AFICA FAP PACAF Personal Services Q&A
FA8052-14-R-0004_____________________________________________________________
Q1: I am wondering if you have the documents written on WORD format for ease of updating/replying.
A1: Our office does not release request for proposal's (RFPs) in word format. However, the pricing spreadsheet attachment to the RFP is in Excel format for easy electronic fill-in.
Q2: Second, where would be location of the actual service - says Paciifc.
Is it in Korea, JBLM etc?
A2: Actual locations of service are included within the PWS under Appendix A.
Q3: Is this a new RFP or there is an incumbent?
A3: Yes, this is a follow-on contract and there is an incumbent contractor.
Q4: What is the purpose and meaning of the “Joint Base Adjustment” location listed in Appendix A of the PWS? (Reference PWS page 40, Appendix A)
A4: The joint base adjustment is listed to ensure enough FTE ceiling exists in the IDIQ contract for each labor category (FATM, FAIS, FAOM, FAN, FAPA, DAVA) in case the need arises to fill positions. It is difficult to determine requirements at Joint Bases ahead of time and the ability to increase is vital.
All potential locations are currently listed in Appendix A. Task orders will clearly identify where staff are to be assigned at one of the installations listed if any additional staff are needed.
Q5: Will the contract include a CMRA CLIN for reimbursement of labor hours associated with completing CMRA requirements? (Reference PWS page 27, para.
2.2.27)
A5: No, the contract will not include a CMRA CLIN for reimbursement.
Q6: Will the sample resumes provided for Sub-Factor 2 be included in the page count for Volume II – Technical Volume? (Reference Attachment 4, page 6, para. L-II.C.3.(e), and Attachment 5, page 4, para. M-I.C.(b))
A6: No, sample resumes will not be considered part of the page count for Volume II – Technical Volume.
Q7: Must the proposal package be shipped to 773 ESS/PK, or is hand-delivery acceptable? (Reference Attachment 4, page 1, para. L-II.A.1)
A7: Hand delivery is not advisable due to building access restrictions. In lieu of this, email submissions of proposal packages are allowable under this RFP. Email size should not exceed 8MB. Multiple emails are allowed for proposal package submission. Any proposals submitted via email shall be sent to the contract specialist (robert.neeb.2@us.af.mil) and the contracting officer (karla.dodd@us.af.mil). Offerors do not need to submit any CD-ROM copies if they send in proposals via email. Offerors are encouraged to verify receipt of proposals.
Q8: Historically, what has been the typical number of task orders per year for each position for the most recent contract? With the new contract (for the next 5 years after contract award), if possible, please provide projected estimated number of task orders per year for each position.
A8: Typically one (1) task order per year. If data remains consistent with what has occurred in the past three years then expect approximately forty-eight
(48) staff ordered.
Q9: Is there one FAO for all PACAF FAP or multiple FAOs – perhaps per site?
A9: There is typically a primary FAO and one (1) alternate.
Q10: Due to differences in cost of living, there will likely be different rates for different locations; therefore, quoting one rate for each position regardless of location may be inappropriate. Would the government consider different rates for different locations per position?
A10: No, the government will not consider different rates for different locations per position. The current pricing structure will remain intact.
Q11: Are there provisions for housing allowance and cost of living for high cost-of-living areas?
A11: High cost areas were factored in to the Government’s Cost Estimate. This is expected to be part of labor costs.
Q12: It indicates “cell phone provided by vendor” – can we assume that this cost would be included in hourly rates for the DAVA position? Or do we need to provide separate Other Direct Cost item? (PWS Paragraph 2.1.6.1 & 2.5.3.1)
A12: This cost would be included in hourly rates for the DAVA position.
Q13: Can we as a contractor choose not to provide transportation under any circumstances? The language in this item appears to suggest that providing transportation is not mandatory. Providing transportation could add significantly to the cost of insurance. (PWS Paragraph 2.1.6.11)
A13: As a means of last resort the DAVA may have to provide transportation. DAVAs should work with the FAO; if no other transportation is available then follow guidance from PWS paragraph 2.1.6.11.
mailto:robert.neeb.2@us.af.mil mailto:karla.dodd@us.af.mil
Q14: Specific to the FATM, FAOM and FAN positions in Alaska, are Alaska State licenses required for these positions, or is any state license acceptable? (PWS Paragraph 2.2.1, 2.2.2 & 2.2.3)
A14: Licensing from any U.S. State is acceptable.
Q15: Can we assume that the government will provide NACI background checks or should we as the contractor expect any costs associated with this? (PWS Paragraph 2.2.9)
A15: The vendor is responsible for ensuring contract employees are connected to the appropriate MTF Security Manager to ensure the investigation is initiated by the Government, if needed.
