KC-46 STRATEGIC COMMERCIAL COMMON REPAIRABLE SUPPORT

NAICS: 488190, Other Support Activities for Air Transportation Size Standard: $35M

PURPOSE:

This Sources Sought Synopsis (SSS) is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements listed below.

The 424th Supply Chain Management Squadron requires support for the commercial common national stock numbers for the KC-46. The KC-46 Aircraft provides worldwide, day and night, and adverse weather aerial refueling to receiver-capable US, allied, and coalition military aircraft, including unoccupied aircraft. The KC-46 Tanker is based on commercial FAR Part 12, Federal Aviation Administration (FAA) or equivalent, certified 767-2C aircraft, which is finished to meet the unique KC-46 Tanker requirements. To uphold this certification for an accepted KC-46A, the sustainment requirements will ensure compliance with Amended, Supplemental, and Military Type Certifications (ATC/STC/MTC).

Interested Vendors responding to this SSS are placed on notice that participation in this survey may not ensure participation in future solicitation or contract awards as this SSS is for planning purposes and may not result in a solicitation or contract. The government will not reimburse participants for any expenses associated with their participation in this SSS.

No funds are available to fund the information requested. The information in this notice is current as of the publication date but is subject to change and is not binding to the USG. Oral submissions of information are not acceptable.

INSTRUCTIONS:

1. Below is a description of the KC-46 Strategic Commercial Common Repairable Support effort, and a contractor capability survey, which allows you to provide your company’s capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements by answering the each question in part II of the survey.

2. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.

3. Both large and small businesses are encouraged to participate in this SSS. Joint ventures or teaming arrangements are encouraged. All submissions will be reviewed IAW FAR Part 19 procedures.

DESCRIPTION:

The United States Government (USG) is conducting the SSS to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet requirements and providing serviceable KC-46A Commercial Common NSN’s, pursuant of FAA certification to support United States Air Force (USAF). The level of security clearance and amount of foreign participation in this requirement has not been determined. Research will determine if this effort can be competitive or a Small Business Set-Aside.

The proposed North American Industry Classification Systems (NAICS) Code is 488190, which has a corresponding Size Standard of $35M in average annual receipts. The USAF is anticipating a 10 year strategic contract for the NSN’s listed in Appendix A.

The contractor shall be certified IAW 14 CFR Part 145, and be capable of furnishing all required labor, material, facilities and equipment to accomplish repair, test, preservation and packaging, and return to the USG a complete serviceable unit. Additionally, the contractor must have facilities and special tooling required to perform the work.

The Contractor shall provide the Depot Level Repairables (DLRs) listed in Appendix A to worldwide locations in support of the KC-46. USG requires units to be supported within 7 to 30 days of requisition. The Contractor shall ensure that all DLRs comply with FAA-defined processes and procedures defined in the May 2017 FAA and Industry Guide to Product Certification. Each unit delivered must comply with applicable Commercial Maintenance Manual (CMM) with FAA certified documentation (8130-3 or Certificate of Conformance (CoC)) outside and inside the packaging container. USG will accept new, new surplus, overhauled, serviceable, or parts manufactured approval (PMA/ aftermarket parts as applicable).

The Contractor will be responsible to deliver serviceable FAA Certified repair/replacement/overhauled DLRs to replace each non RFI (Ready for Issue) received by contractor during the period of performance unless a non-RFI asset is determined to be Beyond Economical Repair (BER) or Over and Above.

PART II. CAPABILITY SURVEY QUESTIONS

1. As a small or large business, do you believe conditions exist for a small business set-aside in accordance with FAR 19.502-3(a) for any portion of the requirement described above? If yes, please indicate which portion of the requirement.

a. Of the portion of work you identified as having the potential to be small business set-aside, are you most interested in performing as a prime contractor or subcontractor?

b. If you are a small business, of the portion of work you identified as having the potential to be partially set-aside, are you capable of performing at least 50% of the work, in order to comply with FAR Clause 52.219-14, specifically 52.219-14 (e) (1), “Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded”

c. If you are a small business interested in performing a portion of the requirement as a set-aside, provide a brief summary of your company’s experience and past performance within the past five years as a prime contractor as it relates to the magnitude of this anticipated requirement and/or the portion of the work you identified as having the potential to be partially set-aside.

