ATTACHMENT 6 - INSTRUCTIONS TO OFFERORS (ITO)

Section L

INSTRUCTIONS TO OFFERORS

1.0 Program Structure and Objective

The Government plans to award a single contract for the Repair of the Rate of Flow Transmitter.

1.1. Award will be made on the basis of best value utilizing the evaluation factors for award. Award will be made to the contractor who provides the best value to the Government over the entire period of performance.

2.0 General Instructions

2.1. This section of the Instructions to Offerors (ITO) provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The Offeror’s proposal must include all data and information requested by the ITO and must be submitted in accordance with these instructions.

2.2. The proposal acceptance period is specified on Page 1, Block 17 of the model contract/solicitation. The Offeror shall make a clear statement in Section A of the proposal documentation volume that the proposal is valid until this date.

3.0. Contract Documentation

3.1. Model Contract/Representations and Certifications

The offeror's proposal shall include a signed copy of the Model Contract, and

3.2. Solicitation/Contract Form

- Completion of blocks 13, 17 and signature, Name and Title of Signer and date for blocks 27 of the SF1447.

- Completed estimated unit and total price information in Section B on the line item.

- Signature by the offeror on the SF1449 constitutes an offer, which the Government may accept.

- Any amendments to the RFP must be signed and submitted with the proposal.

- Completed Attachment 7, Pricing Matrix.

- Contractor’s completed proposal.

3.3. Contract Clauses (Section I)

The offeror shall provide required information to complete clauses as required.

3.4. Representations, Certifications, and other Statements of Offerors (Section K) The offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website at https://beta.sam.gov/.

ATTACHMENT 6 - INSTRUCTIONS TO OFFERORS (ITO)

After reviewing the SAM database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications—Commercial Items are correct.