Q16: Are there costs associated with installation entry for the contract employees,e.g., obtaining base pass/vehicle ID? (PWS Paragraph 2.2.10)
A16: No, there are not any costs associated with installation entry for contract employees.
Q17: This para states that ‘Contractor shall provide to the Government a QC Plan at time of contract proposal submittal’ but there is no such indication in Attachment 4, ‘Section L - Instructions, Conditions, and Notices to Offerors’nor is there a description of how this item will be evaluated in Attachment 5,‘Section M – Evaluation Factors for Award.’ Should the QC Plan be included as part of ‘Volume II – Technical’? (PWS Paragraph 3.1)
A17: No, that statement was invalid for this acquisition. A QC plan is not required as part of the technical volume nor will they be evaluated. The successful offeror will be required to submit a plan 30 days after contract award.
Q18: Where exactly would the personnel be placed for ‘Joint Base Adjustment’? Also, please provide a definition for this term. Since there is a difference in housing and cost of living at different locations, understanding where these positions will be billeted is necessary for proper budgeting. (PWS Appendix A)
A18: The joint base adjustment is listed to ensure enough FTE ceiling exists in the IDIQ contract for each labor category (FATM, FAIS, FAOM, FAN, FAPA, DAVA) in case the need arises to fill positions. It is difficult to determine requirements at Joint Bases ahead of time and the ability to increase is vital.
All potential locations are currently listed in Appendix A. Task orders will clearly identify where staff are to be assigned at one of the installations listed if any additional staff are needed.
Q19: As compared to the current contract, are there any new positions for this requirement? (PWS Appendix A)
A19: The only change is addition of DAVA positions.
Q20: Does the government anticipate any immediate-fill positions? If so, please identify by location and position. (PWS Appendix A)
A20: All positions are vital. AFMOA/SGHW will work quickly with the vendor should vacancy fills require prioritization.
Q21: On the current contract, how many positions are currently filled and unfilled? Please identify by location and position. (PWS Appendix A)

Q22: How many ‘Specific Relevant Contracts’ shall we submit? Is there a minimum and maximum? Also, if there is a teaming arrangement, would the minimum/maximum guidance apply to the combined team or per company?
(Attachment 4)
A22: Offerors may submit the sufficient number of ‘Specific Relevant Contracts’ they deem necessary to substantiate an acceptable past performance rating within the allowed page limit.
Q23: Appendix A, Page 40 of the performance Work Statement includes a table of the locations and FTEs required. A significant portion, 16 FTEs, are listed under “Joint Base Adjustment”. Can the Government provide a more specific explanation of this category such as anticipated action and locations of joint base adjusting? Please define Joint Base Adjustment. Does the Government know which locations are most likely to be impacted?
A23: The joint base adjustment is listed to ensure enough FTE ceiling exists in the IDIQ contract for each labor category (FATM, FAIS, FAOM, FAN, FAPA, DAVA) in case the need arises to fill positions. It is difficult to determine requirements at Joint Bases ahead of time and the ability to increase is vital.
All potential locations are currently listed in Appendix A. Task orders will clearly identify where staff are to be assigned at one of the installations listed if any additional staff are needed.
Q24: Can the proposals be hand delivered?
A24: Hand delivery is not advisable due to building access restrictions. A26: The sample resumes may be examples of people to provide.
Q27: Section C 3.c.c, Will the Government allow the use of a font smaller than 10pt Times New Roman in tables, graphics, headers and footers?
A27: Yes, the government will allow smaller than 10pt font in tables, graphics, headers and footers. It must still be legible.
Q28: PWS, Per 2.5.3 Contractors are required to maintain a contract with a cell phone company. Will the government be providing the actual phones?
mailto:robert.neeb.2@us.af.mil mailto:karla.dodd@us.af.mil
A28: No, vendors are to provide DAVA phones.
Q29: PWS, Appendix A indicates above the table, that actual locations and FTEs will be established at the Task Order level. However, the note below the table states that the contractors shall furnish and maintain the personnel quantities in the table throughout the entire period of performance. Could the government please clarify?
A29: Each task order will dictate the type, number, and location of staff to be implemented as established in the IDIQ Basic Contract awarded as a result of this RFP. Once a task order is issued, the contractor shall furnish and maintain the personnel quantities dictated throughout the entire task order period of performance (usually 12 months).
Q30: The Wage Determination for Victim Advocates is not posted to the DOL website. Will the Government please provide the Victim Advocate Wage Determination?
A30: Please see the Victim Advocate Wage Determination attached to FA8052-14-R-0004 Amendment #1 issued to respond to questions.
