FAP Comments and Questions
1. This may be completely out of your domain, but I thought I would check anyway). We are not familiar with conference sites in the Charlotte area, although we are already putting out inquiries.
Do you know of anyone in that area who could guide us about the best sites, either in the city or at the airport? If you don't have that information, I understand, just thought i would check to speed up our process.
Not that we are made award of No.
2. In our previous experience with booking hotel conference sites, the site usually likes to include lunch/snacks/beverages into the overall deal. Obviously, this increases the price. The contract makes no reference to providing this, and our inclination is to NOT provide lunch/snacks/beverages for attendees. Do you have any guidance on this?
No lunch/snacks/beverages for attendees are on this requirement.
3. We are assuming that the conference site would be at a hotel that would be able to accommodate rooms for all attendees (cost not to be included in contract bid, but highly convenient for personnel). Is that accurate?
That is accurate.
4. I want to be sure we submit in the correct format. It does NOT appear that there is any structured form to be filled out identifying the different features of our proposal. Instead, it appears that we simply prepare a description of our proposed programs in narrative form (along with supporting attachments), addressing the criteria outlined in the SOW. Is that correct?
Yes, that is correct.
5. On the Pricing Schedule, we do not know what “ODC” means. Is that Office of Defense Cooperation?
In government contracting, ODC stands for Other Direct Costs, which are expenses that are not included in the direct labor hours listed in a vendor's pricelist. ODCs are a common type of direct cost, which are costs that are associated with a final cost objective, such as a contract. ODCs are different from direct material or direct labor costs.
ODCs can include costs such as:
• Computer services
• Consultant services
• Special tooling and test equipment
• Packaging
• Rental or lease of equipment, office space, and meeting or conference facilities
• Participant support costs
• Subawards ODCs must be directly related to a service being offered under the Professional Services Schedule and can only be purchased in conjunction with that service. For example, ODCs for marketing and public relations services must be an integral part of the total marketing consulting services solution and cannot be the primary purpose of the work ordered.
6. On line 0005 of the Pricing Schedule, there is a line item for "ODC (Conference Room Cost)." Is that an item we should prepare an estimate for?
From the SOW posted via SAM.gov

7.Or does the ODC mean that this item will be provided by ODC or someone other than us?
Provided by you.
8. In all of our previous training conferences for the USAF and other DoD facilities, the host organization has arranged and paid for (if necessary) all conference room facilities and fees, and we just provided the program and materials.
Requirement owner is requesting that this be incorporated into the new contract.
http://sam.gov/
9. If this IS an item that we need to contract and provide, can you please provide recommendations for facilities in the Charlotte area that we can research and prepare cost estimates prior to the deadline for submitting our bid?
Please see Description of Services Required: Facilitation above.
10. On line 0006 of the Pricing Schedule, there is a line item for ODC (shipping/handling). We will need to include a charge for shipping/handling of books and materials. Is this the correct line for that figure?
This is correct.
11. Or is that, again, an amount that ODC will calculate and include?
They are determined by you.
12. If line 0005 and 0006 are NOT to be determined by us, does that mean that we should only calculate the “Period total” and leave the "ODC Subtotal" and "Cumulative Total" blank?
They are determined by you.
13. On p. 1 of Combined Synopsis/Solicitation, in item #1, there is a reference to "under NAICS 611710 Educational Support Services with a size standard of $24.0M.” Can you clarify what that means and whether that figure is something that is relevant to our bid?
This is the appropriate NAICS identified by the Requirements Owner and the size standard is what that NAICS is identified by.
A NAICS code size standard is a threshold that determines if a business is considered a small business for federal contracting purposes. The Small Business Administration (SBA) sets these standards by industry and based on the number of employees or average annual receipts a business has. The definition of "small" varies by industry.
This requirement is being set aside for Small Business.
Ensure you have the appropriate NAICS in your SAM.gov profile.
14. On p. 1 of Combined Synopsis/Solicitation, in item #5, there is a reference to "Proposals must include aggregate total of all CLINS on Pricing Schedule B. All proposals shall conform to the Contract Line Item Number (CLIN) structure of the attached Pricing Schedule B.” Can you please clarify what that means? I am not clear on what "Pricing Schedule B” refers to. Is that the Pricing Schedule that the RFP already includes?
Apologies, the Pricing Schedule B is Attachment 2 Pricing Schedule FAP Domestic Violence Training.
15. In Provisions and Clauses, there is a section starting on p. 8 identified as "Offeror Representations and Certifications-Commercial Items.” Many of the items on subsequent pages offer an option of checking a box for “is/is not.” Do we need to respond to all those items?
Yes, please respond accordingly to all items and return with proposals.
16. My organization is working on the bid mentioned above, and we have a question regarding food and beverage. Can this be provided to the participants as part of the logistics?
No food and beverage on this requirement.
17. Is there an official date when this solicitation will come out?
Solicitation posted on SAM.gov with proposals due by 19 July 4PM CST.
18. Is this a brand new contract or is there currently an incumbent for this contract?
Brand new contract
19. If there is an incumbent, could you please provide the contract number and confirm if the scope of work is identical to what you are asking for now?
No Incumbent
20. Could you tell me what the contract value is (if this is a current contract in place)?
No Incumbent
21. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
Brand new contract, No incumbent
22. Will past performance be required with our proposals?
