Key points include confirmation that technical capabilities must be submitted within a 10-page limit, with flexibility to include past performance; clarification that technical and past performance volumes can be combined, while pricing must be in a separate volume; and confirmation of acceptable font sizes for tables and graphics (10-point Times New Roman). The amendment also addresses work hour calculations, indicating an 8-hour workday with a flexible lunch hour, and confirms there will be no extension to the proposal submission timeline, with an anticipated award date of 15 August 2025.

AMENDMENT 3

CLARIFICATION OF Q&As Q1) In the Q&A, the response to Question 41 states that offerors may provide information such as a capability statement, management plan, quality control plan, past performance, financial capability, etc. However, the response to Question 5 sets a 10-page limit for the proposal. Given the volume of information suggested, would you please confirm whether all of this is required within the 10-page limit?

Response: The information that is absolutely required is the technical capability in accordance with PWS. Vendors may include related service past performance and any other information within their subm. Therefore, the 10-page limit is for the submission of the technical capability plus additional information vendors include within their submission.

Q2) Would you please confirm the total number of work hours expected per year for the proposed roles of Management Administrative Assistants? Based on the stated duty hours of 7:30 a.m. to 4:30 p.m. EST, Monday through Friday (totaling 45 hours per week), we calculate approximately 2,151 hours annually, accounting for 11 federal holidays and 10 PTO days. Would you please confirm if this is correct or clarify the expected annual hours?

Response: The duty hours include a regular 8-hour workday with 1-hour lunch; however, there is flexibility with the lunch hour to accommodate individuals.

Q3) In the Q&A, the response to Question 5 states there is no preference regarding combined or separate files for volumes or sections. However, the response to Question 17 indicates that separate technical and price volumes are expected, with the option to include past performance. Would you please confirm how many distinct volumes should be submitted, and which content should be included in each?

Response: The technical, and if a vendor chooses to include past performance, both can be combined in one volume and pricing must be in a separate volume.

Q4) Are offerors permitted to use a smaller font size (e.g. Times New Roman 10-point) for tables, graphics, and captions, provided the text remains legible?

Response: Yes, 10-point Times New Roman can be used in those circumstances.

Q5) Would the government consider granting a one-week extension to allow companies adequate time to submit a compliant and compelling proposal following the Q&A?

Response: At this time, an extension will not be given for this requirement. An award is anticipated by 15 August 2025.
