Description of Services Except for items identified as Government Furnished Property and Services, the Contractor shall provide all labor, tools, materials, transportation, supervision, and associated items. This also includes services necessary to perform operational maintenance, testing preparation and execution for the Bomber Program Depot Maintenance (PDM) Hardness Maintenance / Hardness Surveillance (HM/HS) Test. The Contractor shall be responsible for shipping all GFP items listed in (appendix B) at Tinker AFB, Palmdale CA, Albuquerque NM, Whiteman AFB and Contractor facility. For Portable Hardness Surveillance Test System (PHSTS) shipping see (PHSTS shipping 1.1.17) The Contractor shall perform to the standards in this Performance Work Statement (PWS). Throughout this document, the PHSTS, Hardness Evaluation System (HES), and the Windshield Measurement System (WMS) comprise the Low Level Continuous Wave (LLCW) systems but may be referred to individually or as a group as LLCW. Unless otherwise directed by the Contracting Officer (CO) the final destination of all GFP items and PHSTS is tinker AFB.

1.1 Scope of Services The OC-ALC Portable Hardness Surveillance Test System (PHSTS) is a fully integrated, self-supporting, transportable Electromagnetic (EMP) test system. It is capable of Continuous Wave (CW) operations in free field illumination configurations. The (PHSTS) controls the internal drive source, and acquires and processes data. All test instrumentation is contained in a single 10’ x 50’ air ride semi-trailer.

The proposed Bomber HCI test schedule is shown in Table 1. This proposed schedule is subject to change however the Government expects there to be a total of two (2) aircraft tested throughout the period of performance.

The Contractor shall perform the following prior to test execution:

1. The Contractor shall ensure all GFP used in test is calibrated.

2. Air-conditioning services required to ensure functionally of unit

The Contractor shall perform the following requirements for LLCW testing: PHSTS Van Preparation, PHSTS Data Acquisition Process System Preparation, Test Conduct, and Post Test Activity.

PHSTS Van Preparation:

1. Preparing/ checkout of all support equipment utilized during the test

2. Unspooling of all 200 meter fiber optic cables required for test acquisition

3. Calibration of fiber optic current probes and transmitters as required for acquisition

4. Pre-test PM on fiber optic equipment; to include fibers, transmitters, receivers, and computer system software and hardware.

PHSTS Data Acquisition Process System Preparation:

1. Entering the test point information into the database for the test article

2. Database entry of all instrument calibrations before the test and database checkouts

3. Acquiring a pre-test field map of the electric and magnetic field to ensure:

a) The Ellipticus antenna is working properly, and

b) There is a comparison for use post-test to verify nothing changed in the field during (electrically or magnetically)

Test Conduct:

1. Instrumentation of the aircraft using correct instrumentation techniques, documenting the setups, and reporting any problems encountered

2. An acquisition operator to run the acquisition cycles of the PHSTS

3. To ensure the data acquired is accurate for phase and magnitude

Post Test Activity:

1. Restoration of the aircraft and completion of data processing

2. De-instrumentation of the aircraft with the assistance of Northrop Grumman personnel

3. Quality control for all of the equipment used on the aircraft, including accounting for and checking equipment back into the PHSTS

4. Conducting a post-test map of the electric and magnetic field

5. Post-test PM on fiber optic equipment to include: fiber optic cables, transmitters, transmitter batteries, receivers, and PHSTS equipment: computer systems and hardware

6. Rolling up of all 200 meter fiber optic cables that were used on the test.

7. Preparing PHSTS for shipment.

1.1.1 Verification and Acceptance of Repairs The Government will reserve the right to have a Contracting Officer Representative (COR) observe the service provided at any location used by the Contractor. The Contractor shall demonstrate proper operation of the LLCW systems when requested by the COR. The Contractor shall demonstrate ability to repair/calibrate/utilize all Fiber Optic transmitters/batteries/receivers/cables used with the PHSTS acquisition system including ODT-15, ODT-06 and ODT-8 fiber optic transmitters…….ODR-15, ODR-6 and ODR-8 fiber optic receivers……APS-23, APS-25 and APS-33 fiber optic transmitter batteries…….and all fiber optic cables utilized in the PHSTS.

