STATEMENT OF WORK (SOW)

for

DoD Test Preparation Database

1. BACKGROUND

The Department of Defense (DoD) Library Program is comprised of the Department of the Air

Force (DAF) libraries and the Morale, Welfare, and Recreation (MWR) libraries of the Army, Marine Corp, and Navy. There is an on-going requirement for online Practice Testing support.

The contractor shall provide Practice Testing services specified in this contract to the DoD

Library Program both in the Continental United States (CONUS) and Outside the Continental

United States (OCONUS).

2. SCOPE

2.1 The Department of Defense (DoD) Libraries has a requirement for the provision of the

Testing Preparation Database. The DoD Libraries requires a practice testing portal that provides access to the database content delivered through a platform. Office of Primary Responsibility

(OPR) for this effort is the DAF Libraries, AFSVC/VCL, JBSA Lackland, TX 78245-9854.

2.2 Database shall reside on a fully integrated platform that provides both practice tests and a suite of integrated preparation resources that are designed to support independent study, practice, and achievement necessary to succeed on official exams. In addition to practice tests, study guides, eBooks, tutorials, articles, flashcards, videos, guided courses, and targeted microlessons shall also be available.

2.3 The Testing Portal shall provide practice tests for the College-Level Examination

Program (CLEP), Defense Activity for Non-Traditional Education Services (DANTES)

Standardized Subject Tests (DSST), military practice tests (including Armed Services Vocational

Aptitude Battery (ASVAB), Air Force Officer Qualifying Test (AFOQT), Selection Instrument for Flight Training (SIFT), and the Aviation Standard Test Battery E Series – (ASTB-E), college and graduate admissions tests (including Scholastic Assessment Test (formerly Scholastic

Aptitude Test) (SAT®), American College Test (ACT®), and Graduate Records Examination

(GRE®)), Advanced Placement (AP®) Tests, college readiness exams (including the Test of

Adult Basic Education (TABE) 11/12, Accurate Placement (ACCUPLACER), and ASSET®), ACT WorkKeys® National Career Readiness Certificate (NCRC)®, high school equivalency exams (General Educational Development (GED®) and High School Equivalency Test

(HiSET®)), and career and occupational licensing and certification exams. In addition to practice tests, the Practice Testing Portal shall provide academic, personal skill building, computer literacy, and financial literacy skills building for all ages. It shall also provide a comprehensive suite of resources and tools to support job search and workplace skills for military members and their families.

2.4 The Practice Testing provider shall be responsible for all administration services of the database, data integrity, service maintenance, corrective and emergency database maintenance, preventative maintenance, data file management, backup and recovery, adaptive and perfective maintenance, and technical support necessary to deliver fully operational services.

2.5 The practice tests shall be available in three formats:

3. MINIMUM REQUIREMENTS

3.1 Access to DoD database portfolio. The vendor shall:

3.1.1 Provide 24 hours a day, 365 days a year access to a test preparation database to authorized users via the Office of Secretary of Defense (OSD) Library Services

Platform, https://dodmwrlibraries.org, the Air Force (AF) Portal, and the Army Knowledge

Online (AKO) portal.

3.1.2 Provide 30 days prior notice of accessibility unavailability resultant from upgrade or other electronic maintenance requirements. Notice shall be accomplished by posting a notice to the website and the contract Point of Contact (POC).

3.1.3 Contract requirements:

3.1.3.1. Except for videos, all requirements shall be live no more than 30 days after contract award.

3.1.3.2. Offeror shall be certified as an official DSST prep provider by

Prometric.

3.1.3.3. Offeror shall demonstrate their ability to meet the components, categories, and subjects as identified in section 5.0. Please note that content types fall into two categories:

a. Test-specific: this content has been created for and explicitly references the official test it supports, including test-specific information, strategies, question types and rubrics, topics, subtopics, skills, etc.

b. Supporting: this content provides valid support for the development and/or review of the knowledge or skills assessed by a test but does not necessarily specify a test.

For example, a game focusing on the structure and function of cell organelles would be a supporting resource for the CLEP® Biology exam.

3.1.3.4. The Testing Portal shall include the following content types for test preparation and skills improvement:

a. Full-length practice tests for each of the official exams listed in Section

5.0. A practice test shall:

(1) be available online and downloadable in the mobile application.

