About this file

This document is a Request for Information Questions and Answers addendum to Sources Sought Notice FA8101270001 for commercial vehicle rental services supporting the 2027 Tinker Air Force Base Airshow.

The Government seeks to rent approximately 86 vehicles across multiple classes for the airshow scheduled June 5–6, 2027. Responses are due by October 22, 2026 at 2:00 PM Central Time. The Government targets final quantity determination by March 1, 2027, with award anticipated in April 2027, providing vendors 45–60 days lead time before the event. Vendors must submit rough-order-of-magnitude budgetary estimates to support Independent Government Estimate development and funding allocation. Key operational requirements include: minimum operator age of 21 per Oklahoma law, with vendors stating any under-25 surcharges and confirming rental availability to military members under 25 on official orders; vehicles will not operate on active flight lines or aircraft movement areas with no special markings or FOD requirements; delivery of approximately 86 vehicles via 12–15 truck loads to an entirely paved, gated, secured staging area that accommodates large cargo and overnight parking; and coordinated delivery scheduling through a primary point of contact, with partial deliveries on or about June 2, 2027 considered if gate or escort capacity is constrained. The staging area, managed by Security Forces, regularly receives outsized cargo and supports typical semi-truck operations. Vendors are welcome to suggest preferred delivery windows with their submissions.

Request for Information Questions and Answers

# Question Answer POC

Minimum driver age. Will the Government set a minimum age for operators, particularly for 12 to 15 passenger vans? This directly affects insurance cost.

Yes. Minimum operator age will be 21 to align with Oklahoma law. Vendors must state any under-25 surcharges and confirm whether they will rent to military members under 25 (or under company minimum) when on official orders, particularly for 12- to 15-passenger vans.

Flight line operations. Will vehicles operate on the active flight line or aircraft movement areas? If so, are any vehicle markings, flags, beacons, or other installation requirements needed, and should FOD exposure be expected beyond normal use?

No. Vehicles will not operate on the active flight line or aircraft movement areas. No special vehicle markings, flags, beacons, or FOD-related requirements beyond normal commercial use are anticipated.

Final quantity date. PWS 2.2 lets the Government adjust quantities within classes before award. What is the expected award date, and what range of adjustment is anticipated? The 2027 NCAA Women's College World Series is scheduled in Oklahoma City from 3 to 11 June 2027 (NCAA, ncaa.com/championships/softball/d1), so fleet commitments will need to be made well in advance.

Air show dates are 5–6 June 2027. The Government targets final quantity determination by approximately 1 March 2027 and award in April 2027 to provide vendors 45–60 days of lead time prior to the NCAA Women's College World Series (3–11 June 2027).

While PWS 2.2 permits adjustments within vehicle classes, the intent is to lock quantities as early as practical to support fleet reservations. Limited late adjustments may still occur based on operational needs.

Delivery throughput. Delivering 86 vehicles by hauler is roughly 12 to 15 truck loads. Can the Truck Gate and escort team support multiple haulers at once? Would the Government allow partial delivery on 2 June 2027 if gate or escort capacity is limited?

The Government will coordinate Truck Gate access and escort support with Security Forces. Upon award, a primary POC must be identified for directing all coordination for delivery, pick up, and escorts. Multiple haulers can be supported through scheduled arrivals; partial deliveries (including on or about 2 June 2027) will be considered if gate or escort capacity is constrained. A preferred delivery window suggestions from vendors are welcomed with the submissions.

Staging area. Please share the staging footprint size, surface, and hauler turning and unloading clearance. Will vehicles remain in this area overnight between uses, and is it secured?

The staging area is located inside an entirely paved, gated and secured area.

The area receives and transports large, outsized cargo regularly. Typical semi’s come in and out of the area. The area is secured overnight; and overnight parking of vehicles between uses is anticipated as required by the event schedule.

Response date. Section 6 of the notice reads "[Insert Response Date and Time]."

SAM.gov lists 22 October 2026 at 2:00 PM CT. Please confirm.

Confirmed. Responses are due no later than 22 October 2026 at 2:00 PM Central Time, consistent with the SAM.gov posting.

Budgetary quote. The questionnaire asks vendors to return it "alongside your budgetary quote," but the notice does not request pricing. Is a rough order of magnitude estimate wanted at this stage?

Yes. Although this Sources Sought notice is for market research and planning purposes only and does not constitute a formal solicitation or request for proposals, a rough-order-of-magnitude (ROM) budgetary estimate is requested. Receiving ROM pricing will greatly assist the Government in developing a realistic Independent Government Estimate (IGE) and securing the necessary funding allocation for this requirement.