1.1.2 Technical Engineering Support The Contractor shall perform the calibrations and technical engineering support for LLCW test execution of two (2) BOMBER Programmed Depot Maintenance (PDM) Hardness Maintenance/ Hardness Surveillance (HM/HS) tests. The calibrations in support of the LLCW equipment to conduct an LLCW test must be completed no later than two (2) working days from test execution date with no more than two (2) defects.

1.1.3

System Operation The Contractor shall perform daily system operations of the LLCW equipment during the Operational Test Period. This shall include system power up procedures, field mapping, test preparation, system checkouts, test data collection/verification, system security, and general site coordination.

1.1.4 LLCW Equipment Preparation

The Contractor shall prepare the LLCW equipment to conduct tests on the BOMBER Air Vehicle (AV) for testing with the LLCW system. LLCW equipment preparation shall include the preparation of both hardware and software. Examples of LLCW equipment preparation duties to be performed by the Contractor shall include the following: moving the LLCW equipment to the test site, routine maintenance, calibration of equipment, equipment checkout and instrumentation, and pre-test preparation; not all inclusive.

1.1.5

LLCW Equipment Database Preparation

1.1.5.1

Database Setup The Contractor shall perform database setup, for the software in the PHSTS van, a minimum of forty eight (48) clock hours prior to the start of the Operational Test Period (including the air vehicle instrumentation phase.) The Contractor shall submit required database setup reports to the COR no later than eight (8) clock hours after the start of the instrumentation phase of testing in accordance with the test procedure.

1.1.5.2

Daily Operations Report Electronic copies of the daily operations report, test points per-run lists and test points acquired are due to the test director/instrumentation engineer twenty four (24) clock hours prior to daily testing.

1.1.6

Test Conduct The Contractor shall operate the LLCW equipment during Operational Test and Routine Maintenance Test Periods. This shall include the instrumentation phase and the operation of the Remote Test Point Entry System (RTPES) while the air vehicle is being instrumented. The Contractor shall provide Operational Testing support as defined below:

6. De-instrumentation of AV

7. Field Map Post-Test

8. Back up of data acquisition system

1.1.7

Instrumentation The Contractor shall place instruments on an air vehicle when requested by the COR. The Contractor shall control and account for instruments used on an air vehicle under test and shall account for all instruments used during post-test activities. The Contractor shall report verbally any data entered in the testing log to the COR if any instrumentation is unaccounted for to prevent instrumentation from being left on the air vehicle.

1.1.8

Data Acquisition The Contractor shall report that data acquisition is performed in accordance with the test plan and furnish data to the COR from the LLCW equipment test. The Contractor shall follow the test plan provided by the COR.

1.1.9

Data Security The Contractor shall be responsible for securing any classified information or data provided by the Government or generated as a result of the test required by this PWS. All information generated as a result of performing these services shall become Government Property. Unless otherwise specified by the COR, CO or Test Director, all data acquired during testing and stored in the PHSTS is designated as Unclassified and shall remain Government Property. The PHSTS computer systems and operations procedures are not certified for storage of Classified Material. Reference PWS 3.5 Intangible Government Property.

1.1.10

Restoration The Contractor shall, upon completion of the LLCW test, return the LLCW equipment to a condition commensurate with non-test periods. This shall include; de-instrumentation, equipment removal, database inventory check, system shutdown and properly storing instrumentation and supplies, not all inclusive.

1.1.11

Data Processing and Archive The Contractor shall operate the LLCW equipment to process acquired data. The Contractor shall perform preliminary data analysis as test data is acquired and make written recommendation in the test log to the Government, per each work shift, to ensure quality data is being acquired. The Contractor shall perform a complete LLCW equipment computer and data backup following each test.

1.1.12

Test Planning The Contractor shall participate in pre-test and post-test planning sessions and shall review test planning documentation and provide comments as requested by the COR. Meetings include:

· Pre-Test planning meetings via telecom or in person.

· Pre-Test organization meetings which are held within two (2) working days of the start of a testing period, at the Test Site.

· Post-Test lessons-learned meetings which are held within two (2) working days of the end of a testing period, and are at the Test Site.

· Post-Test results and analysis meetings via telecom or in person.

