QUESTIONS and ANSWERS 23 April 2020

1. We are trying to prepare a response to FA8117-20-R-0009 and are running into a large number of parts as being Discontinued, Cancelled or Not Stock Listed. Parts such as O-rings and gaskets;

and per the AFTO all O-rings are to be replaced at each repair. We are also having the same issue with the pickoff coils and the AFTO specifically states do not repair but replace. We are requesting alternative part numbers and/or the alternative approved solutions provided to the current contract holder. If there is no alternatives available this requirement is essentially sole source; as the current contract holder has been performing on this since at least 1985.

Government Response The part numbers that are listed in the technical order are the required part numbers for the repair/overhaul of this item. The government has no record of any deviation request approving alternate part numbers to be used on the current contract. There have been two different contractors who have repaired/overhauled this item since 2013.

2. In light of the need for viable part numbers, we are requesting an appropriate extension period.

Government Response Will extend until 27 April 2020.

3. The data package is incomplete. We are requesting the alternate part numbers approved for other contractors for the mandatory parts as called out in the Tech Data as those listed in the data provided are Discontinued, Cancelled and/or Inactive.

Government Response The data package provided is complete. There is no requirement to add any additional information to the technical orders.

4. Without the physical rate of flow in our hands, we are unable to determine material, dimensions, tolerance requirements, etc. in order to develop a drawing for Government approval, submit for pricing and develop a response to the Government for this requirement.

Government Response Proposals can be submitted with an alternative parts list. During technical review of proposals, the engineer can either approve or disapprove.
