23.
Appendix B
Q. Appendix B, which denotes platforms needing “Flight Manual Storage”, shows a total of 11 platforms. There are a total of 17 platforms listed in paragraph B-1(a) of the RFP. Should we assume that the platforms listed in the RFP, which are not listed in Appendix B, have no Flight Manuals requiring storage?
A. The GFP list provides the number of manuals need storage at the current time. The number of manuals may change during performance period. The only platform that is missing is KC-10 which has 14 manuals. Amendment to RFP will be issued to add KC-10.
24.
Appendix B and
Q&A #19 21-Sep 2010 Q. Appendix B, which denotes platforms needing “Flight Manual Storage”, lists a total of 398 books. However, in the Q&A dated 21 September, the answer to question 19 states “the contractor is responsible for roughly 420 TOs including paper, CD and digital files”, and the “Pricing Table 2” sheet of the Pricing Matrix denotes 385. Please clarify the discrepancy.
A. The “420” and “385” are estimated numbers for planning purpose. Refer to Appendix B for the actual numbers of manual at the current time.
25.
Appendix B
Q. Appendix B, which denotes platforms needing “Flight Manual Storage”, references the KC-10 platform only with regard to the Wire Database CD/DVD. What is the number of manuals associated with that database?
A. There are 30 wiring diagram manuals in the data base which do not requires storage.
26.
Attachment 1 (Pricing Table 2)
Q. “Pricing Table 2” of the pricing matrix, shows 30,828 pages estimated on the “Digital Data Conversion to SGML” CLIN. Yet there are only 27,100 pages estimated on the “Pre-Publication Review Copy” CLIN. There seems to be a discrepancy in the count for the pre publication review pages. It is our experience that the pages converted to SGML must go through a Pre-Pub review before print and distribution. Is the discrepancy an oversight, or are the 30,828 pages in addition to the 27,100 pages?
A. Yes.
27.
Attachment 1 - Pricing Table 2
Q. A Pre-Publication Review would take place any time a change in the source data occurs. Therefore, it is anticipated that the estimated page counts from CLINS “Text Change”, “Text Change to Illustration”, “Technical Page Development from Source Data”, “Revised Illustration”, and “New Illustration”, should all be included in the estimated page count for the “Pre-Publication Review Copy”. Yet, the estimated page count for the “Pre-Publication Review Copy” does not seem to match any of the anticipated totals. Please clarify.
A. The “27,100” is an estimated number for the requirement. At times, more than 1 pre-pub review copy is required.
28.
Attachment 1 - Pricing Table 2
Q. Understanding that the CLINs listed with a “1” as their estimated page count means that the Government is looking for a FFPPP (Firm Fixed Price Per Page). Will the Government please provide estimated pages for each of those CLINs in order for the contractor to determine the anticipated level of effort?
A. The “1s” in the pricing matrix means the Government may only require 1 page/1 package for each performance period.
29.
Hardcopy storage and maintenance requirement.
Q. From the information provided, the contractor cannot estimate the historical information that each of the platforms will use and determine the amount of additional stock that must be maintained for each platform book (which is compounded by the number of pages required for each book). Will the government provide the estimated square footage or shelf space required to support the hard copy storage effort?
A. See response in Q. 20. The storage space required is all depends on contractor’s approach.
30.
Appendix B
Q. Appendix B is titled “Flight Manual Storage”. Are there additional types of documents that will need storage and support, and if so, what are the total numbers of those books per platform?
A. No
31.
General – Extension Request
Q. Will the government provide an extension of at least one week after the release of answers to questions to provide vendors with sufficient time to provide a fully responsive proposal?
A. At the current time, the Government does not anticipate any extension to the due date.
32.
App A – PWS 1.5.1
Q. In reviewing requirement 1.5.1 of the Performance Work Specifications for the above stated solicitation, I noted the reference to AFTO Form 252 which was rescinded by the US Air Force in 2002.
Please provide clarification on the current form to be used as well as specific methods in place at Tinker AFB which affect the processing of History Package Form sets.
