PERFORMANCE WORK STATEMENT
(PWS)
For Systems Analysis Tool (SATool)

1. Section 1
| 1.1 | SCOPE |
| 1.1.1 | GENERAL |
The Air Force Flight Standards Agency (AFFSA) requires the use of the SATool in order to collect, manipulate and report critical mission data. AFFSA and ATCALS have been users of SATool since 1997. SATool is a Logistics Management tool that provides Air Traffic Control and landing System (ATCALS) user with over 5 years of on-line performance data that can be used to identify operation strengths and weaknesses, analyze maintenance trends and determine ownership costs.
1.2 TASK EXCUTION PLAN
The contractor shall provide AFFSA/ATCALS personnel access to the online data for all ATCALS Weapon Systems: FA-10095,FA-10221, FRN-44/45, FSC-127, FQS204, AN/GPA-134 ,GPN-22 GPN-30, GRN-29V, GRN-30V, GRN-31V, GRN-32V, GSH-72, AN/GSH-73, MPN-14K, MSN-7, OK-235/236, AN/TPN-19, TPN-24/25, TRN-41/42/45, TRN-48, AN/TPX-42A/V1/V2/V3/V7, URN-5, GPA-123.and any of the new replacement as they come on-line. Several replacement systems are planned for 2015 through 2025. Systems that need to be removed from reporting in SATool are FPN-62, GPN-20, GPN-25 and TRN-26. The Contractor shall Collect all metric data to include project plan and schedule, identification of systems (end item, serial numbers, GeoLocs, ERRC “T” items, NMC/PMC/FMC/Ao/Or/MRT/MTBF/MTBCR/ MICAP, ESR Analysis, Metric Min/Max Value Standards via data sources REMIS and D165 (MICAP).
And collect Depot Data to include ERRC “T” Recoverables, D200 Stock Listed Items, D035 Serviceable and Unserviceable, Fed Log Pricing, WSMT, T Coded NSN/PN, NHASSY, WUC and UID Parent-Child P/N data available. The contractor shall deliver a monthly report that list all authorized users. The contractor shall maintain SATool with availability rating of 98% or greater at all times.
1.2.1
Travel to Conferences and any other meetings as necessary. Travel will not exceed once per year. Travel & per diem costs will be reimbursed at cost IAW FAR Part 31.
1.3 PERIOD OF PERFORMANCE/PLACE OF PERFORMANCE
The period of performance shall be one year and commence on the date specified upon acceptance of this proposal plus four (4) option years.
1.4 GOVERNMENT FURNISHED EQUIPMENT/MATERIALS/ FACILITIES
1.4.1 Access to Depot data systems including but not limited to REMIS, D165, D200, D035
1.4.2 Common Access Card (CAC) if needed to access USAF data systems
1.5 INSPECTION AND ACCEPTANCE
Inspection and acceptance shall be a monthly review of collected data and manipulation capabilities. See attached Quality Assurance Surveillance plan.

2.0 REQUIREMENTS
2.1 Requirement Specifics

3.1 DELIVERABLE
3.1.1 Monthly user report-names of personnel authorized to use SATool SATool availability 98% or greater
4.1 GENERAL
4.1 Contractor
The contractor shall prepare monthly invoice and receiving report through Wide Area Workflow (WAWF) on-line system. The invoice shall be broken out according to contract service. Registration information, invoicing procedures, software downloads and web based training are available at https://wawf.eb.mil. The contractor shall have an electronic business point of contact listed in their Central Registration (CCR) listed prior to using WAWF.
4.2 Government
4.2.1 The contract shall notify the designated government representative via e-mail when the invoice in input the WAWF system. They will either approve the invoice or coordinate with the contractor if it is not acceptable.
4.2.2 The Government representative is Ms. Laura Morrison, AFFSA/XRL, 405-734-4714. Alt Government Representative is Ms. Stephanie Jane Roberts, AFFSA/FM, 405-734-4891.
5 SECTION II – SERVICE SUMMARY.
The Contractor shall be aware that in the absence of any contract requirement from the Service Summary does not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract. The Contractor shall ensure the following service summary requirements are accomplished:
5.1 Service Summary (SS) Requirements.
The Contractor shall ensure the performance objectives, performance thresholds, and support for surveillance methods are achieved as follows:
5.1.1 Performance Objectives and Thresholds.
The Contractor shall achieve performance thresholds identified in Table 2-1 of this PWS.
NOTE 1: The performance thresholds are designed to:
| a. Align contractor performance with objectives. |
| b. Focus on critical success factors in meeting performance objectives. |
| c. Reflect performance goals. |
| d. Promote continuous improvement in performance. |
NOTE 2: The Procuring Contracting Officer (PCO) and/or AFFSA/XRL Logistics and Sustainment Division will exercise surveillance over the performance thresholds.
5.1.2 Surveillance Methods.
The Contractor shall support the PCO and/or AFFSA/XRL Logistics and Sustainment Division surveillance methods as identified below.
a. One hundred (100) percent inspection of the output.
5.2 Contractor Performance Evaluation.
The Contractor shall be aware that the evaluation of performance will occur when PCO and/or AFFSA/XRL Logistics and Sustainment Division evaluates the service of the Contractor to determine whether or not it meets the performance measures of the contract.
NOTE: In the event the performance measure is not met, Quality Assurance Personnel (QAP) will issue written notification to the Contractor. In those cases, the QAP will take appropriate measures.