1.1.13

Field Mapping The Contractor shall map the electromagnetic field of the test antenna as a pre-test and post-test procedure. This effort shall include set-up and calibration, post-test clean up, and annotations of written recommendations in the field map log concerning any irregularities in the field map data.

1.1.14

Set-Up and Calibration The Contractor shall prepare the LLCW equipment and antenna for field mapping. This effort shall include any necessary equipment check out, calibration for data measurement, deployment of instrumentation, and movement of sensor stands across test point locations.

1.1.15

Post-Test The Contractor shall, upon completion of each field map, return the LLCW equipment to a condition commensurate with non-test periods. This shall include, and is not limited to, lowering the antenna, if necessary, and properly storing instruments and supplies.

1.1.16

Calibrations

The Contractor shall use equipment and standards in conformity with the National Institute of Standards and Technology when calibrating equipment. Documentation confirming this conformity shall be available to the COR upon request. The Contractor shall be responsible for completing traceable calibrations on any of the LLCW equipment that participates in the Electro Magnetics Effects measurement process. These calibrations shall be conducted prior to test execution so that no equipment requiring calibration, for the test, will exceed this calibration period during a scheduled test occurrence. Calibrations shall be complete no later than two (2) working days prior to the instrumentation phase, with no more than two (2) defects.

1.1.16.1 Calibration Records

The Contractor shall maintain an updated file of calibrations in the PHSTS electronic database. Equipment calibration status shall be available for viewing by COR representatives either in hard-copy or electronic format at any time. Calibration records and all associated documentation shall remain Government Property. Reference PWS 3.5 Intangible Government Property.

1.1.17

PHSTS Shipping

As directed by the CO, the Contractor shall be responsible for preparing, coordinating, shipping, and receiving the PHSTS, at various locations to include: Albuquerque NM (Kirtland AFB); Palmdale CA (Air Force Plant 42); and Tinker AFB OK. Contractor shall ensure the PHSTS is mission capability for required test support. At the end of the period of performance the final destination of the PHSTS, is Tinker AFB OK.

1.2.

Preventative Maintenance (PM)

The Contractor shall provide preventative maintenance of all equipment as detailed in Appendix A and per Original Equipment Manufacturer (OEM) specifications. The Contractor shall provide incidental adjustments and repairs at a level of effort defined by the equipment repair profiles provided in Appendix A. Preventative maintenance falls into six-temporal categories and five maintenance activity categories. Temporal categories include annual, quarterly, monthly, weekly, daily intervals, and as required by the scheduled Operational Test Period. Maintenance activity categories include equipment inspections, performance testing, software verification and configuration management, and general housekeeping. The Contractor shall complete the maintenance activities indicated in the following sections on the time intervals indicated for each of the activities.

1.2.1

Equipment Inspections

The Contractor shall perform inspections and tests on the PHSTS instrumentation and mechanical components (specific items are indicated in Appendix B) and document any discrepancies found (items found to be discrepant shall be identified for maintenance to bring them back to an operational status); no later than two (2) working days from the due date of calibration with no more than five (5) defects per visit. This documentation shall be available for viewing by the COR either in hard-copy or electronic format at any time. Equipment inspection documentation shall remain Government Property. Reference PWS 3.5 Intangible Government Property.

1.2.1.1

Signal Path Instrumentation Inspections The Contractor shall establish inspection procedures with performance and inspection criteria, perform inspections and tests on the below listed items before and after each operational test period, and document any discrepancies found. Items found to be discrepant shall be reported to the COR, and scheduled for further maintenance to bring them back to a useable status.

See Appendix D 1.2.1.2

Environmental Control Unit (PHSTS)

The PHSTS trailer has two (2) separate, redundant, hot-gas-bypass, Environmental Control Units (ECU) to maintain appropriate temperature and humidity inside the PHSTS during equipment operation, under a wide variety of outside environmental conditions. The Contractor shall complete preventative maintenance activities for the PHSTS ECU’s on the intervals indicated in the maintenance actions tables in Appendix D 1.2.1.3

PHSTS Trailer

The PHSTS Trailer is a 50 foot long, 10 foot wide transportation trailer containing all the PHSTS instrumentation. The trailer has eight (8) wheels and two (2) spares and an air-ride suspension system. The Contractor shall complete preventative maintenance activities for the PHSTS Trailer on the intervals indicated the maintenance actions tables in Appendix D.

