviewing AFMC Form 762, the subject NSNs procurement histories, and internet searches on websites such as SBA.gov, NSN-NOW.com and Google.com. This research revealed that there is not a commercial process available to meet this requirement. This component is used in military applications and no commercial or non-development substitutes are available. There are no applicable industry standards, regulations, trade journals, or process guides that apply to the overhaul of the Augmentor Divergent Nozzle Segment Seal.
Other companies that perform similar efforts exist in the marketplace, but they have not been identified as approved sources by the Engineering Source Authority. Helgeson & Associates, on behalf of C.F. Roark, submitted a SAR package on 2 Oct 2018. The SAR process can take up to two years to complete. The estimated completion date is 2 October, 2020 There have been no further SAR’s submitted.
Based on the above information, a high level of confidence exists that during the next repair cycle, additional sources may exist. However, at this time, no other qualified sources are available other than Paradigm Precision.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION
Reverse engineering is not necessary. Repair data is available and posted to Government Point of Entry (GPE) FedBizOpps, formerly FedTeds, for any interested source.
