The following is addendum to 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (Sep 2023)

(a)(1) This acquisition is 100% set aside for small businesses. This solicitation will utilize a Lowest Price Technically Acceptable (LPTA) source selection process. The Government intends to award one Firm Fixed Price (FFP), Decentralized, Indefinite Delivery Indefinite Quantity (IDIQ) region-based contract for the West Region which consists of the western United States, Honduras, and PACAF. The Government intends to evaluate quotations and award a contract without discussions with Offerors.

Therefore, the Offeror’s initial quotation should contain the Offeror’s best terms from a technical and price standpoint. The Government reserves the right to conduct discussions if the CO later determines them to be in the Government’s best interest.

The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer and waive informalities and minor irregularities in offers received. Additionally, the Government reserves the right to not make an award from this solicitation. The Government is not responsible and will not reimburse an offeror for any cost(s) associated with the generation or submission of quotation.

Evaluation Criteria. In accordance with Federal Acquisition Regulation (FAR) 13.106-1(a)(2), the government will evaluate offers based on the following factors:

1. Technical Acceptability: The offeror's ability to meet the solicitation's requirements.

2. Total Evaluated Price: The offeror's total price for the contract.

3. Past Performance: The offeror's relevant experience and performance on previous contracts. Note: No past performance information will be considered neutral and will not result in an offer being deemed non-responsive

Evaluation criteria will be based on the following factors

Factor 1 – Technical

Subfactor 1.1 – F&ES PPE Care and Maintenance Services Substantiating Documentation

Subfactor 1.2 – F&ES PPE Care and Maintenance Services Management Plan

Factor 2 – Price Factor 3 – Past Performance

(b)(4): Factor 1 – Technical: The technical factor is comprised of two (2) subfactors: 1.1 – F&ES PPE Care and Maintenance Services Substantiating Documentation, and 1.2 – F&ES PPE Care and Maintenance Services Management Plan. Each offeror’s technical quotation shall be evaluated, based on the subfactors below, to determine if the offeror demonstrates an acceptable approach that meets the requirements of the Attachment 1 - FES PPE PWS Care Maint Svcs - West Region 11.27.24 and demonstrates a thorough knowledge and understanding of those requirements.

The contractor’s quotation addresses each subfactor in sufficient detail. The technical rating reflects the evaluation of the acceptability of the offeror’s technical approach for meeting the Government’s requirement. The offeror’s quotation shall be evaluated to determine whether the quotation is acceptable or unacceptable, using the ratings and descriptions outlined in the table below. One technical rating will be assigned to each technical subfactor. In order to be considered awardable, there must be an “acceptable” rating in every subfactor.

By submitting a quotation, the Offeror is representing that it will perform all the requirements specified in the solicitation. It is neither necessary nor desirable for the Offeror to state this fact in the quotation.

Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation. The offeror’s quotation must adequately show that the proposed services meet the Government’s technical requirements and must describe how the offeror intends on meeting the requirements detailed in the PWS. Additionally, the technical quotation shall address the following sub-factors in detail:

The technical quotation, including its sub-factors, shall not make any reference to cost or pricing information. The technical quotation shall be specific and complete. Legibility, clarity, and coherence are very important. The Offeror’s responses will be evaluated as defined in FAR Provision 52.212-2 – Evaluation – Commercial Items and Addendum to FAR Provision 52.212-2, “Evaluation Factors for Award.”

Using the instructions included below, provide as specifically as possible the actual methodology the Offeror would use for accomplishing/satisfying the PWS requirements as well as meeting the Subfactors below. All the requirements specified in the solicitation are mandatory. By submitting a quotation, the Offeror is representing that it will perform all the requirements specified in the solicitation. It is neither necessary nor desirable for the Offeror to state this fact in the quotation. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.

Commercials, elaborate brochures, or advertisements are unnecessary and will not be evaluated.

The offeror’s quotation must adequately show that the proposed services meet the Government’s technical requirements and must describe how the offeror intends on meeting the requirements detailed in the PWS. Additionally, the technical quotation shall address the following sub-factors in detail:

Subfactor 1: F&ES PPE Care and Maintenance Services Substantiating Documentation

The Offeror shall provide a copy of its ISP Certification (IAW NFPA 1851, Ch. 11— Verification) to ensure the Offeror is third-party verified to provide F&ES PPE Care and Maintenance Services. Additionally, if not already addressed in the ISP Certificate, the Offeror shall also provide the information for the third-party (i.e., Intertek, Underwriter Laboratories (UL), etc.) that completed the ISP verification/certification, as well as the date of certification and when the certification expires.

The Offeror must certify that it can deliver to all Contiguous United States (CONUS) and

Outside the Contiguous United States (OCONUS) Air Force installations (Attachment 3 - USAF Fire Station List 2024 - West Region). Expedited shipping that does not exceed three (3) business days shall be available for CONUS locations. Expedited shipping that does not exceed three (3) business days shall be available for OCONUS locations. For the purposes of OCONUS expedited shipping timelines, Military Postal Service acceptance will be considered receipt.

