For CATs, the contractor shall prepare an annual summary of STI used in performance of the CAT. Costs incurred with producing this deliverable shall be charged to the BCO task order (i.e., DTIC) for MAC TOs and to the sponsoring requiring activity for CATs. See Section J, Exhibit J-7_Literature Search and Gap Analysis and CDRL A019, for instructions applicable to the lLiterature sSearch. For purposes of providing historical information, approximately seven (7) new TOs have been awarded each year under HD TATs, with an average total ceiling value of $27.4 M per TO. Revised the paragraph to “With respect to customer satisfaction, this feedback can be obtained from formal and informal contacts with the DoD IAC users brought about by technical inquiries, surveys, HDIAC Program Reviews, etc. User feedback information shall be reported in the IAC Semi-Annual Performance ReviewQuarterly Progress Report. The contractor shall include a user evaluation sheet with each HDIAC product distributed. The contractor shall send each evaluation sheet to the contracting officer’s Representative and HDIAC COR and PMA. The evaluation is designed to obtain a measure of product usefulness including user estimates of dollar savings, assessments of technical impact on DoD programs or operations, and other discussion of consequences for the user resulting from receipt and use of HDIAC supplied information. The report shall be submitted electronically to the IAC Program Management Office COR (CDRL A006).”

The paragraph is revised to “1.4.4.4 Monthly Cost Tracking/Financial Report: This report shall provide monthly and cumulative totals for all issued orders – this includes the DTIC-funded BCO "core" task order, other non-DTIC funded BCO task orders, all CATs, and any ETIs purchased using a HDIAC task order. The report shall include as a minimum: List of all open/closed CATs with an abbreviated title of requirement, RMS Reference # if any, requesting activity, period of performance start and end date, ceiling value, funded (obligated) amount, amount expended (broken out by deliverable and for technical inquiries), percent expended, total dollar amount subcontracted, total dollar amount of cost of performance incurred for personnel, percentage of cost of performance incurred for personnel expended by prime's employees, task order status (open or completed), total Full Time Equivalents (FTE) for all work on the contract combined, change of FTEs during the period (plus or minus), ETI orders, and report of receipts from Non-DTIC Funded services. As of 30 September (government fiscal year end), the contractor shall submit the report providing a summation for the fiscal year and also the sum of total ceiling values of all task orders issued to date from contract inception, and also segregated by contract year. These reports shall be submitted via email to the CO, HDIAC PMA and COR (CDRL A014).”

Section 1.4.4.6 is revised to Section 1.4.4.5. Section 1.4.4.5 is revised to “1.4.4.5 HDIAC Quarterly Progress Report (QPR): HDIAC shall submit a quarterly electronic progress report that will report progress towards meeting the goals written in the Operational and Strategic Plan (O&S) and report key activities and achievements in areas of information collection, processing, analysis and dissemination. At the discretion of the PM , COR or HDIAC PMA, the Quarterly Progress Report may be supplemented with monthly telephonic meetings with the IAC PMO. An electronic full-text copy in PDF format shall also be e-mailed to the Procuring Contracting Officer (PCO), COR and HDIAC PMA, NLT than the tenth of day of each quarter. (CDRL A007).

1.4.4.5 HDIAC Operational and Strategic (O&S) Plan: The contractor shall develop a detailed plan for HDIAC BCO not later than (NLT) 30 days after award of the contract. The contractor shall update the O&S plan annually on the anniversary of its contract award date and submit it to the DoD IAC Director, and COR, NLT than 30 days after the contract’s anniversary date each year.

The O&S Plan will be an artifact of, coincide with the Annual Performance Review (APR) and be exclusively forward-looking to the next year. The plan shall also describe efforts the contractor anticipates undertaking to increase its user base, identify technical areas likely to grow in importance, new technologies, key institutions, conferences or technical meetings and individuals that may require scientific, technical and operational information analysis and what they will do to make contributions to the development of those areas in the coming year. The Program Performance Measurements as found in paragraph 2.1 “Service Summary” and the performance metrics of Appendix 5.2 will be used as an DoD IAC PMO management tool to assess results of the BCO O&S plan. (CDRL A008 and A007).”

The plan shall include the HDIAC vision, mission statement, operating environment and technical community background information, organizational capabilities and challenges, staff recruitment and development, a governance/oversight process, an analysis of trends (for example, website hits, user inquiries) and prioritized goals and objectives for future operations, planning and methodology for accomplishing business and development goals and a description of detailed proposed business and marketing efforts, to include the entire IAC Program, to reach the goals.

