Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: AFSC AFMC/PZIOA Purchase Request/ Identification Number:

F3Y0AA5100A001-B

WO 56298

Project/Program Name: Replace Control Monitor Boiler #5, B3001 Estimated Contract Cost (including Options):

$0.00

Section B: Description of the Supplies/Services Required

This is a one-time acquisition to pay for the labor (including installation and software implementation) of a government provided Panelview 15” touch screen control monitor. Estimated cost is $24,600.00

Section C: Justification for Soliciting from a Single Source

This acquisition should be awarded as a sole-source to Advance Boiler Control Service (ABCS), Inc. in the interest of economy and efficiency. ABCS is the current contractor for the required Air Force annual calibration and tuning for the boilers at B3001 boiler plant. The boiler is not operational at this time and the boiler has to be fully operational prior to the annual testing requirements. During both the installation of the control monitor and the annual tuning and calibration of the boiler, the boiler has to be shut down and then brought back up to full operation mode. By allowing the ABCS to install the control monitor and complete the annual testing, the boiler will only need to shut down one time (normal time to bring boiler up to full operation is several hours). By allowing ABCS to complete both the installation of control monitor and annual testing requirements for Boiler #5 in B3001 Boiler Plant will minimize the down time of the boiler which supports mission load processes in the maintenance area of B3001, also any OEM warranties provided by ABCS will not be voided.

Section D: Efforts to Obtain Competition

N/A

Section E: Steps to Preclude Future Single Source Awards

Until use of the boilers becomes obsolete at Tinker, the OEM will be the only source for such items to prevent warranty losses.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