Subfactor 2: F&ES PPE Care and Maintenance Services Management Plan

The Offeror shall provide Management Plan information to include the following information:

The Contractor shall describe in detail how it will perform advanced inspection, complete liner inspection, advanced cleaning, specialized cleaning, repairs, alterations, retrofitting, disposition, as well as maintain and track records that will comply with the requirements of Performance Work Statement upon receipt of PPE gear.

Delivery Timelines - The Offeror shall demonstrate how it will ensure timely delivery of serviced F&ES PPE to CONUS and OCONUS installations within the required timelines as stated in the F&ES PPE Care and Maintenance Services Performance Work Statement.

Capacity Assurance - The Offeror shall demonstrate how it will ensure there is adequate capacity to provide the projected annual service quantities under this contract, as stated in Attachment 4 - FES PPE Care and Maintenance Services Pricing Sheet - West Region_Final

Warranty Administration - The Offeror shall demonstrate its internal process for the identification and utilization of existing product manufacturer warranties.

Workmanship Guarantee - The Offeror shall demonstrate its internal process for the administration of its own service workmanship guarantee.

(b)(6) Factor 2 – Price: Adequate price competition is anticipated and may exists if two or more responsible Offerors, competing independently, submit priced offers that satisfy the Government’s expressed requirements. Therefore, the Offeror’s Total Evaluated Price (TEP) will be evaluated for price reasonableness. The TEP will be the only discriminator amongst Offerors for this factor. Price analysis shall be used to evaluate the price reasonableness of each Offeror’s TEP.

Offerors shall complete Attachment 4 - FES PPE Care and Maintenance Services Pricing Sheet - West Region_Final which will be used to establish the Total Evaluated Price (TEP). Offerors shall complete all yellow cells in the Attachment 4 - FES PPE Care and Maintenance Services Pricing Sheet - West Region_Final spreadsheet. These yellow cells include “Base Year - 1 Apr 2025 – 31 Mar 2026 (Base Year)” unit price for each sub-Service Category Number (SCN), as well as a SCN Escalation Rate (“Esc Rate”) percentage for each option year of the IDIQ.

Attachment 4 - FES PPE Care and Maintenance Services Pricing Sheet - West Region_Final - will be pre-populated by the Government with estimated quantities for each sub-SCN. (The SCN(s) are informational, and the sub-SCN(s) are priced.) Subsequent option year will be automatically calculated by applying the Offeror’s proposed SCN Escalation Rate against the previous years’ unit prices, multiplied by the estimated sub-SCN service quantities. All pricing for this effort is Firm-Fixed Price. Pricing must be inclusive of FOB Destination Shipping Costs.

The Offeror’s TEP will automatically calculate by adding the subtotals of all option years and the 6-month extension option. Failure to fill in all spaces for unit price in the Pricing Sheet will render the offer unacceptable and in the absence of discussions, the Government will not consider the offer for award.

The annual quantities (“Annual QTY”) are estimates provided by the Government and are for evaluation purposes only. These estimates are not contractually binding, and actual quantities may be higher or lower.

Unit prices shall be rounded to the nearest penny. Ensure that all monetary inputs are rounded to the second decimal place and no further to eliminate rounding errors.

Any tampering of the worksheet outside of what is instructed may result in the Offeror’s quotation being disqualified from further consideration.

Failure to comply with these instructions will render the quotation unacceptable and ineligible for award in the absence of discussions. Since the Government intends to award without discussions, contractors are encouraged to offer their most advantageous pricing in their response. All pricing shall be on a firm-fixed price basis to include shipping.

If the CO determines that adequate price competition has not been obtained, or if only one offer is received, reasonableness shall be evaluated using other price analysis techniques per FAR 13.106-3(a).

(b)(10): Factor 3 - Past Performance

The Government will assess the Offeror’s performance, to include recent and relevant contracts for same or similar services on no more than five (5) Attachment 6 - PPI Submission Form as provided by the Offeror and submitted by the POC. Any submission in excess of the limit will not be considered and only the first five (5) listed in Factor 3 – Past Performance will be evaluated. In conducting the Past Performance evaluation, the Government will obtain information from sources available to the Government, to include Contractor Performance Assessment Reporting System (CPARS).

The Government will evaluate Past Performance as it relates to the requirements outlined in the PWS.

The Government will assess the Offeror’s performance on no more than five (5) Attachment 6 - PPI Submission Form as provided by the Offeror and submitted by the POC. (End of provision)

ADDENDUM TO 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES (NOV 2021)

(a) Basis for Contract Award

In accordance with FAR 13.106-1(a)(2), a contract award will be made to the offeror whose proposal is:

-Technically acceptable -Has lowest evaluated price -Has acceptable past performance

By submission of its offer, the offeror consents to all solicitation requirements, including terms and conditions, representations, and certifications, in addition to those identified as evaluation factors.