1.2.1.4

Antenna System The LLCW System that will be utilized for this test is located at site three (3), AF Plant 42 Palm Dale, CA. LLCW Ellipticus Antenna Systems and support structures are listed in Appendix D 1.2.1.5

PHSTS Safety Lighting

The Contractor shall inspect the PHSTS Safety Lighting to ensure it is functioning daily during operational periods.

1.2.1.6

Fire Suppression System

The Contractor shall maintain certified inspections of all fire suppression system components every six (6) months in accordance with OEM specifications for each unit. Fire suppression system components include but are not limited to fire extinguishers, halon fire suppression system, and fire and smoke detection components. Written indications of these inspections shall be attached to each component.

1.2.1.7 Uninterruptible Power Supplies The Contractor shall perform an inspection of uninterruptible power supply units in the PHSTS prior to test execution.

1.2.1.8 System and Component Performance Testing

The Contractor shall maintain procedures for verifying system or component state-of-health and perform system and component performance tests on the components indicated below and on the intervals indicated the maintenance actions tables in Appendix D.

1.2.1.9 Software Verification and Configuration Management

The PHSTS is comprised of the LLCW capabilities PHSTS data acquisition system and the Remote Test Point Entry System (RTPES) software systems. The Contractor shall verify the functionality of the PHSTS acquisition and RTPES software. The Contractor shall also manage the configuration of all Executable and Source Code bases, Databases, and Database Interface environments.

1.2.1.10 Information Assurance

The Contractor shall install, update, and maintain the most current anti-virus definition files on LLCW systems and RTPES at all times. The Contractor shall configure and maintain router firewalls and download and install new anti-virus definitions prior to an Operational Test Period.

1.2.1.11 Software The Contractor shall notify the COR when software updates/ modifications are available for the LLCW and RTPES systems. Upon approval of the COR, the Contractor shall install LLCW and RTPES system updates/modifications as well as test the systems to verify performance. The Contractor shall provide configuration management support for the LLCW and RTPES software systems.

1.2.1.12 Software Modifications & Verification The Contractor shall provide support for software maintenance for the LLCW systems and RTPES software systems. This software support shall include modifications to resolve problems encountered during previous test periods or to improve the efficiency of system operations. The Contractor shall provide written recommendations to the COR, for the purchase and installation of additional commercial software components and for modifications to improve efficiency. This shall include upgrades, updates and service packages for software currently installed in equipment. Upon approval from the COR, the Contractor shall provide the technical personnel and support to accomplish these modifications or updates, test the system after the new software is installed, and verify that the new software updates do not adversely affect system operation and performance.

1.3

General PHSTS Housekeeping

The Contractor shall keep the PHSTS Trailer internal spaces clean both during the Operational Test Period and during routine maintenance periods. This includes the requirement to complete carpet vacuuming, storage of cabling, power cords, and tools, and disposal of consumables and non-recyclable trash.

1.4

Interruption of Test Support

The Contractor shall make every effort to make repairs and correct malfunctions that are required to prevent cancellation or interruption of a scheduled test.

1.5

Equipment Accountability

The Contractor shall sign a DD form 1149 for any LLCW equipment removed by the Contractor. This form, DD1149 shall be delivered to the COR for approval prior to the removal of equipment. The Contractor shall maintain at all times, an accurate inventory of all Government Furnished Equipment in accordance with the Physical Inventory section of this PWS (paragraph 3.1.2).

1.5.1

Obtaining Additional or Replacement Parts and Equipment

When applicable, the Contractor shall request in accordance with PWS 3.1.4-3.1.4.3, Replacement of GFP.

1.5.2

Operational Log

The Contractor shall maintain a daily operations log for the LLCW equipment during tests, and the log shall be available for review upon COR request. Reference PWS 3.5 Intangible Government Property.

1.5.3

Field Map Log

The Contractor shall maintain a field map information log for the LLCW equipment during both pre- and post-test field mapping. Reference PWS 3.5 Intangible Government Property.

1.5.4

ECU Maintenance Log

The Contractor shall maintain an operation/maintenance log for both of the ECU systems located in the PHSTS in accordance with this PWS and the log shall be available for review upon COR request. Reference PWS 3.5 Intangible Government Property.

