INCENTIVE OPTION PLAN

E-4B NATIONAL AND NUCLEAR COMMUNICATIONS SUPPORT (N2CS)

AFLCMC/WLVK, TINKER AFB, OK

FA8106-16-R-0014

1 March 2016

(a) Consideration for award of Incentive Option years under the National and Nuclear

Communications Support (N2CS) contract may be earned as an incentive for above satisfactory and/or exceptional contract performance as outlined below. The purpose of these incentive option years is to incentivize the contractor to maintain a high level of performance throughout the life of the contract. Any incentive option year(s) earned, if granted, would be added sequentially following Option 5. Years are earned on the front or lost on the back. The two (2)

Incentive Options set forth in the Schedule are the maximum amount of Incentive Options for which consideration for award can be earned over the entire contract performance period. The

Incentive Options for which the Contractor may earn consideration for award are:

Incentive Option I (Estimated 27 May 22 – 26 May 23)

Incentive Option II (Estimated 27 May 23 – 26 May 24)

(b) To earn consideration for award of an incentive option the contractor must

i. Achieve at least a "Satisfactory" rating on all the CPAR elements with no negative trends in CPAR for the Evaluation Period.

ii. Achieve a minimum of two CPAR element ratings above “Satisfactory” with no negative trends in CPAR for the Evaluation Period.

iii. Meet all the performance objectives as set forth in the table below during the

Evaluation Period to be considered for the granting of one incentive option year.

Performance Objective (PO) PWS Performance Requirement Threshold

The Contractor shall provide the

SPO online electronic access to STs and deliverables. The data shall be downloadable in format specified in the ST.

The Contractor shall establish and utilize a process to work and close

STs agreed upon by the Government

1.6.3 100% compliance with individual Support

Tasks

The Contractor FSRs shall maintain a 24 hour single point of contact via telephone seven days a week for hardware/software support after hours.

1.6.4.5 100% compliance with single point of contact via telephone.

The Contractor shall provide the final Contractor source data NLT 60 calendar days after verification.

1.6.5.9.3 100% compliance with individual Task

Order

The Contractor shall deliver verified source data (fly-away data) for the prototype install 10 calendar days prior to aircraft Return To Service

(RTS).

1.6.5.9.6 100% compliance with individual Task

Order

The Contractor shall conduct a Pre-

Publication review for the TCTO and source data within 30 calendar days of completion of verification.

1.6.5.9.7 100% compliance with individual Task

Order

The Contractor shall conduct a Pre-

Publication Review for the TCTO and source data within 60 calendar days of completion of Verification to review incorporation of all the marked-up data from the verification master marked-up source data.

1.6.5.9.8 100% compliance with individual Task

Order

The Contractor shall perform expedited software change and testing for validated emergency software changes. Emergency software changes shall be developed, tested and delivered within 14 calendar days.

No more than 50% of the delivered emergency software changes during a period of performance require a delivery extension

The Contractor shall conform to the provisions of DoD 5220.22-M for safeguarding classified information and material.

4.1.6.1 100% compliance required for each contract quarter.

9 The Contractor shall generate and make available the data identified

No more than four (4) validated complaints or deviations from Plans or herein in contractor electronic format for deliverables. Draft documents shall be delivered in

Microsoft Word document format, presentations in Power Point and

Microsoft Project for schedules.

Final documents shall be delivered as Adobe PDFs. All items shall be transmitted to a distribution list provided by the Government.

Reports received in a quarter.

CDRL Quality: Data submitted is accurate and in accordance with

Contractor processes and established

Government policies.

For each submittal, no more than one (1) submittal returned for re-work in response to original Government comments of

Contractor submitted documentation complying with Contractor established processes. The Contractor shall perform the re-write at no additional cost to the

Government.

(c) Failure to meet even one of performance objectives at the specified threshold during the evaluation period will result in the contractor not earning consideration for award of an incentive option during that evaluation period. The evaluation periods for the above incentive options are:

6 month extension of services, if exercised 27 May 24 – 26 Nov 24

(d) Upon completion of the final CPAR for the appropriate Evaluation Period, the System

Program Office (SPO), located at Tinker Air Force Base, Oklahoma shall make a determination as to whether the Contractor’s performance qualifies for consideration of an incentive option and inform the PCO within 10 working days of their decision, notification of the decision in the form of a letter signed by the PCO will be sent to the Contractor. The SPO should take into consideration all of the users comments regarding the Contractor’s performance.

(e) The incentive option evaluation begins after the first full year of performance to allow the contractor sufficient time to exceed basic contract requirements. Option 2 shall serve as the 1st

Evaluation Period for Incentive Option I and Option 3 shall serve as the 2nd Evaluation Period for Incentive Option II. Failure to earn an incentive year in year number two does not preclude the contractor from earning an incentive in year three of performance.

(f) A favorable consideration for award of an incentive option does not constitute the exercise of an incentive option nor does it require the Government to exercise the Incentive Option. The

SPO decision is final and is subject to the disputes clause of the contract. Exercise of any

Incentive Option hereunder shall be at the discretion of the PCO in accordance FAR 17.207 and shall be executed by modification to the contract. A determination by the PCO not to exercise any of the regular annual options shall render this entire clause null and void. Each evaluation for an incentive option shall be considered separately. The plan may be changed unilaterally prior to the beginning of an evaluation period. The Contractor will be notified of changes to the plan by the CO, in writing, before the start of the affected evaluation period. Nothing in this document diminishes the rights of the Government under any other term or condition of the contract.
