ADDENDUM TO FAR 52.212-1

INSTRUCTIONS TO OFFERORS (ITO)

Instructions, Conditions, and Notices to Offerors

This section amends FAR 52.212-1, "Instructions to Offerors - Commercial Products and Commercial Services" (Date: Sep 2023), as follows:

1. Submission of Offers:

• (a) Method of Submission: Offerors shall submit an electronic copy of their dated offer via e-mail.

• (b) E-mail Address: Michael.shand@us.af.mil / Anneli.walsh@us.af.mil

• (c) Subject Line: The solicitation number FA810125Q0025 must be included in the subject line of the e-mail.

• (d) Deadline for Submission: Offers must be received by 11 September 2025 at

12:00 CST. Offers received after this deadline may not be considered.

• (e) Facsimile Proposals: Facsimile proposals will not be accepted.

2. Offeror Information:

• (a) CAGE Code: The offeror shall provide their Commercial and Government

Entity (CAGE) code with their offer.

• (b) DUNS Number: The offeror shall provide their Data Universal Numbering

System (DUNS) number with their offer.

3. Offer Schedule:

• (a) Submission: Submit a dated Offer Schedule.

• (b) Marking: The Offer Schedule must be marked with the solicitation number: FA810125Q0025.

Evaluation Factors for Award

52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021), Addendum

(a) Evaluation Factors for Award:

(1) General. Offers shall be evaluated in accordance with FAR 52.212-2, "Evaluation—

Commercial Products and Commercial Services" (Nov 2021), which is incorporated into this Request for Quote (RFQ). This addendum supplements paragraph (a) of FAR

52.212-2.

(2) Basis for Award. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering price and technical acceptability.

(3) Evaluation Factors. The following factors shall be used to evaluate offers:

(i) Technical Capability

(ii) Price

(4) Evaluation Process. Competing offerors' proposals will be evaluated for technical acceptability first. Only those offers determined to be technically acceptable will have their prices considered for award.

(c) Notice of Award:

(1) Binding Contract. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

(2) Acceptance of Offer. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