1.5.5

Equipment Calibration Log

The Contractor shall maintain a calibration log for equipment used during the operation of the PHSTS in accordance with the PWS and the log shall be available for review upon COR request. Log shall include instrument type, serial number, AF number, date calibrated and comment/status. Reference PWS 3.5 Intangible Government Property.

1.6

Remedial Maintenance (RM)

RM is defined as unscheduled work requirements which are not otherwise defined in this PWS which includes the evaluation, troubleshooting and diagnosis of equipment to isolate the source of a malfunction.

1.6.1

Equipment Evaluations

After evaluation of the equipment, the Contractor shall prepare a written Estimate Repair Report to the COR by fax or email no later than five (5) business day after completion of the inspection. As a minimum, the information cited on the Estimated Repair Report shall include equipment ID #, date of evaluation and a description of findings and recommendations, required part(s) and part(s) number, cost of part(s), number of parts needed, estimated labor hours required to complete repair. Any recommendations cited shall consider priority of the requested service, available source for obtaining new part(s), availability of the new part(s), shipping and delivery schedules of part(s), other factors which may be peculiar to the specific repair requirement.

1.6.2

Authorizations for Repair Actions Only the CO can authorize repair actions. The COR will coordinate any repair actions with the Subject Matter Expert (SME) and the CO to obtain approval to proceed. The Contractor shall ensure all repair actions have documented CO approval before initiating any repair or ordering parts. After completion of the RM, the Contractor shall demonstrate to the SME that the repairs have been completed.

1.6.3 Service Report The Contractor shall provide a written service report within eight (8) work hours to the COR in person, by fax or email immediately upon completion of maintenance support services. The service report shall contain the following information as a minimum: Name of Company, Requested Service Date, Description of services provided, Additional Services Recommended (if any), Legible Name and Signature of Technician performing the services, Signature of on-site Government Technical Point-of-Contact (POC), Start and Completion Dates, Complete Breakdown of Labor Cost (hrs. and rate) Materials and Parts Used and details of any other charges.

1.6.4 Maintenance Documentation The Contractor shall document the completion of each PM/RM action in accordance with OC-ALC OI 21-203 Chapter 1& 2. The contractor shall provide a report each month to the CO of all maintenance actions completed.

1.7

Quality Control Plan (QCP)

The Contractor shall submit a QCP within eight (8) working days after contract award. The Contractor shall submit revised QCP’s, at no additional cost to the Government, to the COR for acceptance. The Contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services. As a minimum the Contractor shall develop quality control procedures addressing the areas identified in the Service Summary (SS).

1.8

Quality Assurance According to the contract’s inspection clause, the Government will evaluate the Contractor’s performance under this contract. The COR will participate in the administration of this contract. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the CO. All services to be performed by the Contractor during the period of this contract will be subject to review by the CO or COR.

The Contractor shall provide calibration or compliance data/documentation resulting from any calibration which is performed under this contract. The Contractor shall maintain copies of this documentation in the PHSTS and at the Contractor’s facility. During Operational Test Periods, the Contractor shall insure that data being acquired is of the highest quality possible, and complies with Operational Requirements that are defined by the COR at the beginning of the Test Period. The Contractor shall provide on the job training to Government and Contractor personnel when any functional or procedural changes have been made to the operation of the LLCW systems. The Contractor shall inspect the acquired data and verify that it complies with expected acquisition values for accuracy and concurrence with previous acquisition cycles from the same air vehicle type.

1.8.1

CAR/Complaint Contractor Response Time:

The Contractor shall provide written response addressing the root cause, corrective action and preventive action(s). The Contractor will be given one (1) business day to answer a submitted Corrective Action Report (CAR) or Customer Complaint.

1.9

Continuation of Essential DOD Contractor Services during Crisis

This requirement has been determined not to be essential and does not require continued support during a crisis as defined in DFARS 252.237-7023.

1.10

Performance Evaluation Meeting

The Contract Manager (CM) may be required to meet with the COR and the CO during the performance period of this contract. The written minutes of all performance evaluation meetings may be prepared by the government and signed by the CM, CO, and COR. Should the contractor non-concur with the minutes; the contractor shall so state any areas of non-concurrence in writing to the CO within ten (10) calendar days of receipt of the signed minutes. The minutes will be included in the contract file.

