The recent CSIAC BCO RFP is the only BCO RFP to date that has required that three of the allowable five past performances be submitted by the prime offeror. This is in line with the much narrower scope of the CSIAC relative to the scope of the other BCOs. Would the Government consider reducing the number of past performances that the prime offeror is required to submit to cover the broader and more diverse scope of the HDIAC from three to two as was the requirement in the previous solicitation for the HDIAC BCO? | No, three instances from the prime offeror is needed to ensure a substantial contribution of expertise from the prime. |
| 3 | L7.0 | EXTENDED TECHNICAL INQUIRY (ETI) RATE. Would the Government consider using multiple rates based upon rates proposed for the BCO for each year as opposed to a single fully burdened rate for ETIs? This would enable more realistic pricing of ETIs without encumbering and slowing down the ETI proposal and award process. For example, instead of using a single fully burdened labor rate based upon the average rate proposed for the BCO for a year, would the Government consider using multiple rates based upon three or four percentiles (e.g., 25th, 50th, 75th, and 90th) of the rates proposed for the BCO for each year. GSA uses a similar approach, based upon the OMB Service Occupational Classifications (SOC) and Bureau of Labor Statistics (BLS) wage data, to establish guidelines for rates for the four labor categories established for OASIS contracts (junior, journeyman, senior, and SME). These guidelines are used by the Government to develop IGCEs. | No. |
