ESCAPE Sources Sought Synopsis Questions and Answers As of 22 Oct 20

1. Is it the Government’s intent to have the Contractor to host the IL5 SaaS in a contractor owned facility or assist in a Government Owned facility?

Government Response: Contractor shall host and deliver an IL5 & IL6 platform with requested SPM software.

2. Are you targeting any specific MAAC contract vehicles for this work?

Government Response: The Government is currently conducting Market Research and has not made a determination of the contract vehicle at this time.

3. With respect to the IL5 certification, is it necessary for a potential prime contractor to currently hold IL5/IL6 or simply to be able to obtain IL5/IL6 upon contract award? Alternatively, would it be sufficient for a sub-contractor to hold IL5/IL6?

Government Response: Contractor(s) should have a readily deliverable IL5 Software as a Service (SaaS) environment and must deliver an IL6.

4. With respect to the Service Parts Management (SPM) system mentioned, do you have an SPM system already built which you need migrated to a cloud environment, or do you require a cloud-native SPM system to be built from scratch?

Government Response: Yes, SPM is currently licensed to the AF

5. Could you help us understand how SPM is defined and used in this context? It may be helpful for us to understand the end-user organization, e.g. depot-level maintainers for a specific airframe.

Government Response: SPM is a software the AF is licensing from a third party vendor.

6. Is there a possibility for granting an extension to the Sources Sought response deadline were we to ask for one?

Government Response: The Government currently does not anticipate extending the closing date of the Sources Sought Synopsis.

7. Is the Service Parts Management (SPM) System already built? I reviewed the 2016 PWS and believe it is already in production, you are looking to move it to the cloud?

Government Response: Yes, it is a vendor software the AF licenses. SPM is already built and fully configured including data automation between the SaaS and the AF. The IL5 side is already in production with Authority-to-Operate through DISA. The AF is looking for an IL6 with the follow-on contract to install the already configured and built SPM.

8. Does both the Prime and Sub-Contractor need to hold IL5-6 certification or be able to obtain IL5-6 upon contract award?

Government Response: Potential offerors should have an existing IL5 SaaS platform. IL6 SaaS platform is awarded on the contract. Currently, sub-contractor has the IL5.

9. The Government states they want the successful bidder to perform sustainment on the current system, maintain functionality, config and “must demonstrate ability to edit SPM code” yet seemingly without access to the code? Reference line number 13 in the QA responses from 08 Oct 20. Is it the assumption that the successful bidder subcontract with the incumbent to have access to the source code?

Government Response: The Government is currently conducting Market Research and has not made a determination on whether or not this effort will be competitive.

10. Do you have an estimated release date for the Request for Proposals?

Government Response: We are currently targeting an estimated award date near the end of the calendar year for 2021, and anticipate an RFP being released early to mid-2021.
