About this file
This document contains Questions and Answers related to a federal contract opportunity for Pavement Condition Index (PCI) Studies at various Air Force installations.
The key details are:
- The Air Force Civil Engineer Center (AFCEC) has a requirement for airfield, road, and parking pavement condition evaluations and analysis at multiple installations.
- Contractors must provide site evaluations, PCI inspections, PAVER database updates, and PCI reports in accordance with the Performance Work Statement (PWS).
- The government indicated that contractors should tailor their quotations to the three factors and page limits in the solicitation, and that previous PAVER databases will be provided after award.
- The PWS specifies the sampling rates for airfield and road/parking pavements, and states that automated distress detection can be used but requires a manual QA/QC plan.
- Shapefiles for pavement sections and sample units will be provided after award.

FA805124R4004
30 Jul 2024 Section/Page Reference Question Government Answer
1. General Is our quotation required to be submitted utilizing the SF- 330 format or can/shall the quotation be tailored to specifically address the three factors and associated page limits identified in Table 1 of the combined synopsis/solicitation letter?
The government ask that you tailor your quotation to specifically address the three factors and associated page limits identified in Table 1 of the combo. Per the NAICS and PSC, this requirement is considered Professional Services/Engineering Support, not A&E.
2. General Can a list, or PAVER database, be provided detailing the total samples and total samples to be inspected at each installation be provided?
Yes, a previous PAVER database can/will be provided, after award, for all the installations on the list (PWS Attachment 1). Previous databases will have details on the total/number of samples inspected.
3. PWS Page 5 of the PWS mentions automated distress detection. Is the intent for any of the PCI survey work to be completed with video or automated distress detection services?
No, that is not necessarily the intent. Current inspections and pictures are completed/collected manually. However, we know some contractors may opt for automated distress detection. The referenced bullet on pg. 5 is stating if automated distress detection is used, there must be a manual QA/QC plan in place.
4. PWS Should the sampling rate for roads and parking be the same as airfields per Table 2 of the PWS? If the roads and parking sampling rate will be different, please provide.
Yes, that is the intent is to use Table 2 for both Airfield and Roads and Parking. If a reduced sampling rate is specifically requested on the task order for roads and parking, follow the guidance provided on ASTM D6433 Para 7.6.
5. General Will section and sample unit shapefiles be provided for each installation?
Yes, after award, the most recent PAVER database from the installations previous inspection (to include section and sample unit/location shapefiles) can be provided for the installations on the list (PWS Attachment 1).