Additionally, downloadable and printable “paper and pencil” practice tests for the following high-priority exams shall also be available: CLEP®, DSST®, ASVAB, AFOQT, SIFT, ASTB-E, TABE 11/12, ACCUPLACER®, ACT®, SAT®, WorkKeys®, AP®, GRE®, as well as all multiple-choice only admissions and career exams in the list.have multiple unique versions

(2) reflect the format, content, and timing specified in the official test blueprint

(3) reflect the same question types as the official test, including audio-based stems and technology-enhanced item types such as dropdown, hotspot, drag and drop, etc.

(4) allow for three different testing modes:

(a) Simulation mode, with enforced section and test timing based on official timed limit.

(b) Practice mode, with section and test timing displayed but not enforced.

(c) Learner mode, which allows for review of answers and answer explanations as the user progresses through each test question

(5) include the ability to flag questions for later review.

(6) allow the user to save progress and return at a later session to complete.

(7) indicate the topic and/or skill assessed by each individual practice question.

(8) provide a complete and effective answer explanation for every question. All multiple-choice and multiple-answer questions shall include an explanation not only for why the correct choice is correct but also why each of the incorrect choices are not, to help users better understand the nature of their error.

(9) include an instant diagnostic score report that indicates the user’s overall score and strengths and weaknesses, broken down by each topic/skill covered on the official test. The scores can be reported as scaled, raw, or percentage or a combination thereof.

(10) prescribe additional test-specific and supporting resources directly from the score report and user portfolio, based on the user’s performance.

(11) keep a record of scores/performance for all completed practice tests.

(12) Instantly scored practice question sets focused on individual topics and skills.

(13) More than 300 microlessons providing targeted, focused and interactive learning modules with videos, audio guidance, infographics, practice opportunities, and quizzes.

(14) More than 100 test-specific stand-alone informational videos for the

CLEP® and DSST® exams listed in section 5.0 as well as the ASVAB, AFOQT, SIFT, and

ASTB-E; and more than 100 additional stand-alone videos in supporting topics.

(15) Multi-level games to support active learning.

(16) Standalone interactive study activities targeted to individual topics and skills.

(17) Self-paced, asynchronous tutorials, which are learning courses with pretests, interim assessments, posttests, interactivity, practice opportunities, and completion certificates.

(18) Flashcard decks for all CLEP® and DSST® exams as identified in section 5.0; as well as the ACT, GRE®, GED®, National Council Licensure Examination for

Registered Nurses (NCLEX®), select AP® exams, and other important high stakes admissions and career exams.

(19) Test-specific eBooks for more than 50 CLEP® and DSST® exams, as well as the ASVAB, AFOQT, SIFT, and ASTB-E; the ACT, SAT, GRE®, GED®, HiSET®, and other important high stakes admissions and career exams — available online, in the mobile application, and printable/downloadable.

(20) Test information and study guidance in the form of fact sheets/articles for each of the official exams listed in section 5.0 — available online, in the mobile application, and printable/downloadable.

3.1.3.5. The testing portal shall include dedicated guided courses for the

GRE®, ASVAB®, ACT®, and SAT®. A guided course shall:

a. Provide integrated learning pathways that allow a user to progress through the course resources in a step-by-step manner or choose specific branches based on diagnostics or preference.

b. Include diagnostic pretests, progress checks, posttests, and practice tests with detailed score reports that identify strengths and weaknesses in test topics and provide targeted, topic-specific recommendations that can be accessed directly from the report.

c. Include a full suite of linked test-specific microlessons covering test information, all test topics, and strategies, plus additional test-specific and supporting resources such as eBooks, games, interactives, flashcards, etc.

d. Include a universally accessible interactive glossary of important test terms and concepts.

3.1.3.6. The testing portal shall include a dedicated college readiness center. The center shall include:

a. Full-length practice tests for the ACCUPLACER®, ASSET, TABE

11/12, as well as state-specific college placement tests for Florida and Texas.

b. Diagnostic pretests and posttests with remediation and improvement resource recommendations based on individual performance.

c. Test-specific and supporting microlessons, videos, study guides, practice sets, tutorials, eBooks, and flashcards.

d. Include a universally accessible interactive glossary of important college readiness terms and concepts.

3.2. Academic and Personal Skills Improvement Requirements

3.2.1. The testing portal shall include skills improvement resources in the following

3.2.1.1. College while in the Military:

a. Resources designed specifically to help those enrolling in college or graduate programs covering information on DANTES, what to expect, and G.I. Bill benefits.

b. Related tools: Technical program, college, graduate school, and scholarship search tools

3.2.1.2. Elementary School: Practice sets and videos aligned to national and state-specific standards in English Language Arts (ELA) and math topics for grades 4 and 5.

