Questions and Answers

FA8121-22-R-0002

Q. Approved sources are not identified on the solicitation. Can the USAF identify the approved suppliers for this effort? Is Pratt and Whitney an approved source for these 3 NSN’s? We understand that all vendors are required to submit a SAR package in order to become an approved overhaul source.

A. Due to this being a competitive acquisition, the USAF is not authorized to list the approved sources in the solicitation and/or in any public forum

Q. On page 4, “Authorization to use FEDMALL”, this current solicitation authorizes use of FEDMALL to acquire supplies to support this contract/repair effort, which is a change from previous solicitation in 2021. The Ktr stated, “In order…to perform a proper evaluation and risk analysis, we are requesting the following information in FEDMALL (current quantities, price per unit, contracts awarded to the OEM, and estimated delivery dates against the OEM contracts). This will allow us to determine any supply constraints created for the spares’ vane airfoils listed below:

a) PN: 534460, NSN: 2840-01-160-3181 - 89 SOH, unit price $19.98, and no contract

b) PN: 534461, NSN: 2840-01-160-3180 - 0 SOH, $297.45 & no contract. ES recently made
AAC code change to D

c) PN: 534462, NSN: 2840-01-160-3182 - 0 SOH, $13.92, and no contract

Note: The TF33 program office has sent an email to DLA requesting status as to why PRs were not submitted.

Q. Initial Product Evaluation; we didn’t see a CLIN in the solicitation for the IPE but we noticed that an IPE is required per the SOW and PWS. Since we have not overhauled the NSN’s previously for the USAF we have some questions about the process:

a) Upon contract award, will the USAF provide us the IPE assets to prove an acceptable evaluation by engineering? Yes, it will be included in the first shipment once a delivery order is awarded

b) How many IPE assets will we have to overhaul to show an acceptable IPE? 3 assets

c) What is the scope of work for an acceptable IPE? A fully remanufactured stator; all work that needs to be accomplished is accomplished. Particularly brazing and welding

d) What is the timeframe from USAF delivery of the IPE asset to the day we have to deliver the IPE back to the USAF for evaluation? Varies depending on the complexity of project. 6 months is a reasonable timeframe

e) What is the timeframe for USAF engineering to perform and approve the IPE? This will help establish the production delivery schedule. 4 - 6 months

f) Will an engineer schedule a site visit to validate/verify the IPE? This would be at our discretion, if it seems necessary, then, yes, we would

Q. From the referenced SOW_Commercial_Stators-4Jan21, Page 16 – Attachment 1, Contractor Furnished Vanes, Approved Sources:

a) Does the USAF have a license agreement with the OEM, an agreement to provide, or support by the OEM through DLA FEDMALL for the three vane part numbers?

b) Has the USAF approved PMA vanes for this effort? If so, can you provide the PMA vane part numbers and source of supply?

A. a) A contractor is supplying through Fedmall, all but the 5th stage

b) No

Q. With the high scrap rates do you expect to have enough carcasses?

A. Reporting condemnations immediately is needed to ensure the process of repair. Please report in CAVAF and to the SP on a weekly basis

Q. As with all DMSMS end items, do you anticipate any problems with FEDMALL keeping up with supply chain requirements?

A. No problems are anticipated, the monthly forecast is provided to DLA and we update them every month accordingly

Q. Will Fedmall replenish the TF33 inventory?

A. Yes, absolutely based on the forecast provided to DLA

Q. Potential Fedmall shortages, in the case of Fedmall shortages will GFM be provided?

A. Please refer to FAR part 51 prescribing language for the contractor's use of government supply

Q. Potential Fedmall shortages, should the contractor anticipate the need to procure material outside of Fedmall?

A. Please refer to FAR part 51 prescribing language for the contractor's use of government supply

Q. The Government’s responses to the two questions above are ambiguous, please confirm interpretation with a yes or a no response.

a) GFM will not be an alternative. Yes or No

FAR Policy, 51.101, “If it is in the Government’s interest, and IF supplies or services required in the performance of a Government contract are available…”

b) The contractor will not be held responsible for delivery should necessary detail components not be available in FedMall, please confirm with a yes or no response. Yes or No IF the response is NO, please follow up with a detailed response

A. If material is not available via FEDMALL and the contractor is unable to purchase through an approved source that is listed in the contract, then the contractor will not be held accountable for lack of production as long as the issue is communicated. Since we do not have visibility of the on-hand assets at the contractor, it is imperative the Ktr communicates any issues

Q. Potential Fedmall shortages, if the contractor is required to procure material from outside sources, will CLIN prices be adjusted?

A. Please ensure only approved contract sources are used IAW contract clauses

Q. Potential Fedmall shortages, will the contractor be held responsible for missed deliveries due to Fedmall shortages?

A. IAW solicitation’s delivery terms and conditions, these deliveries are After Receipt of (ARO) of assets

Q. Given current part conditions (i.e. tired iron, pitting, cracks), as parts age and conditions continue to degrade, are you open to alternative repair techniques not currently included in the T.O.?

A. Please contact ENG, IAW the 202 request for tech data deviation

Q. The SOW does not include any statements regarding blended vanes. Are previously blended vanes acceptable and is the vane blend repair allowed on this contract?

A. Yes, follow the guidance in TO 2J-TF33-53-7

Q. SOW includes instruction for stators previously brazed with silver braze, but does not exclude silver braze from the remanufacture procedures. T.O. 2J-TF33-53-7, WP 010 00, Paragraph 21 calls for silver braze to be used during remanufacture. Is this allowed?

A. Yes, the TO allows it so you may do it.

Q. Previous SOW required any gold-nickel brazed stators found to have cracks in any braze joint to be remanufactured using nickel braze only and only allowed nickel braze to be used for all 100% vane replacements. Has this requirement changed?

A. No the requirement still stands.

Q. Previous SOW included vane airfoil surface finish requirements. Is there a vane airfoil surface finish requirement on this contract?

A. Yes, it should be the same as the previous SOW.

Q. ISSUE: The material prices currently reflected in FedMall would suggest a couple things,

a) Material has been in FedMall inventory for quite some time; and/or

b) DLA is procuring surplus material while waiting for new production detail component availability.

Is the Government currently working to obtain long-term pricing agreements with OEM/Government approved manufacturing sources for TF33 Stator details?

A. These are DLA managed parts and they are currently working to place pieces parts with high usage on long term contract with OEM Q. When might the Government begin replenishing FedMall with new production detail components?

A. We can provide forecast dates if listed in FEDMALL but Contractor may be able to see the same thing.

Q. Is the Government aware of the price increases that will inevitably take place on vanes, airseals, etc.?

A. No Q. Will the Government provide price stabilization information for the duration of a 5-year contract?

A. No

Q. Will the Government assume any price risk should the FedMall unit prices exceed a certain percentage increase?

A. No Q. Will the government accept commercial/used overhaul material for this effort?

A. Surplus must be new/unused material only

File details come from the government source that posted it. Updated .