1.11

Hours of Operation

Normal hours: The Contractor shall perform work required under this contract during the following normal working hours of 0730 to 1630 hours daily, Monday through Friday. The Contractor shall not work on Federal Holidays unless a holiday occurs during a test period and the Government or Test Director deems it necessary for the test team members to work on the Holiday. The Federal Holidays are: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.

During LLCW test support: Working hours will be conducted on a twenty four (24) hours per day/ seven (7) calendar days per week schedule and Contractor personnel may be assigned shifts of eight (8) to twelve (12) hours during the LLCW test of an aircraft. The Government will provide shift times to the Contractor one (1) week prior to start of test. The shift work normally lasts between four (4) and six (6) calendar days during the instrumentation and data acquisition period. Each shift operation will include Contractor support and government personnel support.

1.12

Special Qualification

The Contractor shall provide a Senior Systems Engineer and two Electronics Technicians for technical support during the LLCW test and Preventative Maintenance actions during the period of performance.

1.12.1

Senior Systems Engineers (SSE)

The SSE shall have the following qualifications, certifications and functions:

Education: A Bachelor of Science degree in a physical science or engineering discipline such as physics, electrical, computer engineering, or Experience: Shall have knowledge and experience of engineering sufficient to apply new concepts, developments, and experienced judgment to solve a variety of complex technical problems. This experience must include at least ten (10) years of professional engineering experience in the foregoing engineering functions for a BS degree, or eight (8) years of experience in the foregoing engineering functions for a MS degree, or six (6) years of experience in the forgoing engineering functions with a PHD degree, and minimum of three (3) year’s specific experience in the operation and maintenance of hardware and software identified in this solicitation. SSE also should possess six (6) years specific experience processing and analyzing Hardness Maintenance/Hardness Surveillance and EMI/EMC data associated with the (PHSTS) utilized during test acquisition.

Functions: The SSE provides technical advice and expertise for the design, development and testing of Specialized Electromagnetic Transient (EMT), Electro Optical equipment, similar electromagnetic or other physical phenomena, data acquisition on the PHSTS and large-scale instrumentation systems. The SSE may also be responsible for leading a technical engineering group involved with the development of hardware and software systems and component-level designs for the support of testing capabilities. Provides system engineering designs and recommendations to resolve technical problems, and supports documentation of technical efforts and reports.

1.13

Security Requirements

The Contractor test support team shall have a current DoD Secret Clearance (within 5 years) and be able to obtain/maintain the required Special Access Required (SAR) clearance to support maintenance or operations activities under contract. The Contractor must submit/obtain a favorable SAR clearance investigation for its employees, for entrance to restricted areas no later than 120 (120) working days of contract award date.

The Contractor shall conform to the entire provisions of DoD Directive 5220.22-M, 28 March 2013 , National Industrial Security Program, for safeguarding classified information and shall provide for obtaining Secret security clearance for Contractor and sub-Contractor personnel requiring access to classified information. Only those persons who have the proper security clearance and the need to know shall be given access to classified material.

1.14

Contractor Personnel The Contractor shall provide the name of the CM and any alternate(s) who shall act for the Contractor when the manager is absent in writing to the COR within five (5) working days after contract award. The Contractor shall provide telephone numbers and email addresses of the CM and alternate(s) where these persons may be contacted at any time. The CM and any alternate shall have full authority to act for the Contractor on all matters relating to operation of this contract. The CM and any alternate shall be available to meet on the installation with Government personnel designated by the CO to discuss problem areas. The Contractor shall provide a CM who can read, write, speak and understand English fluently.

The Contractor and Contractor personnel shall be required to identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. The Contractor and Contractor personnel shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

1.14.1

Listing of Contractor Employees The Contractor shall not employ persons on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security and/or general well-being or operational mission of the installation and its population. The Contractor shall not employ any person who is an employee of the United States Government if the employment of the person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities. The Contractor shall be prohibited from employing off-duty CORs who are providing surveillance on any contracts/subcontracts awarded to the Contractor. All contract personnel depending on particular condition, occasion or place or job assignment shall require professional, suitable attire. All Contractor personnel shall conduct themselves in a professional, courteous manner. The selection, assignment, reassignment, transfer, supervision, management and control of Contractor personnel in performance of this PWS shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the requirements set forth in this PWS. The Contractor shall employ and maintain a technically trained and experienced work force.