1.4.4.6 Semi-Annual Performance Review (SAPR). Six months after issuing an O&S Plan, the contractor shall prepare a Semi-Annual Performance Review (SAPR) - due within 30 days after the 6 month mark each subsequent contract year. This will detail your progress towards attaining your goals and other aims as laid out in the O&S Plan. An electronic full-text copy shall also be e-mailed to the Procuring Contracting Officer (PCO), COR, and PMA. (CDRL A007).

Section 1.4.4.11 is revised to Section 1.4.4.12. 1.4.4.10 11 HDIAC Information Support System (ISS): The contractor, within 60 days after award, shall design, develop, implement, and maintain an electronic management information support system to support day-to-day operations of the center, including inquiry and transaction logging and tracking. The ISS will be used to support daily administration, operations, and financial management and service quality assurance of the BCO. The ISS is a management tool for operating the BCO and not an STI data repository, although the contractor may integrate its digital libraries/repositories with the ISS. The ISS information will be made accessible via electronic means to the maximum practical extent to the DoD IAC PMO and COR. (CDRL A002).

The ISS shall include the following categories of information, however the contractor may supplement this with additional information that it deems would be appropriate and beneficial to the program:

a. HDIAC registered user names, email addresses and user authorization level. This information will not be distributed, or made available, to any individual, organization, or company outside of HDIAC and the DoD IAC PMO without proper authorization from the DoD IAC PMO Director;

b. HDIAC information products, sales histories, and reminders for follow-up efforts in anticipation of potential requirements for additional HDIAC services or products. The contractor shall track sales and revenue (receipts) of BCO products that are developed using DTIC funds under the DTIC-funded BCO core services task order in the ISS. Funds provided by DTIC (obligated under the DTIC-funded BCO core services task order) that are used by the contractor to cover its costs for developing such products that are sold to outside customers (e.g. customers other than CAT and ETI customers and other than DTIC) shall be accounted for separately by the contractor from other BCO core services costs and captured in the Cost Tracking/Monthly Financial Report (CDRL A014). The contractor shall ensure that the amount of funds it allocates to the cost of developing these products does not exceed the revenue (receipts) earned from the sale of the products. See paragraph 1.5. – Service Charge System.

c. All records of user inquiry and copies or summaries of responses provided including the chronology of HDIAC activity for each technical inquiry. For each technical inquiry, a brief summary of the information needed shall be entered into the ISS, along with demographic information identifying the name, address, telephone, facsimile, E-mail, and other addresses of the user, and the time and date by which the user needs the response;

d. Financial data for each Core Analysis Task;

e. A directory containing names and current addresses, telephone, E-mail, facsimile numbers and any other pertinent information for experts included in the HDIAC SME database;

f. Assessments, information, comments and customer feedback/suggestions regarding HDIAC inquiries, actions, cases, and their associated responses and products; and

g. Mailing lists of HDIAC users or potential users, used for dissemination of all information which may include products, journals and promotional materials.

1.4.4. 1011.1. Database Details: The following information is provided with respect to databases currently maintained by the incumbent HDIAC contractor at the time of solicitation issuance. These databases will be provided to the contractor during the contract transition period:

- ISS Database: 765 GBs Data, 262,677 records available

- WWW Database: 31 GB Data, 7,251 records available

- Other Databases: N/A

The ISS database houses all customer related information pertaining to the IAC. This includes Contact lists, Mailing lists, Products, Training Courses, Order Processing and History, Inquiries, CAT Information and Financials, Feedback records, and Library metadata records.

The WWW Databases include all databases necessary for the HDIAC website to perform and function. This includes all content posted to the website along with tables for user data.”

HDIAC program development shall include, as a minimum: preparation of information brochures; displays of HDIAC information products and services for use in professional, trade and Government scientific, technical and management meetings; informational briefings presented to potential customers at conferences, meetings, or in their facilities via audio/video production, or live presentation or other media; and use of advertising in appropriate scientific and technical publications. The contractor will plan to provide physical representation at a minimum of one and a maximum of two venues per year at which government experts and other governmental interested parties in the homeland defense and security field will be present for the purpose of promoting and describing the HDIAC function, purpose, and services.

All advertisements and/or promotional materials shall be properly authorized by the COR prior to release. All program development and promotional materials including brochures, reports, electronic files, etc. shall be submitted to the COR for review and approval prior to release. Unless properly authorized by the COR, any listing containing the names and addresses of current or potential HDIAC users shall not be made available in paper or electronic form for any purpose. The HDIAC mailing list shall only be used for purposes related to program development, promotion, or general distribution of HDIAC information. The contractor may supplement work in this area with other program development documentation it deems appropriate and beneficial for the program. (CDRL A003).”
