Performance Work Statement (PWS)
Heating, Ventilating and Air-Condition (HVAC) and ECU replacement for the Portable Hardness Surveillance Test System (PHSTS).

1.0 Description of Services
Complete replacement of dual HVAC systems and the Environmental Control Unit (ECU) for the OC-ALC Portable Hardness Surveillance Test System (PHSTS). The PHSTS is a fully integrated, self-supporting, transportable Electromagnetic Pulse (EMP) test system contained in a 10’ x 50’ air ride semi-trailer. The PHSTS weight is 55,000 lbs. and is considered a wide load when transporting it.
The current HVAC system was manufactured by Airflow, model #SAC-H-D-82-S1. The cooling capacity per system is 82,000 BTU/HR AT 30° F to 115° ambient. Heating capacity 10kw, 27,312 BTU/HR. It has two circulating blowers rated at 3600 ft³/ min. This system is over 30 years old and the cooling requirements have come down due to fewer electrical equipment located inside the PHSTS.
Internal cooling is required to cool the electronics / racks and three rooms contained in the PHSTS. The HVAC system contains two independent, identical systems referred to as unit “A” and unit “B”. Either of these systems may be used for primary operation with the dormant unit in a standby mode. These units run continuous for at least 360 hrs due to aircraft test requirements.
The Contractor shall provide all labor, tools, materials, transportation, supervision, and associated items associated with this contract. The Contractor shall be responsible for shipping the PHSTS from Palmdale, CA to Tinker AFB building 1027 for modification to the HVAC system and then return the PHSTS back to Palmdale, CA.
1.1 Scope of Services
The Contractor shall remove both existing HVAC system and install two upgraded HVAC systems with the following requirements.
- Power requirements for the HVAC system is 208v, 100 amp, 60 hz 3 phase.
- Cooling capacity is 60,000 BTU/ HR at 55° to 65°inside the PHSTS, with outside ambient temperature of 120° f.
- The relative humidity shall be maintained between 40% - 60% inside the trailer.
- The upgraded HVAC system shall be able to tolerate over the road conditions, with no reduction in reliability.
- The PHSTS is used to test military aircraft and the schedule for this upgrade will have to be coordinated around such tests.
Both HVAC systems are located on the bottom of the trailer, with following dimensions
1. Height: 26.5”
2. Width: 136.0”
3. Depth: 108.0”
The purpose of this contract is to replace the existing HVAC systems and install two modern HVAC system and one ECU contained in the PHSTS.
The Contractor shall perform under this contract:
1. Remove and replace the HVAC and ECU system used to support environmental conditions inside the trailer.
2. Ensure both HVAC units are designed and rated for continuous operation.
3. Remove existing control panel and install a new control panel to operate the upgraded
HVAC system
4. Upgrade all wiring and ducting as necessary for new HVAC system.
5. Ensure both HVAC systems provide proper space temperature and humidity control requirements.
6. The noise level inside the PHSTS while the upgraded HVAC is running shall be in accordance with (IAW) OSHA noise exposure levels
7. Contractor shall use a non-ozone depleting refrigerant.
8. Contractor shall be responsible for the disposal and recycling of all air conditioning parts, equipment and refrigerant removed during this project in accordance with city, state and federal regulations.
9. Ensure all unaffected electrical systems works correctly after the HVAC modification is completed.
10. At the completion of the new HVAC install, an acceptance test is required by the contractor to ensure that both system operates IAW with this PWS and shall be scheduled at an acceptable time to the government. A Government representative shall witness this test.
11. The contractor shall provide a full warranty to include all parts and labor for one full year.
12. Contractor shall provide HVAC operational training, user manuals, troubleshooting guides and wiring schematics upon completion of HVAC modification
13. Contractor shall be currently licensed and a certified technician to install the upgraded HVAC system.
14. The PHSTS will be available here at Tinker AFB until 24 Aug and then it returns back to Palmdale, Ca. All potential bidders should plan a site visit, so that they can determine what is required to bid this HVAC upgrade.
1.2 Verification and Acceptance of Repairs
The Government will reserve the right to have a Contracting Officer Representative (COR) observe the service provided at the location used by the Contractor. The Contractor shall demonstrate proper operation of the PHSTS HVAC systems when requested by the COR.
1.3 HVAC Modification & Verification
The Contractor shall demonstrate that the modified system is 100% compatible. The Contractor shall, through final testing, demonstrate that all functions are operational, including those not modified. There shall not be any power interruption with the existing electrical systems inside the PHSTS while the upgraded HVAC system is running, this includes the data acquisition system and the fire suppression system.
1.4 Restoration
The Contractor shall upon completion of the HVAC modification, return the PHSTS to a full operating capability.
1.5 Training
The Contractor shall train two Government personnel on the operation of the newly installed HVAC system. This training shall consist of startup, system operation, system trouble shooting and system shutdown. This training shall be provided once the HVAC system has been modified and verified by the Contractor.
1.5 System Shipping
The Contractor shall be responsible for preparing, coordinating, shipping, and receiving the PHSTS at Palmdale CA (Air Force Plant 42) and Tinker AFB, building 1027. The removal and installation of the new HVAC system will be performed at Tinker AFB.
1.6 General Housekeeping
The Contractor shall maintain the PHSTS Trailer internal spaces clean, orderly and sanitary during the modification of the HVAC system. Upon completion of the HVAC upgrade, the PHSTS shall be returned back to the Government in the same cleanliness condition as when it was delivered.
1.7 Quality Assurance
According to the contract’s inspection clause, the Government will evaluate the Contractor’s performance under this contract. The COR will participate in the administration of this contract.
Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contractor Officer (CO). All services to be performed by the Contractor during the period of this contract will be subject to review by the CO or COR.
