JUSTIFICATION FOR OTHER THAN

FULL AND OPEN COMPETITION

I. CONTRACTING ACTIVITY

United States Air Force

AFSC/PZAAA

3001 Staff Drive Tinker AFB, OK 73145

Purchase Request (PR): FD2030-19-00670

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED

This individual sole source Justification and Approval (J&A) authorizes the use of other than full and open competition procedures to obtain a new non-commercial, firm-fixed price “C” type contract. The contemplated contract is for overhaul services of the F100- PW-220 and F100-PW-229 Augmentor Divergent Nozzle Segment Seal Assembly from Paradigm Manchester Inc. (Paradigm), Commercial and Government Entity (CAGE) Code 1J4P3. This J&A is not a Bridge Action. This J&A is to support the rationale that only one approved source exists and no other supplies will satisfy agency requirements.

In accordance with FAR Part 16, a fixed quantity contract is considered appropriate for this acquisition. Paradigm is the current sole source repair contractor. The period of performance of this requirement will not exceed one year. The estimated total dollar value of the contract is $662,500 with the estimated award date is 5 Apr 19.

Previous Contract Number: FA8121-17-C-0022 Date of Award: 27 Sep 17 Completion Date: 4 May 18 Basis of Award: Sole Source

Due to the circumstances described below in Sections V, IX and XI, Paradigm is the only approved source that has been qualified in accordance with the established Repair Qualification Requirements (RQRs).

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION

10 U.S.C 2304(c)(2), as implemented by FAR 6.302-1.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE

QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE

USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF

AUTHORITY)

This item is a highly specialized component of a major engine. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The part is a 100% contract repair item. Paradigm possesses the equipment and skills to remove the silicide coating for this item. The Augmentor Divergent Nozzle Segment Seal Assembly is a critical component part required to build the Augmentor modules for the F100-PW-220 and F100-PW-229 engines. An alternate source must qualify in accordance with the design control activity’s procedures, as approved by the cognizant government engineering activity.

The 421st SCMS believes that award to any other source would result in unacceptable delays in fulfilling the Air Force’s mission. The monthly demand for this item is 169 units per month. With only 27 assets in the field, no assets at the depot and a requisition objective fill rate of only 4 percent, any delay will create a ripple effect of consequences.

If another source would submit a Source Approval Request (SAR) package, this effort could take one to two years. This is unacceptable based on the current asset posture. In addition, the process to release an asset to the warfighter by the Item Manager will increase as they will now have to coordinate asset distribution with the Repair Network Managers (RNM); thereby, slowing down the transshipment process. The Repair Network Managers will now have to monitor and verify each individual requirement to determine where it can best support warfighter. Finally, any delays exponentially increase the warfighters workload as they will have to cannibalize assets from other sources or remove an entire engine instead of replacing this subassembly; thereby decreasing combat aircraft availability.

Accordingly, Paradigm is the only firm capable of providing the services described in section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED

PRACTICABLE

In accordance with FAR 5.201, this requirement shall be synopsized and the Request For Proposals (RFP) posted on the Federal Business Opportunities website. Prequalification of alternate sources is required to maintain part quality and reliability. Pursuant to FAR 9.204, on 5 November, 2018 additional sources have been sought to seek qualification QR synopsis posting for this item.

A Sources Sought Synopsis (SSS) was posted under NSN 2840-01-320-6432, P/N 4076459, Seal, Air, Aircraft Gas Turbine Engine on 5 November, 2018 and closed on 5 December, 2018. To date, no responses have been received as a result of this posting.

All timely offers that have successfully met the QRs will be considered for contract award. The only approved repair source is currently Paradigm Manchester Inc.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE

The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. The contractor will be required to submit other than certified cost or pricing data. The Contracting Officer may request a technical evaluation from the Defense Contract Management Agency to aid in the evaluation of the contractor’s proposal. The Contracting Officer will seek audit assistance from the Defense Contract Audit Agency if necessary.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH

WAS NOT CONDUCTED

Market research, was conducted in accordance with FAR Part 10. A multi-functional team consisting of the Engineer and the Program Manager conducted further research, which was completed 26 December 2018, by reviewing AFMC Form 762, the subject NSNs procurement histories, and internet searches on websites such as SBA.gov, NSN- NOW.com and Google.com. This research revealed that there is not a commercial process available to meet this requirement. This component is used in military applications and no commercial or non-development substitutes are available. There are no applicable industry standards, regulations, trade journals, or process guides that apply to the overhaul of the Augmentor Divergent Nozzle Segment Seal.

Other companies that perform similar efforts exist in the marketplace, but they have not been identified as approved sources by the design control activity. Currently, C.F. Roark has expressed their interest to become an approved source; but, there are no Source Approval Requests approved for a competitive solicitation. The engineer was contacted by Helgeson & Associates, on behalf of C.F. Roark to obtain the process of submitting SAR for repair.

Based on the above, a high level of confidence exists that during the next repair cycle, additional sources may exist. However, at this time, no other qualified sources are available other than Paradigm.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND

OPEN COMPETITION

Reverse engineering is not necessary, due to the fact that data is available and posted to Government Point of Entry (GPE) FedBizOpps, formerly FedTeds, for any interested source.

X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE

ACQUISITION

Paradigm Manchester, Inc. CAGE: 1J4P3 967 Parker St Manchester CT 06040-2208 860-647-5142

XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE

MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES

REQUIRED

Actions to increase competition on this acquisition have been performed by ensuring data is available and posted to GPE FedBizOpps (formerly FedTeds) for any interested source. Established QRs will be periodically synopsized pursuant to FAR 9.204 (a) (1).

The program office will continue to monitor the marketplace for source development.

The Government will continue to synopsize the Repair Qualification Requirements, rescreen the item, and pursue industry days to publicize and generate interest from other sources. AFLCMC/LPSA engineering continues to utilize resources and manpower to remove barriers that prevent full and open competition.

The prior J&A reflects an effort by C.F. Roark to become a qualified repair source through the SAR (Source Approval Request) process; however, even though C.F.

Roark has passed Phase I of the SAR process, they have not completed Phase II. The time required to complete each phase is not a timed process but instead reflects on the capabilities and capacities of the source. Based on supportability, waiting for the second source to become certified is not acceptable.

XII. CONTRACTING OFFICER’S CERTIFICATION

The Contracting Officer’s signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.

XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION

By their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified as accurate and complete all supporting data which is their responsibility, contained herein IAW FAR 6.303-2(c).