3.2.1.3. Middle School: Practice sets, tutorials, videos, and eBooks aligned to national and state-specific standards in math and ELA topics for grades 6, 7, and 8.

3.2.1.4. High School:

a. Practice sets, microlessons, tutorials, videos, and eBooks aligned to national standards in ELA and math topics.

b. Practice sets, microlessons, tutorials, videos, and eBooks in science, social studies, foreign language, and Science, Technology, Engineering, and Mathematics

(STEM) topics.

c. Resources to help improve study and research skills, organization skills, time management, financial literacy skills, and information and media literacy skills.

d. Resources to successfully search for and apply to colleges and universities.

e. Career exploration and information resources for high school students.

f. Related tools: Technical program, college, and scholarship search tools; college payment and budgeting calculators for students and parents; resume and letter builders with high school samples; interest and skills career matchers; registered apprenticeship and occupational explorer tools, internship, and job search engines; keyboarding tutorial tool to develop keyboarding skills.

3.2.1.5. College:

a. Practice sets, microlessons, tutorials, videos, and eBooks in developmental math and core English topics.

b. Practice sets, microlessons, tutorials, videos, and eBooks in college science and math topics.

c. Tutorials and practice sets to improve academic reading and writing skills, including how to find and cite sources.

d. Resources to help use campus resources, communicate with professors, improve study and research skills, organization skills, time management, financial literacy skills, information and media literacy skills, and stay healthy.

e. Resources to successfully search for and apply to four-year universities.

f. Career exploration and information resources for college students.

g. Related tools: Technical program, college, graduate school, and scholarship search tools; college payment and budgeting calculators for students and parents;

resume and letter builders with college and college grad samples; interest and skills career matchers; registered apprenticeship and occupational explorer tools, internship and job search engines; keyboarding tutorial tool to develop keyboarding skills.

3.2.1.6. Adult Learners:

a. Practice sets, microlessons, tutorials, videos, and eBooks to improve proficiency levels in mathematics and language arts in adult learners, with practice sets, microlessons, and videos aligned to the National Reporting System (NRS), English as a Foreign

Language (EFL), and Adult Basic Education (ABE) levels.

b. Resources in English and Spanish.

3.2.1.7. Spanish Speakers: Spanish-language resources including tutorials, practice tests, and e-books for skills development.

3.2.1.8. Computer and Software

a. More than 100 video courses to strengthen computer literacy skills designed to teach computer and internet basics and safety; Microsoft Windows operating systems

(including the latest, Windows 11); Microsoft Access, Microsoft Excel, Microsoft Outlook, Microsoft OneDrive, Microsoft Office 365; Microsoft PowerPoint; Microsoft Word; Microsoft

Project; Microsoft SharePoint Designer; Microsoft Visio; and Adobe Photoshop and Illustrator.

b. Videos courses covering a variety of AWS (Amazon Web Services) technologies and services to help beginner through advanced users learn technologies and increase proficiencies. Topics covered should include AWS cloud essentials, architectural concepts, the AWS console, server deployment, networking and connectivity, storage services and data backup, security and identity, database concepts and operations, and analytics and machine learning.

c. The Testing portal shall include a keyboarding training tool to interactively teach users how to type, increase typing speed, and develop strong keyboarding habits. It should have multiple levels, modes for different proficiencies, and offer a certificate of completion that displays the user’s final typing speed in Words per Minute (WPM).

3.2.1.9. Financial Literacy

A comprehensive financial literacy program with 120+ microlessons and videos covering essential topics in budgeting, bank accounts, credit and debt, mortgages, home purchasing and renting, car purchasing and leasing, living with roommates, planning for major purchases, paying for higher education, starting a career, starting a family, and family finances.

Financial Literacy shall also include quizzes, learning games, worksheets, checklists, an interactive glossary of 650+ defined terms.

3.3. Job Search and Workplace Skills Requirements

3.3.1. The Testing Portal shall include resources and tools in the following

3.3.1.1. Military to Civilian Career Transition

a. Resources designed specifically to help those transitioning from the military to civilian occupations, including information and guidance on choosing a career, leveraging military experience, job searching, networking, and interviewing, and writing

Knowledge, Skills, and Abilities (KSAs).

b. Related tools: Military-to-civilian occupations crosswalk explorer, resume builder with military-to-civilian occupation sample resumes, interest and skills career matchers, federal job search engine, job, and internship search engines for both the United States and Canada.

