SECTION I

1.1 Work Scope:

This Statement of Work (SOW) defines the requirements necessary to ensure that the digital aeronautical database, Flight Information Publications (FLIP), and the Electronic Flight Bag (EFB) application accessibility and distribution is consistent with Air Force (AF) requirements set forth herein. This SOW provides the requirements for the maintenance, certification, and distribution of all aeronautical Safety of Navigation (SoN) products and services listed herein. All performance, with respect to the delivered products and services shall be performed at a contractor owned or operated facility that performs validation, development, distribution, and quality control processes in accordance with Government and industry standards. The contractor shall allow the Government to review technical data and processes to ensure work meets Government requirements and quality standards.

1.2 SOW Updates:

Contractor shall not make any changes to the requirements in this SOW. The Government will maintain the SOW during the performance of this contract and ensure all changes are necessary and consistent with the requirement of Federal Acquisition Regulation (FAR) and FAR Supplements.

1.3 Contractor Identification:

Contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

1.4 Meetings and Reports:

Meetings will be scheduled by the Program Manager on an ad hoc basis as needed, which will include but not limited to Program Management Reviews addressed in para 1.5 of this SOW. Contractor shall provide a Contractor Progress and Status Report monthly to USAF AFFSA containing data to include, but not limited to, information accessed and authorized user identity with regard to Flight Information Publication access. The monthly report shall also provide detail on the user account activities to include, but not limited to, the number of accounts issued, active, canceled, and reissued.

1.5 Program Management Reviews (PMR):

Collaborative forecast meetings with the Government on a quarterly basis or as required. Government will conduct semi-annual site visits to review information handling and distribution processes. Other discussions during the PMR shall include, but are not limited to all business at hand, such as, pricing, add/delete items, action items, old business, and any other contract concerns or issues.

When meetings or reviews are held at the Contractor’s site, the Contractor shall provide a proposed meeting agenda, post meeting minutes, provide access to their facility where contract work is being conducted, and provide office equipment (e.g., access to telephone, internet, fax) for the duration of the PMR. For all meetings, the Contractor shall provide the appropriate personnel, presentation materials, mockups and technical data. Copies of presentation materials shall be prepared for all meeting participants.

1.6 Quality System:

Contractor shall develop, implement, and maintain integrated Quality Control (QC) and Quality Assurance (QA) processes for all items for the purpose of providing and maintaining confidence in contractor performance, product delivery, and data integrity throughout the life of the contract. Quality shall be ensured throughout the program in all areas of data processing and coding, FLIP accuracy, and digital distribution of all products and services.

The QC/QA processes shall be to each line item to ensure accuracy and validity of the aeronautical information and distribution methods. The Air Force reserves the right to verify the effectiveness of the QA program through reviews and audits of work in progress at contractor owned or operated facilities.

1.7 Safety:

Contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health.

1.8 Government Furnished Property (GFP):

No Government Furnished Material/Property will be provided.

1.9 Government Furnished Equipment (GFE):

No Government Furnished Equipment will be provided.

1.10 Government Furnished Information (GFI):

The Government will provide the necessary data to support the content requirements of the aeronautical database and access to services. Data will include newly developed Instrument Flight Procedures (IFP), changes/updates to existing IFPs as they occur and digital access authorizations and updates to the DoD Digital Aeronautical Flight Information to include the Digital Aeronautical Flight Information File (DAFIF), NGA Nav Plan (JOG, TPC, ONC, JNC, GNC, LFC, TFC, Range, MIMs), DTED2, VVOD, aircraft performance manuals, DZ/LZ ZAR, AFD, AFWA, ASRR, and BASH. This will also include the DAFIF 8.1 specification, which will be included with DAFIF.

Software or system security changes/upgrades driven by DOD policy (i.e., DISA) requiring updates to the data, charts, or applications will be negotiated between the parties as a modification to contract.

1.11 Ozone Depleting Substance (ODS):

This SOW does not require the use of a Class 1 Ozone Depleting Substance (ODS) in the performance of the contract.

1.12 Green Procurement Program (GPP):

GPP is a mandatory federal acquisition program that focuses on the purchase and use of environmentally preferable products and services. GPP requirements apply to all acquisitions using U. S. Government appropriated funds, including services and new requirements. FAR 23.404(b), Agency Affirmative Procurement Program, applies and states the GPP requires 100% of Environmental Protection Agency designated product purchases that are included in the Comprehensive Procurement Guidelines list that contains recovered materials, unless the item cannot be acquired: (a) competitively within a reasonable timeframe; (b) meet appropriate performance standards, or (c) at a reasonable price. The prime contractor shall be responsible for ensuring all sub-contractors comply with this requirement.