1.15

Mission Essential Contractor Services

The Contractor shall provide access to Subject Matter Expert (SME) to accommodate the continuation of data collection during mission essential test periods for both software and hardware failures. Test period will be begin with aircraft instrumentation and end with the removal of aircraft from test pad.

1.16

Environmental Protection & Safety The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health applicable to the location where the work is being performed. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.

1.16.1

Technician and Equipment Certification Prior to installation or recovery of refrigerants to or from contracted equipment, the Contractor shall submit to the COR: (a) a copy of the technician(s) certification(s) as required by 40 CFR (Code of Federal Regulations) part 82, subpart F and (b) a copy of the refrigerant recovery and recycling equipment certification (copy of the form signed by the owner of the equipment or another responsible officer and sent to the appropriate EPA (Environmental Protection Agency) Regional Office) as proof that the Contractor acquired recovery equipment per 40 CFR 82.162.

1.16.2

Refrigerant Installation and Recovery Contractor shall submit to the COR within five (5) working days after the service report is submitted, a record of the servicing technician(s) name(s), amount of refrigerant and type of refrigerant added to the contracted equipment or recovered from the equipment. In the case of commissioning new or retrofitted equipment, the Contractor shall provide the refrigerant amount determined to be the "Full Charge" as defined in 40 CFR 82.152. Provide information concerning refrigerant losses to the atmosphere, including that associated with warranty work. All recovered refrigerant will be into government furnished recovery cylinders.

The following chlorofluorocarbon (CFC) and Hydrochlorofluorocarbon (HCFC) that are recovered from contracted equipment will be into government furnished recovery cylinders: CFC-11, CFC-12, CFC-114, CFC-500, CFC-502 and HCFC-22. The Contractor shall not transport these specific refrigerants off base for reclamation or disposal.

1.16.3

Refrigerant Re-claimer Certification

Proof of reclaimer certification shall be provided to the COR within ten (10) calendar days after contract award date or prior to changing EPA Certified Refrigerant Reclaimer. The Contractor shall provide a signed chain of custody report between the contractor and an EPA Certified Refrigerant Reclaimer to the COR within ten (10) working days after Contractor acceptance of recovered refrigerant. The Contractor shall provide to the COR on the first day of each month a listing of the amount of refrigerant reclaimed from contracted equipment. Any recovered refrigerant that is not reclaimed, shall be properly disposed of IAW 40 CFR part 82 at an EPA approved facility and the Contractor shall provide to the COR documentation identifying the disposal method (incineration, etc).

1.17

Health and Safety on Government Installations In performing work under this contract on a Government installation, the Contractor shall comply with Federal, State and Local regulations and AFI 91-203 Air Force Consolidated Occupational Safety Instruction as established by this contract and Appendix C. The Contractor shall notify the CO of any injuries that occur to Contractor personnel while on the installation. The Contractor shall notify the CO of damage to government property or equipment during the execution of the contract.

1.18

Forms, Technical Orders (TO), Air Force Instructions (AFI), Air Force Materiel Command Instructions (AFMCI) and Publications The Contractor shall obtain the forms and publications expressly required to perform the work in this contract via internet at www.e-publishing.af.mil. In the event a form or publication is not available online, the COR will provide the form, instruction, or publication to the Contractor upon written request (e-mail is acceptable) by the Contractor. In the event, laws, regulations, TO(s), AFI(s), AFMCI(s) change during the term of this contract, the Contractor is required to comply with such changes. Contractors delivering or handling official United States Air Force () records shall comply with the applicable records management regulations, AFI 33-322, All of Chapter 3.

1.19

Foreign Object Damage, Drop Object Prevention and Tool Control 1.19.1

Housekeeping

The Contractor shall keep all work areas clean and neat IAW Industry Standards, OSHA, fire and safety standards and this PWS.