Failure to meet a requirement may result in an offer being determined to be non-responsive. In no particular order of significance, the following factors shall be used to evaluate offers:

Evaluation Factors

Factor 1: Technical o Subfactor 1: F&ES PPE Care and Maintenance Services Substantiating Documentation o Subfactor 2: F&ES PPE Care and Maintenance Services Management Plan Factor 2: Price Factor 3: Past Performance

(a)(i) Factor 1: Technical

This factor is comprised of the two subfactors identified below:

Subfactor 1– F&ES PPE Care and Maintenance Services Substantiating Documentation

Acceptability will be based on the offeror’s demonstration, via quotation and submission of ISP Certifications (IAW NFPA 1851, Ch 11- Verification) or documentation that the third-party entity (i.e., Intertek, Underwriter Laboratories (UL), etc.) has completed the ISP verification/certification with the date of certification and date of expiration IAW PWS.

Acceptability will be based on the offeror’s certification to meet all Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS) Air Force installations (Attachment 3 - USAF Fire Station List 2024-West Region) shipping requirements IAW PWS.

Subfactor 2 – F&ES PPE Care and Maintenance Services Management Plan.

Acceptability will be based on the offeror’s demonstration of a clear understanding of the following:

An adequate description of how it will perform advanced inspection, complete liner inspection, advanced cleaning, specialized cleaning, repairs, alterations, retrofitting, disposition, as well as maintain and track records that will comply with the requirements of the PWS.

An adequate description of how it will ensure timely delivery of care and maintenance services to CONUS and OCONUS installations within the required timelines.

An adequate description of how it will ensure there is adequate capacity to provide the projected annual care and maintenance service quantities under this contract.

An adequate description of its internal process for the identification and utilization of existing product manufacturer warranties.

An adequate description of its internal process for the administration of its own service workmanship guarantee.

Each offeror’s technical quotation shall be evaluated, based on the subfactors above to determine if the offeror demonstrates an acceptable approach that meets the requirements of the Attachment 1 - FES PPE PWS Care Maint Svcs - West Region 11.27.24 and demonstrates a thorough knowledge and understanding of those requirements.

Table 2 – Technical Factor Ratings Adjectival Rating Description Acceptable Quotation meets the requirements of the solicitation.

Unacceptable Quotation does not meet the requirements of the solicitation.

(a)(ii) Factor 2: Price

Attachment 4 - FES PPE Care and Maintenance Services Pricing Sheet - West Region_Final will be used to establish the TEP. The pricing spreadsheet will automatically calculate the Offeror’s proposed Base Year price based on the provided unit prices and estimated sub-SCN quantities.

Subsequent option years and extension option pricing will automatically calculate by applying the Offeror’s proposed SCN Escalation Rate against the previous year’s unit prices, multiplied by the estimated sub-SCN service quantities. The Offeror’s TEP will automatically calculate by adding the subtotals of all option years and the 6-month extension option.

Pricing will be evaluated for reasonableness and balance as follows:

Reasonableness: The Offeror’s price quotation will further be evaluated to determine whether the prices the Government expects to pay are fair and reasonable pursuant to FAR 15.404-1(b). Pricing may be considered unreasonable if any specific unit price or the TEP is significantly above the median price of all Offerors for that specific element.

Failure to provide reasonable prices may result in a quotation being deemed ineligible for award. If, after receipt of Quotations, the CO determines that there is insufficient data to determine price reasonableness, Offerors may be required to submit additional data IAW FAR 15.403-3(c).

Balance: The Offeror’s quotation will be evaluated for balanced pricing IAW FAR

15.404-1(g). Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more-line items is significantly over or understated as indicated by the application of price analysis techniques. The Government will review prices submitted in the Offeror’s price worksheet submission (Attachment 4 - FES PPE Care and Maintenance Services Pricing Sheet - West Region_Final) for balance.

Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Failure to provide balanced pricing may result in a quotation being rated ineligible for award if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

In the event of only one quotation, the Government may require the offeror to submit other than certified cost or pricing data in accordance with DFARS 252.215-7008.

(a)(iii) Factor 3: Past Performance

The Government will evaluate the offerors Past Performance Information forms submitted IAW with the solicitation instructions. The past performance evaluation will assess the offerors’ ability to successfully accomplish the proposed effort based on the offeror’s demonstrated present and past work record. Any submission in excess of the limits will not be considered and only the first five (5) PPIs provided for Factor 3 will be evaluated.

The Government may interview the POC’s identified in the offeror’s submitted PPI attachments. The interviews will be used to assess the quality of the offeror’s performance of the effort and to verify the recency and relevancy of the effort. Recent Past Performance is defined as efforts executed within the last five (5) years from the release date of the solicitation. The Government reserves the right to use both the information provided in the Offeror's Past Performance Information submissions and information obtained from other sources available to the Government, to include CPARS.

The Government will determine the overall assessment of each offeror's performance using Table 3 below as it related to the requirements outlined in the PWS.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”)

TABLE 3 Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

past performance (see FAR 15.305(a)(2)(iv)). In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

Determination of Responsibility - Even though the assessment of Past Performance is separate and distinct from Determination of Responsibility required by FAR Part 9, Past Performance information may be used to support the Determination of Responsibility for successful Offerors.
