IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION
The authority for this action is Section 4202 of the Clinger Cohen Act of 1996, as implemented by FAR 13.501, and FAR Deviation 2008-O003, as only one responsible source and no other supplies or services will satisfy agency requirements.
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY)
76 MXSS is in the process of installing automated point of use Equipment (POU) throughout 76 MXW. Through this transition we discovered the need for a brand with specific abilities not currently offered by AutoCrib’s competitors. AutoCrib is the brand we found that is able to accommodate all our needs within one company.
Major differences AutoCrib offers not found in competitors:
1. Expendable Items Take and Return: when returning expendable items the cabinet will ask if the item is serviceable or non-serviceable. If serviceable the item will be returned to inventory and issued to the next user requiring it. If the item is non-serviceable it will be locked out and unable to be issued until it is replaced with a new item. This will contribute significantly to controlling foreign object damage (FOD) with the expendable items.
2. ScaleMate is an option that will allow users to weigh items taken out of the cabinet then accurately decrease quantity from the current inventory.
3. Touch screen controls allow the users an easier process for accessing items. Another feature of the touch-screen is the ability to use pictures to help with the items description to ensure the user selects the proper item.
4. Custom Sizeable Lockers allow the ability to automate items such as laptops, tool kits, tools, or any item that would not fit in the normal cabinet configuration.
5. The ability to change over to AutoCrib will eliminate the need to pay an annual service fee (currently $165,000.00) by allowing POU data to be collected at and used within 76 MXW. This conversion will also provide significant cost avoidance in the future.
VI. DESCRIPTION OF THE EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE
IAW FAR 5.203 (a)(2) and FAR 5.203(b) and (c), the requirement will be posted to FedBizOpps (FBO) as a combined synopsis and solicitation. The requirement will be posted for 14 days on the FBO website. This requirement is for brand name only AutoCrib items. This is not a sole source request. The requirement will be competed among the approved small business dealers for AutoCrib items.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE
The Contracting Officer will insure the items contemplated for acquisition are negotiated at a fair and reasonable cost to the Government. The contract will be awarded in accordance with FAR Part 12. Price analysis will be performed based on competitive prices provided by the approved dealers, comparison to recent historical prices paid by the Air Force for the same or similar items and Government should-cost information. The Defense Contract Management Agency (DCMA) will assist as necessary with inputs throughout the life of the contract.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED
IAW FAR 10.001(a) (2), market research has revealed these items are commercial as defined in FAR 2.101. The results of market research indicate these are brand name items, peculiar to one manufacturer, and are available for sale by approved dealers only. AutoCrib does not sell direct to customers. Market research revealed there are several small businesses approved to sell AutoCrib items. Therefore, this requirement will be solicited as a small business set aside among approved small business dealers of AutoCrib items.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION
The items described in Section III above are brand name AutoCrib items. It is necessary to implement AutoCrib products across the 76 MXW. This would be an improvement in the expendable FOD issue by offering a one for one item issue. This is a brand name request only.
X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE ACQUISITION
AutoCrib does not sell items directly to customers. All AutoCrib items are sold by approved dealers. The following small business sources are interested and were provided through market research and OC-ALC/SB:
