1. Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information, included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued.
This requirement shall be sole source: under NAICS 519290 Web Search Portals and All Other
Information Services with a size standard of 1,000 employees. The Department of the Air Force, Air Force Installation Contracting Center (AFICC), 773 Enterprise Sourcing Squadron (ESS) has a requirement for the provision of the DoD Test Preparation Database Support per the attached
Statement of Work (SOW).
2. Requirement: The Department of Defense (DoD) Libraries has a requirement for the provision of the Testing Preparation Database. The DoD Libraries requires a practice testing portal that provides access to the database content delivered through a platform. Office of
Primary Responsibility (OPR) for this effort is the DAF Libraries, AFSVC/VCL, JBSA
Lackland, TX 78245-9854.
Database shall reside on a fully integrated platform that provides both practice tests and a suite of integrated preparation resources that are designed to support independent study, practice, and achievement necessary to succeed on official exams. In addition to practice tests, study guides, eBooks, tutorials, articles, flashcards, videos, guided courses, and targeted microlessons shall also be available.
The Testing Portal shall provide practice tests for the College-Level Examination Program
(CLEP), Defense Activity for Non-Traditional Education Services (DANTES) Standardized
Subject Tests (DSST), military practice tests (including Armed Services Vocational Aptitude
Battery (ASVAB), Air Force Officer Qualifying Test (AFOQT), Selection Instrument for Flight
Training (SIFT), and the Aviation Standard Test Battery E Series – (ASTB-E), college and graduate admissions tests (including Scholastic Assessment Test (formerly Scholastic Aptitude
Test) (SAT®), American College Test (ACT®), and Graduate Records Examination (GRE®)), Advanced Placement (AP®) Tests, college readiness exams (including the Test of Adult Basic
Education (TABE) 11/12, Accurate Placement (ACCUPLACER), and ASSET®), ACT
WorkKeys® National Career Readiness Certificate (NCRC)®, high school equivalency exams
(General Educational Development (GED®) and High School Equivalency Test (HiSET®)), and career and occupational licensing and certification exams. In addition to practice tests, the
Practice Testing Portal shall provide academic, personal skill building, computer literacy, and financial literacy skills building for all ages. It shall also provide a comprehensive suite of resources and tools to support job search and workplace skills for military members and their families.
The Practice Testing provider shall be responsible for all administration services of the database, data integrity, service maintenance, corrective and emergency database maintenance, preventative maintenance, data file management, backup and recovery, adaptive and perfective maintenance, and technical support necessary to deliver fully operational services.
The practice tests shall be available in three formats:

3. Period of Performance: The Period of Performance (POP) is for six (6) months. The entire period of performance for this contract action shall not exceed 6 months.

4. Questions: The Government will accept questions concerning solicitation number
FA805224TEST1 until 22 February 2024 at 1:00 PM CST. Email your questions to gustavo.guadron@us.af.mil, jackelin.guerrero_funes@us.af.mil and dorothy.howe@us.af.mil.
Any questions received after this date and time need not be considered.
5. Proposals Due Date: Proposals must be submitted electronically to the Contract Specialists:

Proposals must conform to the requirements of this solicitation and be received no later than 23 February 2024 at 3:00 PM CST. It is the responsibility of the offeror to ensure that the proposal and its attachments are received. Any proposal received after designated closing date and time need not be considered. All proposals shall conform to the
Contract Line-Item Number (CLIN) structure of the attached Pricing Schedule B.
6. Notice to Vendor(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the
Government has no obligation to reimburse Vendors for any costs. Respondent understands and agrees that it submits its proposal at its own risk and expense, and releases 773 ESS/PK from any claim for damages or other liability arising out of the posting process. 773 ESS/PK shall not be liable for any errors in Vendor's response. Vendor is responsible for careful review of its entire response to ensure that all information is correct and complete. Vendors are liable for all error or omissions contained in their responses. All informational material submitted in response to this posting becomes the property of 773 ESS/PK and shall not be returned.
7. Period of Acceptance of Proposals: The Vendor agrees to hold the prices in its proposal firm for 60 calendar days from the date specified for receipt of offers.
8. Wide Area Work Flow (WAWF): Include in the proposal that a Wide Area Work Flow
(WAWF) account has been initiated or already established (DoD) has mandated the use of
WAWF. All invoices shall be submitted using Wide Area Work Flow (WAWF).

9. SAM Registration: Firms submitting a proposal subsequent to the solicitation described herein, MUST be registered in the System for Award Management (SAM) database, or risk the proposal as being non-responsive, regardless if the package is considered complete, timely or any other salient consideration.