2. If a large business, please provide the estimated percent you plan to subcontract and what your company would estimate the reasonable expectation of subcontracting opportunities is for small business concerns in terms of percentage of total subcontract dollars.

3. What quality assurance processes and test qualification practices does your company employ?

4. USAF utilizes DCMA Quality Assurance Representatives (QAR) for production/remanufacture/repair contracting efforts. Can you provide your experiences with DCMA QARs?

a. Do you have a DCMA QAR in your local area or do you utilize a regional QAR?

5. Are there established catalog or market prices for our requirement?

6. If you offer this service to both U.S. Government and commercial sources, is the same workforce used for both the U.S. Government and general public?

7. How are contracts for maintenance, repair, and overhaul of components typically priced (i.e. cost per flying hour, by part number, etc.) within the commercial market place?

8. Are there pricing discounts offered for long term agreements?

a. If so, what would your company consider an appropriate duration to offer pricing discounts?

9. Will this requirement be offered to under similar terms and conditions as commercial sources? Briefly describe any differences.

10. Describe your standard warranty and return process for goods and services furnished to the government for items similar in nature to this requirement.

11. Describe your configuration management processes and how you minimize obsolescence and diminishing manufacturing sources problems?

12. Is your company a Certified CFR 14 CFR Part 145 repair station?

13. Is your company able to support an FAA certified commercial derivative asset and provide documentation (8130-3 or CoC) included with packaging?

14. Please explain your approach to obtain OEM data to maintain FAA certification on aircraft parts. Provide previous examples where you have succeeded in this.

15. Describe your willingness to partner with other entities to meet/fulfill the requirements for the support/sustainment associated with meeting the KC-46 Supply Chain requirements.

16. Describe your process for maintaining inventory records and reporting on hand/in work balances and repair status to your customer. Do you currently have/maintain access to CAV AF?

17. Please provide your company’s past experience with the same or similar services, provided in the commercial and/or military environment by providing the following information for services offered within the past 5 years:

a) Contract Number

b) Procuring Agency

c) Contract Value

d) Description Services Provided and whether or not your company was the prime or a subcontractor

18. Describe your capabilities and experience in any required test, evaluation, and repair processes/procedures with regard to the required items.

19. If your company can not perform the entirety of the requirement, please provide a list of NSNs and/or grouping of NSNs from Appendix A your company is able to perform.

20. The USAF is considering awarding a multiple award contract for this requirement. Requirements for all NSNs or a set of NSNs will be competed amongst awardees for each year based on the projected quantity with the option for surge requirements. Does your company have any concerns with this approach?

DEFINITIONS:

TT&E (Teardown, Test and Evaluation): This is a fixed cost to perform pre-repair activities. TT&E typically covers testing, tear down, failure mode analysis, and recommendation to the customer and/or reporting.

Repair: Any work done to correct the noted failed component and ensure the unit meets operational requirements (e.g. passes Acceptance Test Procedure). Work typically isolated to area of failed component. Proposed pricing and any future billings will be inclusive of the price associated with TT&E.

Overhaul: Disassembly, cleaning, repair of all required components, and restoration to CMM limits. Depending on part and OEM, the required overhaul procedure may be specified in the CMM or OHM. Proposed pricing and any future billings will be inclusive of the price associated with TT&E.

Parts Manufacturing Approval: Manufactured in accordance with OEM specification and certifiable through the FAA.

New Spares: The part is new from the factory Original Equipment Manufacturer (OEM) and has its appropriate OEM trace and certification (8130-3 and/or Certificate of Conformance (CoC)).

New Surplus: Part is new manufactured, and has not been used, and was not obtained from the OEM, rather a third party OEM trace and certification are required (8130-3 and/or Certificate of Conformance (CoC)).
