About this file
This document is a Consolidated Questions and Answers (Q&A) document for a Request for Information (RFI) from the 448th Air Force unit for an Advanced Market Research Tool (AMRT). The RFI seeks innovative solutions for a software tool that can integrate with existing USAF/DoD systems like SAM.gov, CPARS, and SPRS, with capabilities including AI/ML-based vendor and parts matching, identifying new data sources for Air Force parts sourcing, and generating market research reports.
Key requirements include supporting Controlled Unclassified Information (CUI) with FEDRAMP IL-4 cybersecurity standards, potential use across commercial and non-commercial items under the Simplified Acquisition Threshold, and flexibility in solution design. The government is open to responses from organizations that can address multiple RFI requirements, even without a complete end-to-end solution. The exact number of software licenses and deployment sites is currently unknown but expected to scale based on Air Force needs. The RFI emphasizes interest in innovative approaches, integration strategies, and potential partnerships for developing the market research tool.

FA8109-25-AMRT – Market Research RFI
Consolidated Q&A/Responses 09/22/2025
1) The RFI is unclear about whether you are looking to apply an existing solution or whether you are looking to design a new solution. Are you interested in responses from organizations who can address several of the bullets in the RFI but do not have an existing end-to-end solution, or are you looking for responses only from organizations that have end-to-end solutions already designed/implemented?
The 448th is open to considering responses from organizations that can address several of the requirements outlined in the RFI, even if they do not have a fully designed and implemented end-to-end solution currently available. We are interested in innovative approaches and the potential for leveraging emerging technologies to meet our needs. A complete, end-to-end solution is not a prerequisite for consideration.
If your organization possesses strong capabilities in relevant areas and a clear vision for how those capabilities can be integrated to create an effective solution, we encourage you to respond to the RFI. We are interested in learning about your proposed architecture, integration strategy, and approach to addressing security requirements, even if it involves partnering with an engineering company. We may have sources for integration and security requirements that we may make available for this program.
2) Page 5, Section 4.2, Data Integration Sub-Section. “How would you integrate your solution with existing USAF systems such as SAM.gov, etc.?ˮ
a) What USAF/DoD systems does the government plan/envision AMRT integrating with Sam.gov, CPARS, SPRS, etc.?
USAF/DoD Systems for Integration: The government envisions the Advanced Market Research Tool (AMRT) integrating with existing USAF/DoD systems to streamline acquisition processes. The document provided mentions:
o SAM.gov o While not explicitly listed in the RFI, based on the nature of market research, the following systems are likely candidates for integration:
• CPARS (Contractor Performance Assessment Reporting System): To assess past performance of vendors.
• SPRS (Supplier Performance Risk System): To evaluate supplier risk.
b) How does the government plan to facilitate access to those systems? More specifically, do the contractors who developed/maintain those systems own the data rights with regards to the integration or does the Government? This is a considerable factor when preparing our ROM.
Access to Systems and Data Rights: The government recognizes data rights as a significant factor in ROM preparation. The data rights are dependent on the system that is being connected to. Contractors who developed/maintain those systems may have some data rights.
3) Page 5, Section 4.2, Data Integration Sub-Section. “Describe your solution's ability to identify and incorporate new data sources related to Air Force parts (buying, repairing, overhauling, remanufacturing).ˮ
a) What types of new data sources is the government looking for?
New Data Sources for Air Force Parts: The government is looking for data sources to expand their understanding of Air Force parts sourcing (buying, repairing, overhauling, remanufacturing). The best way to identify these data sources is to use the search tool to identify any new manufacturers that make air force parts.
4) Page 5, Section 4.2, AI/ML Integration Sub-Section. “How would you use AI/ML to match parts and vendors based on technical specifications, capabilities, and other criteria?”
a) This question infers the proposed system will need to support CUI Data
FEDRAMP IL4 cybersecurity risk management standards). Is that correct?
CUI Data and FEDRAMP IL-4: It may be necessary for the proposed system to support CUI Data in accordance with FEDRAMP IL-4 cybersecurity risk management standards. The Government understands it may be needed.
5) Page 6, Section 4.2, Market Research Report Generation Sub-Section: “How would you incorporate relevant information and support compliance with Market Research as a Service (MRaaS) requirement?”
a) Is the government just referring to the software performing the market research functions, or does the government envision an additional service being provided by contract employees who perform market research functions above and beyond what the software provides?
MRaaS Requirement - Software vs. Services: The government is referring to the software performing the core market research functions. Software tools could support that function.
b) Is the Market research going to be for items under the Simplified Acquisition
Threshold SAT FAR Part 13, and will it be only for commercial items FAR Part 12 or will there be non-commercial items as well FAR Part 15? FAR Part 10.002(b)(1) states, “The extent of market research will vary, depending on such factors as urgency, estimated dollar value, complexity, and past experience.ˮ Knowing the level of detail the government anticipates needing in the market research reports will help us with preparing a more accurate ROM.
Simplified Acquisition Threshold & Commercial Items : It is likely that the Market Research tool will be used for all items under the Simplified Acquisition Threshold
(SAT) (FAR Part 13), and for both commercial items (FAR Part 12) and non-commercial items (FAR Part 15).
6) Page 7, Section 4.4, Cost Breakdown Section. “Provide a Rough Order of
Magnitude ROM price breakdown of the costs associated with your proposed solution, including software licenses, implementation services, training, and ongoing maintenance and support.”
There are certain minimum costs that are incorporated into calculating software license costs (e.g. security / compliance, fielding / implementation, maintenance / support, deployment / use, etc.). Without this information we cannot prepare an accurate ROM and the government is likely to receive wide-ranging, and potentially inaccurate, ROMs from companies responding to this RFI without these additional details. In addition to the previous questions, which were more technical in nature, we also need information relating to the deployment/fielding of the system.
Specifically:
o How many software licenses (number of users) does the government anticipate? unknown o How many organizations and/or sites will the software be deployed? unknown o If the exact numbers are not known, what is the minimum number of licenses and sites/organizations the government anticipates awarding a contract for? unknown o In addition to the minimums requested in the previous question, does the government have a maximum (ceiling) number of users and/or sites/organizations in mind? As the number of users increases, the fixed costs for deploying the software do not increase very much. This usually results in additional quantities being discounted compared to the minimum/guaranteed number of licenses.
Software License and Deployment Information: To provide a more accurate ROM, here's information relating to the deployment/fielding of the system:
• The exact number of users is currently unknown but is expected to scale dependent on need.
• The software will be deployed across organizations and/or sites within the Air Force.
