8. Notice to Offerors. The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs. Submitted quotations shall be valid for 120 days after the closing date of the RFQ.
9. Basis for Award. The Government intends to award a FFP purchase order resulting from this RFQ to the responsible Offeror whose quotation represents the best value to the Government. The evaluation factors that establish the requirements acceptability shall be set forth in this RFQ using FAR 52.212-2, Evaluation-Commercial Products and Commercial Services and the subjective trade-off methodology for the selection process. For the trade-off, Subfactor 1.1 – Technical Management Approach will be considered more important than price.
Technical Subfactors 1.2, 1.3, and 1.4 as well as Factor 2 – Past Performance will be evaluated as acceptable/unacceptable and will not be included in the trade-off process.
The Government intends to award based on the initial quotation submissions without conducting interchanges. Offerors who do not quote the entire package requested will be considered non-responsive and their quotation may not be evaluated. Any factor or subfactor evaluated as “Unacceptable” will render the entire quotation as unacceptable and, therefore, un-awardable.
The Government intends to select one contractor; however, the Government reserves the right to award no contract at all. Since award will be based on initial responses, Offerors are highly encouraged to quote their most advantageous pricing in their initial response. The responses to this RFQ are intended to be evaluated, and award made, without interchanges unless interchanges are deemed to be necessary.
10. Evaluation Criteria. Evaluation criteria will be based on the following factors:
Factor 1: Technical
Subfactor 1.1: Technical Management Approach Subfactor 1.2: Key Personnel Qualifications Subfactor 1.3: Quality Assurance/Quality Control Plan Schedule: 1.4. Schedule
Factor 2: Past Performance
Factor 3: Price
Factor 1 – Technical: The technical factor is comprised of four (4) subfactors: 1.1 – Technical Management Approach, 1.2 – Key Personnel Qualifications, 1.3 – Quality Assurance/Quality Control Plan, and 1.4 – Schedule. Each subfactor will be evaluated based on how well it meets the Government requirements IAW this RFQ and attached PWS (Attachment 1). The Government may trade-off price for Subfactor 1.1 only, where the quotation exceeds the minimum requirements. Subfactors 1.2, 1.3, and 1.4 shall be evaluated as acceptable/unacceptable.
Subfactor 1.1 - Technical Management Approach: Includes evaluation of the Offeror’s submittal demonstrating a clear understanding of specific PWS requirements by submitting an explicit technical plan that describes its quoted concept of operations as well as methods and processes to perform the objectives of this TO and satisfy all PWS requirements. The Offeror's technical plan shall illustrate how its management and technical capabilities will be used to accomplish the PWS requirements and ensure the performance of quality services and deliverables as identified in the PWS. The plan shall articulate the details of how management plans to recruit, hire, and keep a highly dedicated qualified, workforce to ensure quality employees remain in place and turnover is minimal. The Offeror’s technical management approach shall also include an Organizational Conflict of Interest (OCI) Prevention Plan. The submitted technical plan shall document the Offeror’s processes and capabilities and not just restate the PWS.
Subfactor 1.2 - Key Personnel Qualifications: Includes evaluation of the Offeror’s demonstration (i.e. qualifications letters, resumes, and/or letters of intent) of meeting the experience and education requirements identified in Section 3.7, Qualifications of Personnel, of the PWS. The Offeror shall provide a staffing matrix that includes the number of personnel, quantity of labor hours per person (daily, weekly, annually) grouped by skill/trade/discipline for all efforts. The quotation must clearly identify the number of hours quoted for each employee and labor category and provide an organizational chart delineating span of control. The Offeror may submit capability statements and/or Letters of Intent for personnel for additional consideration to demonstrate an Offeror’s understanding of the skill sets required to perform the requirement. NOTE: Quoting inappropriate skill sets may be deemed a lack of requirement understanding and result in a less than satisfactory evaluation.
Subfactor 1.3 - Quality Assurance/Quality Control (QA/QC) Plan: Includes evaluation of the Offeror’s quoted quality assurance/quality control plan meeting the requirements identified in Section 3.5, Quality Assurance/Quality Control Plan, of the PWS. The Offeror shall provide a contractor formatted, quality assurance/quality control plan.
Subfactor 1.4 - Schedule: The Offeror’s demonstration of execution of the requirements within the not-to-exceed (NTE) performance schedules for each CLIN. Demonstrate completion of milestones and coordination of work activities to ensure each separate project will be delivered on time and within the period of performance of 24 months.
TABLE 2 Combined Technical/Risk Rating Method shall be used in the evaluation of Subfactor 1.1 ONLY Color Rating Adjectival
Rating Description
Blue Outstanding Quotation indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Purple Good Quotation indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low.
Green Acceptable Quotation meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is low to moderate.
Yellow Marginal Quotation has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Red Unacceptable Quotation does not meet requirements of the solicitation and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Quotation is unawardable.
*A strength is defined as the following: An aspect of the quotation that exceeds the specified requirement in a way that is advantageous to the Government.
*A weakness is defined as the following: a flaw in the quotation that increases the risk of unsuccessful contract performance.
*A deficiency is defined as the following: a material failure of a quotation to meet a Government requirement or a combination of significant weaknesses in a quotation that increases the risk of unsuccessful contract performance to an unacceptable level.
Table 3 Technical Acceptable/Unacceptable Rating shall be used in the evaluation of Subfactors 1.2, 1.3, & 1.4
Adjectival Rating Description Acceptable Quote meets the requirements of the solicitation.
Unacceptable Quote does not meet the requirements of the solicitation.
Factor 2 – Past Performance: In conducting the Past Performance evaluation, the Government will obtain information from sources available to the Government, to include Contractor Performance Assessment Reporting System (CPARS). The Government will evaluate Past Performance as it relates to the requirements outlined in the PWS.
Table 4
Adjectival Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
Factor 3 – Price: Adequate price competition is anticipated and may exists if two or more responsible offerors, competing independently, submit priced offers that satisfy the Government’s expressed requirements. Therefore, the Offerors’ Total Evaluated Price (TEP) will be evaluated for price reasonableness. The TEP will be the only discriminator amongst Offerors for this factor. Price analysis shall be used to evaluate the price reasonableness of each Offeror’s
TEP.
The TEP will be based on the sum of the FFP quoted on the CLIN Structure Price Sheet (RFQ Attachment 2). If the CO determines that adequate price competition has not been obtained, or if only one quote is received, reasonableness shall be evaluated using other price analysis techniques per FAR 13.106-3(a).