3.3.1.2. Workplace Soft Skills Resources for building workplace soft skills including tutorials, videos, Electronic Books (eBooks), and articles covering professionalism and teamwork, workplace etiquette, written and verbal communication skills, understanding documents and graphics, using email, researching, organization, negotiating skills, and time management.

3.3.1.3. Job Search and Career Transition

a. Resources including tutorials, eBooks, and articles covering how to change careers, job searching, filling out job applications, networking, resume and cover letter writing, interviewing, and salary negotiation.

b. Career exploration eBooks covering legal careers, law enforcement, education, culinary arts, and education.

c. Related tools:

(1) Integrated interest and skill assessment tools (in English and

Spanish) to help users research careers that match their interests and expectations, and build a personalized occupation knowledge base.

(2) Tools (in English and Spanish) to explore military-to-civilian occupation, occupation groups, STEM occupations, bright-look occupations, and registered apprenticeships with more than 1,100 occupation profiles explore and compare in detail, including average salaries, expected growth, key responsibilities, education requirements, videos, and paths for additional exploration.

(3) Resume builder tool with multiple templates and over 200 model resumes across all job categories and preparation levels including military to civilian transition resumes.

(4) Keywords for resumes and letters tool: More than 25,000 job specific keywords and action words.

(5) A guided letter builder with detailed examples and tips, which prompts job seekers to create cover letters and other essential job search letters throughout the job search process.

(6) Integration with USAJOBS to search the federal jobs database.

(7) Integration with Indeed job and internships search tools

(8) Job application tutorial tool to help users complete job applications.

3.4 Information Technology

3.4.1. Shall be an Interactive Platform accessed via a Cloud Solution (Website) and work properly through ALL Internet browsers to include Military Service Portals / Digital

Library Sites, https://dodmwrlibraries.org, and all .mil networks.

3.4.2. Shall be an Interactive Platform available through any device (notebook, laptop, desktop, etc.)

3.4.3. Shall support mobile devices (iOS & Android)

3.4.4. Shall provide account validation through Army General Library & Information

System and https://dodmwrlibraries.org. Validating end users shall be completed through assigned library cards issued by the centralized catalog or the Army Air Force Exchange Service

(AAFES). Proxy set-ups shall be validated with the Army Library Program or https://dodmwrlibraries.org.

3.4.5. Shall offer access through complimentary, regularly updated MARC records and integration with Library Catalog. MARC records should include Authentication Tokens

(AuthTokens) to identify the appropriate institution and connect users with Department of

Defense resources.

3.4.6. Interactive Web Platform Design shall include:

a. Customizable Branding

b. User friendly interface:

(1) Intuitive Navigation

(2) Concise Content

(3) Strategic Use of Visuals

c. An individual portfolio dashboard where users can access work in progress, review scores and progress on completed resources, access recommended learning paths, and begin or resume any of their selected resources.

3.4.7. Shall consistently update practice tests and related resources. As new tests or revisions announced by official Testing agencies, the practice tests shall be updated within 90

Days.

3.5. Account Protocol and Validation Requirements

3.5.1. Account data is stored indefinitely or until informed by the Contracting

Officers’ Representative (COR) to purge.

3.5.2. Test data for each account is stored and accessible to customers for 3 years.

3.5.3. End users are validated via Library Account through General Library

Information System (GLIS) or https://dodmwrlibraries.org.

3.6. User Accounts for Eligible Customers

3.6.1. Eligible Customers are as follows:

a. Active Duty

b. Guard

c. Reserve

d. Retirees

e. Dependents of Active Duty

f. Dependents of Guard

g. Dependents of Reserve

h. Retired Military Members

i. DoD Civilian Employees

3.6.2. Currently there are about 12 million eligible customers. Standard size of user base is estimated around 3 million. Surge and Seasonal swings are aligned with US American School

Years: September through June.

4. Technical & Administrative Support

4.1. Customer Support

4.1.1. Dedicated military support specialist to provide tailored support required.

4.1.2. End-user customer support via toll-free phone and online 24/7/365 except

Thanksgiving, Christmas, & New Year’s Day required.

