Purpose of Pre-Solicitation Conference Describe T-1A Avionics Modification Program (AMP) Review Draft Solicitation FA8106-16-R-0004 to ensure clear understanding of Government’s requirements

Section H: Special Contract Requirements H-01 INDEMNIFICATION OF GOVERNMENT ASSETS (December 2015)
By written acceptance of this clause by the contractor and execution of this contract by the United States Government, the contractor hereby agrees to indemnify and hold harmless the US Government against any and all losses, claims, liabilities, and expenses, for aircraft costs and aircraft component costs logistically supported under this contract, which are in the possession, care, custody, or control of the contractor while on the contractor’s premises, vendor/subcontractor premises or the Main Operating Bases (MOBs) identified in the contract schedule under places of performance. Additionally, the contractor is required to comply with the existing base safety procedures of the MOBs. Reimbursement of any damage to or loss of an aircraft will not exceed the replacement cost of that particular aircraft, including all modifications and improvements. Third party claims are excluded from this provision. Acts of God are expressly excluded unless provisions to cover these occurrences are covered by the Contractor’s insurance policies.

Proposal Submission Instructions The Offeror's proposal shall consist of four (4) Volumes:
Volume I - Technical Volume II - Past Performance Volume III - Price Volume IV – Contract Documentation Two (4) hard copies of the proposal (Volume I and II) Three (3) hard copies for Price Volume (Volume III) Two (2) hard copies of Contract Documentation (Volume IV) Two (2) CD-ROM copies of the proposal volumes I, II, and IV One (1) CD-ROM copie of proposal volume III
Section M – Evaluation Factors for Award Best Value Trade-off Process (FAR 15.101-1) Factors and Subfactors to be evaluated Factor 1 – Technical Sub-factor 1 – Aircraft and Simulator Modification Strategy Sub-factor 2 – System Requirement Document (SRD) Sub-factor 3 – Simulator (OFT and PTT) Specific Requirements Sub-factor 4 – Logistics and Planning (Implementation) Factor 2 – Technical Risk Factor 3 – Past Performance Factor 4 – Price
Proposal Submission Instructions – Volume IV: Solicitation Documents Authorized official shall sign and complete:
Solicitation Section A. SF 1447, Solicitation, Offer and Award, and applicable amendments Solicitation Section G. Contract Administration Data Solicitation Section K. Representations, Certifications, and other Statements of Offerors Include any proposed exceptions to solicitation terms and conditions
Section M – Evaluation Factors for Award (Continued) Evaluation Criteria for Award, Order of Importance of the Evaluation Factors:
• Factor 2 (Technical Risk) is approximately equal to Factor 3 (Past Performance)
• Factor 2 (Technical Risk) and Factor 3 (Past Performance) individually are more important than Factor 4 (Price)
• Factor 2 (Technical Risk) and Factor 3 (Past Performance) when combined are significantly more important than Factor 4 (Price)
