Subject: KC-46 Strategic Commercial Common Repairable Support

*IAW FAR 52.232-18 Availability of Funds. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

Description

This solicitation will be procured through full and open competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 336413, with a small business size standard of 500 employees.

The contractor will be required to repair serviceable parts in new, overhauled, or repaired condition on the KC-46 aircraft in accordance with all Federal Aviation Administration (FAA) certified serviceable tag 8130-3 or Certificate of Conformance (CoC) and the Performance Work Statement (PWS) which will be located within the RFP posted on the System of Award Management (SAM) under KC-46 Commercial Common Repairable Support and FA8109-25-R-0001 and the associated attachments. Repair will be completed at the contractor’s facility.

The KC-46 is a commercial derivative aircraft acquired to support the Air Force as an operational support aircraft (OSA) to provide aerial refueling and multi-role capabilities in both the CONUS and OCONUS locations.

Duration of the contract period. The basic period of performance for this acquisition will be 5 years. The contractors must be able to meet the following performance requirements:

- Provide timely responses to all requests in writing and submit them electronically via e-mail.

- Emergency: On a case-by-case basis, respond within the time as indicated by the announcement.

- Urgent: On a case-by-case basis, respond within the time as indicated by the announcement.

- Routine: Respond within 30 calendar days.

- Provide service support for end items to satisfy the 448 SCMW demand requirements.

- Return each end item in a serviceable condition, defect free, with a FAA certified 8130-3 tag or CoC.

- Provide FAA certification or CoC at the basic contract level and at the time of all Fair Opportunity Proposal Request (FOPR) orders to determine contractor has met and maintained specific FAA requirements.

- Provide furnished data requirements specified in the Contract Data Requirements List (CDRL DD Form 1423).

- Provide serviceable items IAW the contractual delivery schedule.

- Contractor shall perform 100% inspection of Government Furbished Property (GFP) and shall report 100% of discrepancies incident to shipment.

- Provide appropriate conforming packaging for shipment of each FAA certified serviceable end item.

- Provide part supportability of end items within the standard commercial market response time.