1.19.2 Foreign Object Damage (FOD) and Dropped Object Prevention (DOP) Contractor personnel who, in performance of their assigned duties on this contract, work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers and the contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps and in aircraft hangers and maintenance areas are required to receive FOD and DOP training and to comply with, AFI 36-2650.

1.19.3

Certificate for (FOD) and (DOP) Training The Contractor and Contract personnel shall acknowledge the Foreign Object Damage (FOD) and Dropped Object Prevention (DOP) training by viewing either the DVD provided by the COR or at the You Tube site, http://www.youtube.com/watch?v=tYcbodjFPnM. The Contractor shall provide a devised certificate to the COR for each employee within ten (10) working days after contract award. The certificate(s) shall have the title of the training, name of the person who received the training and the date. The Contractor shall also ensure all new employee(s) view the FOD/DOP Training and provide a Contractor devised certificate of training to the COR prior to starting work in the Northrop Grumman (NG) shops. Annually, the Contractor and Contractor personnel shall be required to review the FOD/DOP Training and provide an updated Contractor devised certificate of training to the COR.

1.19.4

Tool Control and Accountability

While performing contract services in or around Maintenance Production Shops including Ramp areas, the Contractor shall comply with AFI 21-101_AFMC Sup 1, 21-101, Chapter 10 (all paragraphs) and OC-ALCI 21-112, paragraph 14.1 & 14.5.3. The Contractor or Contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. The Contractor shall turn in a Contractor Tool Listing, MXRIWRS Form 32 checklist to the COR prior to starting work in the NG Industrial Areas. Contractor personnel shall immediately notify the COR of any tools which are missing or lost from the work area or container (i.e. tool or job box, or tool bag). The COR will report to the appropriate Government personnel of any missing Contractor’s tool(s) not located within one (1) clock hour after notification of lost or missing tools. The Contractor can obtain the Form 32 from the COR.

1.19.5

Housekeeping/FOD/Tool Control Briefing

The CM shall ensure each employee on the job site is briefed on Housekeeping, FOD and Tool Control prior to starting work in NG Industrial Areas from the COR.

1.20

Contractor IDs All badges must be surrendered when the contract expires, when no longer needed or when the contract personnel no longer work for the contract/Contractors. IDs expire on the last day of the current contract. If contract is extended, they must get new IDs. This includes the CAC ID, the new DBIDS ID and AF Form 1199C Controlled/Restricted Area Badge.

All CAC cards shall be returned to the Pass and ID, Building 6611, upon the completion of the contract. The CAC card shall be issued displayed and surrendered In Accordance With (IAW) Installation Integrated Defense Plan, Tinker Plan 31-101, (in its entirety). The Contractor shall provide the COR with copies of the turn-in receipts by either US Postal Service or email within ten (10) working days of return.

Contractors are assessed a fine of $50.00 if CAC IDs, AF Form 1199C’s AFMC Form 387s, or DBIDS IDs are lost, stolen or not returned to the Pass and ID, Building 6611 when expired or no longer required.

72 SFS will attempt to fine the contract if money cannot be collected from the Contractor.

1.20.1

Non-Common Access Card (CAC) Holders

Non-CAC Card holders shall complete a “Request for Identification Credential” (AFMC Form 496) and submit it to Pass and Registration. The Government will provide a completed "Identification Credential" (Defense Biometric Identification Data System (DBIDS) ID, which shall be issued, displayed and surrendered IAW Installation Integrated Defense Plan, Tinker Plan 31-101, Installation Security Program (in its entirety).

1.21

Foreign National(s) The Contractor shall notify the COR before sending a Foreign National representative to perform services. Special rules apply for foreign national(s) visiting a US Government facility.

1.22

Contractor Manpower Reporting The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the United States Air Force via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs, 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. 3. GOVERNMENT FURNISHED PROPERTY & SERVICES.

The Government will furnish, without cost, the Government Furnished Property (GFP) listed in Appendix B and Services listed in the Performance Work Statement (PWS), to support the Low Level Continuous Wave (LLCW) requirement identified in PWS Section 1. The Contractor shall ensure all GFP is secured at the close of each workday. This GFP shall only be used for the performance of this contract. All GFP shall remain property of the Government during contract performance, completion, and/or termination.

The Contractor shall be responsible for all costs related to making the property available for use, such as installation or rehabilitation costs.