4.1.3. English speakers required and CONUS facility location required.

4.1.4. IT server disruption / software upgrade interruptions shall be advertised in advance and shall have a notice posted during all “down time.”

4.1.5. Administrative support shall be available M-F 0800-1630 EST.

4.2. Reporting and Statistics

4.2.1. Administrative Access to Data Server for reporting by designated Contract

Administrators.

4.2.2. Usage Statistics provided monthly – by the 5th of each month:

a. total number of sessions started

b. total new user registrations

c. total page hits (by page type, center, category, top 10)

d. total number of resources

e. individual resources added to user accounts and the count for each resource title

f. individual user scores on practice tests

g. individual number of sessions for each user, the length of each session and total session time

4.2.3. Specialized reports on demand.

4.2.4. Shall be compatible with EBSCO Stacks usage reporting system, including reporting by all 7 service branch classifications and all possible service statuses. Any vendor is able to purchase the EBSCO stacks to enable compatibility.

4.3. Marketing and Training Support

4.3.1. Shall provide vendor-hosted and maintained marketing and support site specifically for the DoD that offers:

a. Tutorials and courses

b. Links to relevant FAQs, title lists, K-12 lesson plans and other helpful tools

c. Custom marketing materials including flyers, brochures, bookmarks, posters, social media posts and graphics for the web

4.3.2. Shall provide training for contract administrators (library staff) through online tutorials, handouts, videos, and live/recorded webinars. Training should cover site navigation and features. Customized online and on-site training should be available.

4.3.3. Shall provide training for end users/account holders through online tutorials, handouts, videos, and live/recorded webinars.

5. Identification of Resources

5.1. Required Categories, Subject Title List, and Components

5.1.1. Full-length practice tests for each of the official exams listed in Section 5.0. A practice test shall:

a. be available both on desktop and mobile application, as well as all military tests including all CLEP/DSST, ACT/SAT, TABE 11/12, and Accuplacer be downloadable for paper and pencil testing

b. have multiple unique versions

c. reflect the format, content, and timing specified in the official test blueprint

5.2. Credit by Exam

5.2.1. For each of the following titles, the Offeror shall provide a minimum of two unique practice tests, one test-specific eBook, four test-specific flashcard decks, a test-specific introductory video outlining what the user can expect on the test, and a test-specific fact sheet.

Many of the titles should also offer additional supporting resources such as eBooks, tutorials, multi-level games, study activities, microlessons, flashcards, and practice sets, as detailed below.

5.2.2. The Offeror shall provide a comprehensive test-specific video course covering every major test topic assessed on the CLEP® American Government; CLEP® Analyzing and

Interpreting Literature; CLEP® Biology; CLEP® College Composition Modular; CLEP®

College Mathematics; CLEP® History of the United States; I CLEP® Principles of

Management; DSST® Human Resource Management; DSST® Principles of Public Speaking;

and DSST® Principles of Supervision exams.

5.2.3. The practice test score reports for each of these titles referenced above shall have specific, enhanced diagnostic display and prescriptive functionality that enables the user to identify specific areas of strength and weakness more easily and provides learning pathways directly connecting each test topic to a corresponding section of the video course, directly from the score report.

5.2.4. All practice tests, eBooks, flashcards, and fact sheets/articles for the following

CLEP® and DSST® titles shall be available online, downloadable in the mobile application, and printable; all videos shall be available online and downloadable in and streaming ability from the mobile app.

5.2.4.1. CLEP® American Government

a. Test-specific resources:

▪ 3 full-length practice tests

▪ 1 video introduction to the exam

▪ 1 course topic video: Constitutional Underpinnings of American Democracy

▪ 1 course topic video: Federal Courts, Civil Liberties, and Civil Rights

▪ 1 course topic video: Political Parties and Interest Groups

▪ 1 course topic video: Political Beliefs and Behavior

▪ 1 course topic video: Institutions and Policy Processes: Presidency, Bureaucracy, and Congress

b. Supporting resources: Minimum of 1 each resource type: eBooks, practice sets, tutorials, study interactives, and flashcard decks.

5.2.4.2. CLEP® American Literature

The Offeror shall provide a step-by-step guided course for the SAT® tests. Refer to Section

3.1.5 for specific guided course requirements. A guided course for the SAT® shall include a minimum of the following resources and topics:

o 4 microlessons that provide an overview and introduction to all sections the SAT® test, plus information about signing up for and taking the SAT® test, and in-depth information about scoring.
