PART I - THE SCHEDULE
SECTION B
SUPPLIES OR SERVICES AND PRICES/COSTS
The Firm Fixed Price, Not-To-Exceed (NTE), Indefinite Delivery/Indefinite Quantity (IDIQ) contract is for the remanufacture of TF33 Turbine Exhaust Cases. The contract period of performance is for a one year basic and four-one year options.
Qualification Requirements apply: To be eligible for contract award, the offeror must be an approved source, in accordance with clause, Qualification Requirements. The Government is NOT required to delay contract award to review pending source Approval Request (SAR). Therefore, offerors are encouraged to submit SARs AS SOON AS POSSIBLE. If the Government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed for possible source approval for future awards.
If a contract awardee has not previously performed a TF33 Turbine Exhaust Case remanufacture, or the required Phase II Source Demonstration, they must complete the Initial Production Evaluation (IPE) on Government provided assets. The cognizant Government engineers must inspect the remanufactured assets and deem the IPE successful, prior to authorizing the contractor to perform the remanufacture for the initial delivery order.
Remanufacture is the complete or substantially complete tear down, cleaning, inspection, repair/replacement of parts as necessary, replacement of outmoded parts, reassembly and test IAW the end item’s Air Force Technical Orders to ensure the end item(s) is/are restored to a serviceable like new condition. The contactor shall furnish all required labor, facilities, equipment and all material to accomplish the remanufacture, test, packing, preservation, and packaging, and return to the Government at unit price(s) established at the time of contract award, the Air Force equipment items listed below, in accordance with the provisions hereof and Statement of Work (SOW) for the Remanufacture of the TF33 Turbine Exhaust Cases.
Some units of items listed in Section B, may, upon disassembly and/or inspection, be determined to be beyond repairable limits specified in the work specification and/or technical orders. Any cost for work performed by the contractor, prior to determination that such part/parts are beyond repairable limits, shall be included in the unit price(s) of the listed item(s). Condemned units will not be counted as production. Condemnations will be replaced.
The Government reserves the right to adjust the Latest Cost Amount as reflected in this document either upward or downward at any time prior to and after contract award. Should the requirement for adjustment occur after award of the contract, the ACO/PCO will issue a unilateral modification to reflect the current Cost Amount. The adjustment is not subject to negotiation.
The Government anticipates awarding up to two contracts to qualified sources based upon lowest price technically acceptable evaluations of the contractors proposals. Qualified contractors are required to provide NTE prices fo rthe Basic and Options.
In addition, the qualified contractors are required to provide a unit price for the first delivery order that will be awarded at the time of contract award for a quantity of 15 each for line item 0001 (Enter this price on the 1st Delivery Order Price line under line item 0001 in the space provided). SECTION H
SPECIAL CONTRACT REQUIREMENTS
CRITERIA FOR ISSUING ORDERS/FAIR OPPORTUNITY
(a) The Government shall issue at least one order, in the basic year, under each contract awarded as a result of RFP FA8121-14-R-0093-0001. Contract awardees that have not yet successfully performed an Initial Production Evaluation (IPE) will not receive additional orders until the Government engineer has approved the IPE. The Government shall make subsequent selections for each order using a lowest proposed price determination. However, the Government reserves the right to utilize alternate criteria for order selection, when necessary to achieve an award resulting in the “best-value” to the Government. In the event that such alternate criteria are utilized, the fair opportunity notice provided to contractors as set forth below shall include a description of the alternate criteria and shall outline how the award selection shall be made.
(b) The Government reserves the right to reject any order proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the applicable task.
(c) The Government shall comply with the requirements of DFARS 216.505, and shall issue fair opportunity notifications (FON) to all contractors. This notice may be provided either in electronically, writing, or orally. This notice shall make all contractors aware of the requirement(s) and shall give each the opportunity to:
(1) Use the pre-established contract prices as set forth in their basic contract, or to provide a lesser Unit price than that set forth in their basic contract.
(2) Provide any additional updated or revised information for consideration in the selection process.
(d) Each contractor shall be given a minimum of ten (10) business days to provide a response unless the contracting officer documents the file with justification as to the urgent situation which did not allow for the required minimum response time; however, a contractor’s initial response will be considered their final offer, and once a response has been received from all basic contract awardees, the contracting officer may proceed with the order selection process. The contractor shall provide a response to the fair opportunity notice. Order of preference for responses to be submitted is electronically or in writing. Oral responses are the least preferred method and must be followed up electronically or in writing as soon as possible within the ten business day response time.
Offerors may NOT elect to not submit a proposed price in response to FON.
(e) If offerors submit equal low proposed prices, award shall be made by a drawing by lot limited to those offerors.
The drawing shall be witnessed by at least three persons, and the contract file shall contain the names and addresses of the witnesses and the person supervising the drawing.

(IAW FAR 9.206-2)
(a) Definition: "Qualification Requirement," as used in this clause, means a Government requirement for testing or other quality assurance demonstration that must be completed before award.
(b) One or more qualification requirements apply to the supplies or services covered by this contract. For those supplies or services requiring qualification, whether the covered product or service is an end item, the product, manufacturer, or source must have demonstrated that it meets the standards prescribed for qualification before award of this contract. The product, manufacturer, or source must be qualified at the time of award whether or not the name of the product, manufacturer, or source is actually included on a qualified products list, qualified manufacturers list, or qualified bidders list. Offerors should contact the agency activity designated below to obtain all requirements that they or their products or services, or their subcontractors or their products or services, must satisfy to become qualified and to arrange for an opportunity to demonstrate their abilities to meet the standards specified for qualification.

(d) Even though a product or service subject to a qualification requirement is not itself an end item under this contract, the product, manufacturer, or source must nevertheless be qualified at the time of award of this contract. This is necessary whether the Contractor or a subcontractor will ultimately provide the product or service in question. If, after award, the Contracting Officer discovers that an applicable qualification requirement was not in fact met at the time of award, the Contracting Officer may either terminate this contract for default or allow performance to continue if adequate consideration is offered and the action is determined to be otherwise in the Government's best interests.
(e) If an offeror, manufacturer, source, product, or service has met the qualification requirement but is not yet on a qualified products list, qualified manufacturers list, or qualified bidders list, the offeror must submit evidence of qualification prior to award of this contract. Unless determined to be in the Government's interest, award of this contract shall not be delayed to permit an offeror to submit evidence of qualification.
(f) Any change in location or ownership of the plant where a previously qualified product or service was manufactured or performed requires reevaluation of the qualification. Similarly, any change in location or ownership of a previously qualified manufacturer or source requires reevaluation of the qualification.