1.13 Document Storage:

All records and reports outlined in this SOW shall be prepared for each item and a copy kept on file by contractor for five (5) years after contract expiration.

SECTION II

2.1 Requirements:

The instructions stated below define the requirements necessary to ensure products and services meet global operational requirements.

2.2 General Products and Services:

The contactor shall provide the Government access to a certified aeronautical database, associated Flight Information Publications (FLIP), an Electronic Flight Bag (EFB) application, with an associated technical service support. All products and services shall be accessible through DoD and commercial web access. The products and services will made available to other US Government military departments and US Government agencies upon request and subsequent funding. This contract is for internal US Government use and will not support Foreign Military Sales contracts.

All products and services that have been approved for use in flight operations may be duplicated and distributed to any user within the USAF and/or other U.S. Government military departments/agencies that have purchased the products and services through this contract without restriction for the duration of this contract.

2.2.1 Aeronautical Database:

The processing of the aeronautical navigation data will be Federal Aviation Administration (FAA) Type I Letter of Acceptance (LOA) certified. FAA certification sustainment will be IAW FAA directives. Database will be Communication, Navigation, Surveillance/Air Traffic Management (CNS/ATM) compliant. Database management will be IAW Radio Technical Commission for Aeronautics (RTCA) DO-200A/B, Standards for Processing Aeronautical Data. The aeronautical data library shall be available to authorized users 24 hours per day, 7 days a week, until the end of the period of performance. The Contractor shall be responsible for issuing user names and passwords to authorized users at the request of the Government and in accordance with USAF policy and processes.

Contractor will provide their commercially sourced aeronautical Navigation Data extracted into a navigation database compliant with the U.S.G.’s DAFIF 8.1 format. This electronic flight navigation data is an electronic database, based on information from Government (otherwise referred to as States) sources and other publicly available sources.

This data is designed for and restricted to use on aircraft Flight Management Systems (FMS) and that are currently formatted to receive aeronautical navigation data in U.S.G.’s DAFIF 8.1 tab-delimited format. This also includes aircraft flight simulators, maintenance test equipment, and mission planning systems.

2.2.1.1 General Output Description:

Database Field Definitions and Table Layout(s) must correspond to the current U.S.G.’s DAFIF 8.1 specification. This file is suitable to deliver to FMS OEMs and other CNS/ATM entities that “pack” the data on FMS for inflight aeronautical navigation use.

2.2.1.2 Data Updates:

Database updates will conform to the 28-day Aeronautical Information Regulation and Control (AIRAC) cycle as established by the International Civil Aviation Organization (ICAO). These updates will consist of additions, modifications, or deletions to the database, which are effective on that cycle.

ICAO Annex 15 sets forth standards and recommended practices for States to follow for the dissemination of aeronautical data. Contractor will produce the database consistent with the information published by the States having governing authority over their respective airspace and aeronautical facilities. Contractor has no control over the accuracy, resolution or quality of the data supplied by the States. Contractor will receive information from the States in the form of an Aeronautical Information Publication (AIP) or other various source documents.

Data format or other changes must be coordinated with the U.S. Government and their Avionics OEMs prior to implementation and delivery.

Contractor shall make available a data alterations report upon request for any source data that fall outside the standard practices of coding published information.

Contractor shall issue database alerts using RSS Feed Technology for any changes to files issued by the contractor at no additional cost to the USAF. Alerts are not designed for individual pilot notification but are intended to supplement the database change notices by disseminating time critical information that could have a significant impact on flight operations. Significant changes affecting the navigation data will be published in database change notices, which will be distributed in a subscription service. Database alerts and change notices will be available over a website and should be subscribed to using RSS Feed Technology. The instructions for subscribing to alerts using RSS Feed Technology will be provided by the contractor.

2.2.1.3 Data Accuracy:

The accuracy of the database will be equal to the source data provided by Air Navigation Service Providers (States).

Contractor will perform consistency and logical checks on this source data prior to committing it to the database and at various points throughout the production process, in accordance with their normal, exceptional processes and quality checks. Every effort will be made to resolve any detected problems with the State to assure data quality.

