COMMENT/QUESTION RESPONSE
1 RFP What is the list of equipment in the MPSU SIL? Is all of it government owned? What is the current configuration of the SIL
(wire diagrams, schematics, floor layouts, etc)? Can we get a visit to the SIL?
The inventory list with SIL equipment owned and provided by the Government was attached to the solicitation. The MSF configuration requirements can be found in paragraph 1.6.8 of the PWS. Site visits to the SIL will not be arranged by the Government.
2 RFP Does the government own or have rights to the current software? If so, when can bidders view this code? What documentation is available for the software?
See below for the list of current information that the Government has available for viewing for all offerors meeting security requirements.
This data is contained on 3 DVDs and is available to view at our Tinker AFB, OK facility upon request. Please contact the contracting officer for a time and date to visit our facility to view the data.
3 RFP Can we use subcontracted efforts
(where we are not the prime with the government) in our past performance response?
Yes, see Section L for the past performance volume
4 RFP The RFP states we have to have
OEM agreements. Who are the
OEM’s that we must have an agreement with?
The Government believes the major OEMs are

OEMs as required depending on the offeror’s approach.

3. There is a reference to Technical Order 31S5-4-7251-1 Manual that is maintained in the Air Force ETIMS Library. If your company does not already have a Tech Order account, then you will need to fill out an DD Form 2345 to be allowed to view T.Os.
