REQUEST FOR INFORMATION #2

Contract Field Teams Program

This Request for Information only is being utilized for market research in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e). This is not a Request for Proposal, and the government does not intend to make an award on the basis of this Request for Information or otherwise pay for the information solicited herein.

The Air Force Sustainment Center, Enterprise/Specialized Contracting Branch (PZIE), is seeking to identify sources that may be capable of providing services for the Contract Field Teams (CFT) program. The purpose of the CFT contract(s) is to provide supplemental on-site Organization, Intermediate, and Depot level maintenance support for modification, maintenance, inspections, and repair of various aircraft, missiles, ground support equipment and vehicles on-site at operational government locations worldwide. This effort also includes the modification, maintenance, inspection, and repair of associated support equipment for any Federal Agency or authorized Foreign Military Sales (FMS) customer locations both in the Continental United States (CONUS), and Outside the Continental United States (OCONUS). All weapon systems supported under this contract will be non-commercial and must have Government owned technical data. These requirements will not be personal services.

Currently, all CFT contractors provide supplemental maintenance for all types of Federal Government weapons systems to include rotary wing, fixed wing, vehicles, support equipment and other equipment. All CONUS requirements for 50 Full Time Equivalents (FTEs) or less are competed among the Small Business Multiple Awardees. All CONUS requirements for more than 50 FTEs and all OCONUS requirements are competed among the Large Business Multiple Awardees.

All interested parties are requested to send company and/or descriptive literature along with responses to the questions below and any comments to Wade Ward via e-mail at bradley.ward@tinker.af.mil or Nicole Shinn via e-mail at nicole.shinn@tinker.af.mil or Melony Adamski via email Melony.Adamski@tinker.af.mil. Responses are due no later than 4:00 PM CST on 12 Sep 13. No phone or FAX requests will be accepted. If you have additional questions or comments, they must be submitted in writing, (e-mail is preferred); no telephone calls will be accepted. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government.

Specific questions related to Small Business Parameters and opportunities

1) Have you completed the first RFI posted on 6 Dec 12? If not, please do so.

2) The NAICS Code for this effort is 336411 with a size standard of 1500 employees. Does your company have experience with this NAICS Code? Is your company responding to this RFI as a Small Business or Large Business?

3) The Government is considering OCONUS opportunities for Small Businesses.

If the Small Business Parameter for OCONUS work was established for < 25 FTEs, there is a potential for three OCONUS CFT Task Orders. These OCONUS sites range in FTEs from approximately 8-18.

a) Is your company interested in performing these OCONUS requirements? If so, do you have the capacity and resources to do so successfully?

b) This would require Small Businesses to develop and propose NTE OCONUS Rates at the basic contract source selection. If you are interested, does this change your opinion?

4) If the Small Business Parameter for OCONUS work was established for < 75 FTEs, there is a potential for an additional two OCONUS CFT Task Orders with a team complement of >25 but < 75 FTEs.

a) Is your company interested in performing these OCONUS requirements? If so, do you have the capacity and resources to do so successfully?

b) Does your company have experience sending teams of this size overseas? If so, what countries?

5) If Small Businesses were able to compete for all OCONUS requirements, there is a potential for an additional two OCONUS Task Orders with a team complement range of approximately 275-800 FTEs.

a) Is your company interested in performing OCONUS requirements of this magnitude and complexity? If so, do you have the capacity and resources to do so successfully?

b) Does your company have experience sending teams of this size overseas? If so, to which countries?

c) There is a potential that CFT requirements could be in direct support of theatre operations. Does your company have experience sending teams into OCONUS theatre operations? Does your company have the capability and capacity to send teams into OCONUS theatre operations overseas?

6) The following scenario is provided as an example of a CFT CONUS program requirement. The Navy requested organization level maintenance and corrosion control to provide safe flyable aircraft to complete the Navy’s daily flight schedule. The Government requested a team complement of 90 FTEs to support this effort.

a) Would your company be interested in performing a requirement of this magnitude and complexity? If so, does your company have the capacity to successfully perform this requirement?

b) Does your company have experience in maintenance planning, material control and maintenance supervision of teams this size?

7) The following scenario is provided as an example of a CFT CONUS program requirement. The Army requested aviation field level maintenance and limited sustainment maintenance for various rotary wing aircraft and associated ground support equipment. The Government requested a team complement of 120 FTEs to support this effort. This single requirement is spread-out amongst multiple locations across the United States varying in the amount of FTEs per location. Each location requires not only the FTE team complement personnel but an indirect supervisor which is not a direct billable position to the Government.

a) Would your company be interested in performing a requirement of this magnitude and complexity? If so, does your company have the capacity to successfully perform this requirement?

b) Does your company have experience in maintenance planning, material control and maintenance supervision of teams this size?

8) The maximum size of a contract field team is not limited. For example, CFT CONUS requirements could have a team complement size of up to 1100 FTEs. Note: A team could be much larger, and there is no limit to the number of field teams on this contract. While there could be a single task order with a team complement of this size, there are numerous CFT Task Orders with teams varying in FTE’s from 100 – 1000. With this in mind:

a) Would your company be interested in performing requirements of this magnitude and complexity? If so, does your company have the capacity to successfully perform multiple requirements of this size?

b) Does your company have experience in maintenance planning, material control and maintenance supervision of teams this size?

9) The Government is also considering establishing a “middle-tier” parameter that would allow for competition amongst Small Business and Large Business. Under this scenario, there would be work set aside solely for Small Businesses, a middle-tier for both Small Business and Large Business and a portion of work solely for Large Business. This means Small Businesses would be given the option to directly compete with Large Businesses for certain CFT requirements.

a)Would your company like the opportunity to compete with Large Businesses for some larger efforts in the CFT Program in addition to the ones set aside for Small Business only?
b)Would your company be interested in proposing for these requirements? If so, please explain how you have the capacity to do so.
c)If you are interested in this middle tier concept, please suggest a FTE team size range with which you are comfortable in competing with Large Businesses.

10) Would your company prefer a 7 ½ year contract or a 10 ½ year contract? Please give specific examples as to why one is preferred over the other.

11) The Government is considering an approach that if a Small Business outgrows the established NAICS Code Size Standard by year 5, they will be given the option to compete as a Large Business for the remainder of the contract. Do you foresee any issues with this approach? The Government is also considering a process for “on-ramping” new Small Business awardees at year 5 to replace any Small Business who has outgrown the NAICS Code Size Standard. Do you foresee any issues with this approach? Does your company have any experience or ideas in relation to “on ramps” for Small Businesses at year 5? Does your company have any suggestions on how to address clauses that may need to be updated, changed, or added from the time of the original basic contracts?