Contractor will also maintain all data contained in their database to at least the same resolution as defined by the current user-defined specification for each individual element. Contractor will provide this data to the current user-defined resolution for each data element.

The U.S. Government’s current specification, and subsequent releases as periodically updated, will be provided to the contractor by the USAF’s Air Force Flight Standards Agency for the contractor’s use/reference to ensure the currency of the aeronautical navigation data solution.

2.2.2 Flight Information Publication Publications (FLIP):

Contractor shall provide digital access to all associated FLIP products to support authorized users supporting the operation of approximately 5450 aircraft. FLIP products are defined as Terminal Instrument Procedures (Instrument Approach Procedures [IAPs], Standard Instrument Departures Procedures [SIDs], Standard Terminal Arrival Charts [STARs], Airport Diagrams and visual approach procedures), airport diagrams, and textual information pages. Any products or information that have been approved for use in USAF flight operations may be duplicated and distributed to any USAF authorized user within the USAF without restriction for the duration of this contract.

This FLIP library shall include terminal aeronautical charts, diagrams and textual information, as well as access to

File Number: Page 7 new terminal charts as they are published.

The contractor shall provide the FLIP library via a unique, user‐specific password access to a web‐based service, and USAF‐authorized users shall revalidate account information on an annual basis, or upon request by USAF.

FLIP products shall be downloadable/savable via DoD and commercial network access. The FLIP library shall be available to authorized users 24 hours per day, 7 days a week, until the end of the period of performance. The Contractor shall provide all necessary technical staffing support to ensure that continuous access to this library is available to authorized users at all times throughout the duration of the contract. The Contractor shall be responsible for issuing user names and passwords to authorized users at the request of USAF and in accordance with USAF policy and processes.

Database shall be viewable via Java Chart Viewer or HTML Chart Viewer.

The Contractor shall continuously maintain and update the library via source inputs as reflected on the date of the procedure. As new foreign civil or military procedures are developed globally, they will be added to the library.

Duplication of the contractor‐furnished products and subsequent distribution may include but is not limited to paper, facsimile transactions, hard drives, CD, DVD, flash drives, network drives or servers.

Contractor shall allow authorities of the USAF to audit its records and contents of its commercial aeronautical data and products, upon written request, to ensure compliance with the use restrictions described in this document. The post‐audit report may be distributed within the USAF flight standards agencies on a need to know basis. The Contractor will be entitled to receive a copy of the post‐audit report.

2.2.3 Electronic Flight Bag (EFB) Application:

Contractor shall supply subscription EFB application service to support aircrew operating the approximately 6000 aircraft in the United States Air Force Active Duty (including all Major Commands), the Air Force Reserve Command, and the Air National Guard. This service will include, at minimum, a consolidation of Boeing EFB service contracts with those USAF components/units that are current as of September 1, 2020.

The EFB application service is required to include access to the Jeppesen standard global charting library through Jeppesen Military Charting Service (JMCS) subscription.

Application will have the capability to display own-ship location and will be capable of providing weather information, and display of enroute charts, standard terminal arrivals, and terminal procedures. Also, as provided by the U.S.G., the EFB will provide access to DFLIP and DAFIF data from within the application.

DFLIP and DAFIF data must include Air Refueling Tracks and Military Training Routes with integrated flight planning capability. In addition, the EFB application is required to provide official USAF weather data TAFs, METARs, icing and turbulence. Aircrew shall be able to file DD 1801 flight plans within the application.

(Jeppesen FliteDeck Pro is exempt from the requirements to pass U.S.G.-provided info through its application, as listed in this paragraph. This exception applies to those units who are under contract for Jeppesen FliteDeck Pro as of 1 September 2020, and will continue to utilize Jeppesen FliteDeck Pro for the duration of this contract).

Application will be available for download through the internet accessible via commercial or government networks. Updates to the application software will be automatically pushed to devices when the users logs into

File Number: Page 8 the application. Aeronautical data accessed through the application will be updated, at a minimum, every 28 days (Aeronautical Information Regulation and Control (AIRAC) cycle).

2.2.4 Technical Support:

Contractor shall provide 24-hour technical support for published Instrument Flight Procedures (IFP). A summary of IFP Technical Support activity including both date and time that an inquiry was received and the inquiry was returned, unit contact information, unit location, unit organization, unit POC, and subject of inquiry shall be included in the monthly status report. Aeronautical database and Electronic Flight Bag application support shall be available during normal business hours of operation. Access to technical support shall be available through email, internet, or telephonic means.
