About this file
This is a Questions and Answers (Q&A) document for Amendment 01 to Solicitation FA805126Q4011, a Request for Quote (RFQ) issued by the U.S. Air Force for Trimble brand survey equipment and incidental services.
Key Requirements and Evaluation Criteria: Offerors must provide exact Trimble brand survey equipment listed in Attachment 02 Line Item Pricing and demonstrate OEM territorial authorization for both CONUS and OCONUS delivery locations by submitting an authorized supplier letter from the OEM. Failure to provide this letter results in technical unacceptability and ineligibility for award. This is a brand name only requirement justified under FAR 6.302-1. Delivery terms are FOB Destination with quotes including delivery date information using standard OEM lead times. Past performance will be evaluated as acceptable or unacceptable based on review of FAPIIS records within the last five years and SPRS supplier risk scores; negative information in either system results in unacceptable rating, while lack of past performance information is rated acceptable. Technical acceptability requires the exact specified equipment only.
Pricing, Options, and Administrative Requirements: Option year pricing (Options Years 1-4) will be evaluated as part of the Total Evaluated Price for award purposes, though evaluation does not obligate the Government to exercise options. Sub-CLINs designated as "Not Separately Priced" (such as extended warranty lines) should be priced at the sub-CLIN level based on standard commercial practice. Large businesses must submit a Commercial Subcontracting Plan, though previously approved plans from other federal agencies (such as GSA) satisfy this requirement. Contract provisions do not require signed fill-in copies if offerors maintain updated SAM.gov registration. Quote deadline is 18 September 2026 at 0800 Central Time. This is a new requirement with no incumbent contractor.

Questions and Answers
Q1. Technical / Authorization: Will the Government confirm that offerors must demonstrate OEM territorial authorization for both CONUS and OCONUS delivery locations?
A1. Yes, an Offeror’s quote must demonstrate they are an authorized supplier of the equipment and incidental services listed in Attachment 02 Line Item Pricing. In order to demonstrate an Offeror is an authorized supplier for this requirement, Offerors shall provide an authorized supplier letter from the OEM indicating they are an authorized supplier for solicitation FA805126Q4011. Not providing an authorized supplier letter from the OEM will result in the quote being evaluated as technically unacceptable and ineligible for award. Language is added to the Additional Instructions to address this requirement.
Q2. Technical / Past Performance: Will the Government clarify how technical acceptability will evaluate an offeror's direct operational capability and past performance in executing military training and OCONUS training?
A2. In accordance with the solicitation and Amendment 01:
B. Technical: To be determined technically acceptable, offerors must provide the exact Trimble brand survey equipment listed in Attachment 02 and demonstrate they are an authorized supplier of the equipment and incidental services listed in Attachment 02 Line Item Pricing. This is a brand name only requirement in accordance with FAR 6.302-1. The brand name only justification is attached to this RFQ (Attachment 04). Delivery will be FOB Destination and quotes must include delivery date information.
C. Past performance will be evaluated as acceptable or unacceptable. Past performance for each offeror will be verified by reviewing the Federal Awardee Performance and Integrity Information System (FAPIIS) and the offeror’s Supplier Risk Score in the Supplier Performance Risk System (SPRS) (IAW DFARS 252.204-7024).
Acceptable past performance will be determined if the offeror has no negative relevant past performance information in FAPIIS within the last five years and no negative relevant information in SPRS. A lack of Past Performance will not be evaluated favorably or unfavorably and will therefore be evaluated as Acceptable.
Unacceptable past performance will be determined if the offeror has negative relevant past performance information in FAPIIS within the last five years or negative relevant information SPRS.
Q3. Subcontracting Plan: Section 7 notes that a Commercial Subcontracting Plan is required, but that the requirement does not apply to small business concerns. Will the Contracting Officer confirm that submitting an existing Commercial Subcontracting Plan previously approved by another federal agency (e.g., GSA) satisfies this requirement for large businesses?

A4. An updated SAM.gov Registration is sufficient.
Q5. Option Years & Evaluation: Attachment 02 includes summary lines for Option Years 1–
4. Will option year pricing be evaluated as part of the Total Evaluated Price (TEP) for this award, or is the award intended strictly for the Base Year requirements?
A5. Option year pricing will be evaluated as part of the Total Evaluated Price. “Evaluation of Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise any option(s).”
Q6. Pricing Sheet Formatting: For sub-CLINs designated as "Not Separately Priced" (NSP) in Attachment 02 (such as extended warranty lines), should offerors leave unit prices as NSP and bundle costs into the parent equipment lines?
A6. For sub-CLINs such as extended warranty lines, offerors should price at the sub-CLIN level based on standard commercial practice.
Q7. Delivery Timeline: Is there a required delivery schedule for the hardware once awarded, or should offerors quote standard OEM lead times under F.O.B. Destination terms?
