PART I - THE SCHEDULE
SECTION B
SUPPLIES OR SERVICES AND PRICES/COSTS
The contractor will furnish all material, plant facilities, labor, parts, equipment and expertise necessary to perform remanufacture/major overhaul to restore furnished reparables to a like new condition. Work is to be accomplished in accordance with listed Tech Order Specifications and all attached documents. The contractor shall also accomplish necessary packing, preservation and packaging and return to the Government in completely serviceable condition, at the unit price (s) established at the time of award, the items of Air Force equipment listed below, all in accordance with the provisions hereof and the Statement of Work (SOW) in Section J hereof.
Remanufacturing/Major Overhaul is the complete disassembly, cleaning, inspection, repair/replacement of parts as necessary, reassemble and test IAW the end item’s Air Force Technical Orders to ensure the end item(s) is restored to a serviceable like new condition.
A Pre-Award Survey and IPE may be required for each CLIN. Details are provided in Appendix A, paragraphs 1.2 and 1.3. The Pre-Award Survey and/or IPE may be waived at the Government’s discretion.
Prequalification of sources is essential to maintain high quality and maximum operational safety. The requirements of FAR 9.202(a) apply. Sources must be qualified prior to being considered for award. Interested vendors that have not been previous approved for this acquisition must submit a Source Approval Request (SAR) package to the Source Development, Small Business Office @ 405-739-7243. CODE: FB2039, AFSC/SB, 3001 STAFF DR STE 1AG85A, TAFB, OK 73135, ocalc.bc.records@us.af.mil . As prescribed in FAR 9.202(e). The contracting officer need not delay a proposed award in order to provide a potential offeror with any opportunity to demonstrate its ability to meet the standards specified for qualification.
In order to receive any technical data related to this acquisition, offerors must be registered with Federal Business Opportunities (FedBizOpps) www.FBO.Gov. Additionally, requests are to be submitted to ocalc.lgldo.public@us.af.mil for Drawings directly to PCO and/or Buyer, for Technical Orders (TOs). The request shall include the applicable solicitation number, the specific data needed (including TO and/or drawing numbers), and a copy of the current, approved DD Form 2345. The form, including instructions for completing the form, is available at:
http://www.dtic.mil/whs/directives/infomgt/forms/forminfo/forminfopage2220.html. The Government is not responsible for misdirected or untimely requests.
Some units of items listed in Section B may, upon disassembly and/or inspection, be determined to be beyond the remanufacture limits specified in the work Specification and/or Technical Orders. Any cost for work performed by the Contractor, prior to determination that such equipment is beyond these limits, shall be included in the unit price(s) of the listed item(s). Condemned units shall not be counted as production.
GOVERNMENT PROPERTY FURNISHED FOR REPAIR (FAR 16.503(c))
Failure of the Government to furnish such items in the amounts or quantities described in the Schedule as “estimated” or “maximum” will not entitle the contractor to any equitable adjustment in price under the Government Property clause of the contract.
Submission of other than certified cost or pricing data. It is anticipated that pricing of this action be based on adequate price competition; therefore, offerors are not required to submit other than certified cost or pricing data. However, if after receipt of proposals it is determined that adequate price competition does not exist, other than certified cost or pricing data may be required.
