(b)(4) Factor I- Technical: The offeror’s proposal must adequately show that the proposed items meets the Government’s technical requirements and must describe how the offeror intends on meeting delivery and other requirements detailed in the SOW. The technical proposal shall address the following sub-factors:
Subfactor 1- F&ES PPE Firefighter Helmet Specifications:
1. Submit a proposal that demonstrates the offeror can meet the specifications of the requirements that are identified in Attachment 2- Statement of Work. The offeror must ship (contact person and address listed below) the following Four sample helmets, each with the Frontal Helmet Identifier (as required by Attachment 2- Statement of Work) and the listed accessories (ready for assembly/configuration by evaluation team):
· One Structural Firefighting Helmet
· 4-inch faceshield

· CBRN shroud
· NFPA shroud
· One Technical Rescue Helmet
· Goggles
· 4-inch faceshield
· One Traditional Style Structural Firefighter Helmet
· 4-inch faceshield
· Internally Integrated visor
*Note: Attachment 4- Technical Evaluation Matrix, may be used as a guide to offerors to show how the proposals will be evaluated for Technical Acceptability.
Subfactor 2- F&ES PPE Firefighter Helmet Management Plan:
Submit a Management plan that demonstrates a clear understanding of the following:
1. How will the offeror ensure delivery and shipping requirements listed in SOW Para 6 (Attachment 2) are met?
2. How will the offeror ensure there is adequate capacity to provide the projected annual product quantities in Attachment #5?
(b)(6) Factor II- Price: Offerors shall complete the attached CLIN Price Sheet (Attachment 5- CLIN Price Sheet) which is based on a Firm-Fixed Unit Price for the F&ES PPE Firefighter Helmets requirement. Contractors are required to fill in the yellow highlighted cells for all CLINs identified. Failure to fill in all yellow highlighted cells may render the offer unacceptable and the Government may not consider the offer for award, in the absence of discussions. The Unit Price must be rounded to two decimals to avoid rounding errors. Since the Government intends to award without discussions, contractors are encouraged to offer their most advantageous pricing in their response. All pricing shall be on a firm-fixed price basis to include shipping.
The CLIN Price Sheet will be used to establish total evaluated price (TEP). The CLIN Price Sheet is based on the estimated number of purchases. The estimated quantities entered on the price sheet are for evaluation purposes only and are not contractually binding. Actual quantities may be higher or lower than estimates. Offerors are required to fill in the unit price and only the unit price for all items identified in the CLIN Price Sheet. Failure to fill in all spaces for unit price in the CLIN Price Sheet will render the offer unacceptable and the Government will not consider the offer for award, in the absence of discussions. The Unit Price should be rounded to the penny to avoid rounding errors. The CLIN Price Sheet is not to be altered except for the allowable changes outlined in this document. Extended totals will be automatically calculated by the spreadsheet. Failure to comply with instructions will render the proposal unacceptable and ineligible for award in the absence of discussions.
(b)(10) Factor III Past Performance: Submit past performance information for no more than three (3) efforts from the past three (3) years of the release of this solicitation to include recent and relevant contracts that are the same or similar to the requirements of this solicitation and include references (including contract numbers, points of contact with telephone numbers and other relevant information). All instances of Past Performance shall be submitted on Attachment 6- PPI Submission Form.
The contractor will be required to begin performance on 13 September 2022. The estimated period of performance is 13 September 2022 through 12 September 2027, with a 5 year ordering period, plus a 6 month option through 12 March 2028.
(b)(11) Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offerors that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) The period of acceptance for offers is 180 calendar days.
(d) Product samples ARE required for this solicitation. Helmet samples must be received by 24 June 2022 at 10:00AM, Central Standard Time (CST). These samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during pre-award testing. Samples will be shipped to:
Air Force Civil Engineer Center/CXF - Tyndall Attention Mr. Brian Bridgeford 139 Barnes Dr., Building 1120, Suite 1 Tyndall AFB, FL 32403
(e) Multiple offers. Offers MAY NOT be submitted for products less than those specified.
(g) Contract award. The Government intends to evaluate offers and award a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer and waive informalities and minor irregularities in offers received.
An award will be made to the contractor proposing the combination most advantageous to the government based on an integrated assessment of the tradeoff evaluation factors.
Technical is not part of the tradeoff process and will be evaluated as “Meets” or “Does Not Meet” the requirement.
Past Performance will be weighted slightly more important than Price. Therefore, the Government may potentially determine that a “Good” rating for past performance has a higher value than an “Acceptable” past performance rating in a best value tradeoff. An award will not be issued to an offeror with an “Unacceptable” past performance rating. Additionally, a past performance rating of “Good” may potentially be considered in a tradeoff for price. The CO shall make an integrated best value award decision IAW the basis of award.
Note- Government anticipates the first order to be a minimum of One (1) Traditional Style Structural Firefighting Helmet, with the Frontal Helmet Identifier, at the time of award.
(h) Multiple awards. The Government intends to make a single award as a result of this solicitation.
(j) Unique entity identifier- The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.
(k) Offerors shall identify any conflict of interest or appearance issues that might be a potential Organizational Conflict of Interest (OCI).
Offerors are required to complete representations and certifications found in Attachment 7- Reps & Certs.
ID/IQ Contract Minimum and Maximum.
For the contract duration, the minimum award guaranteed amount shall be One (1) each Firefighting Helmet. The Government expects to meet the minimum guarantee of One (1) each Firefighting Helmet by the issuance of an initial Delivery Order (DO), which will be placed at time of contract award, or shortly thereafter. The minimum TO shall be no less than One (1) each Firefighting Helmet. The ID/IQ contract maximum (ceiling) for the total quantities of both helmets and parts when combined is 17,260.
Basis of Award The following is an addenda to 52.212-2 Evaluation-Commercial Items:
An award will be made to the contractor proposing the combination most advantageous to the government based on an integrated assessment of the tradeoff evaluation factors. The CO shall then make an integrated best value award decision IAW the basis of award.
Technical is not part of the tradeoff process and will be evaluated as “Meets” or “Does Not Meet” the requirement.
Past Performance will be weighted slightly more important than Price. Therefore, the Government may determine that a “Good” or “Acceptable” past performance rating is worth more than an “Unacceptable” past performance rating in a best value tradeoff.
Among offers who are determined to be rated as “Meets” for Technical, and “Acceptable” or higher for Past Performance, an award will be made to the offer determined to represent the best value to the Government, given that their total evaluated price is determined to be reasonable and balanced.
(i) Factor I- Technical: This factor is comprised of the two subfactors identified below:
Subfactor 1- F&ES PPE Firefighter Helmet Specifications:
Acceptability will be based on the offeror’s demonstration, via proposal and samples, that they meet the specifications identified in the SOW and Attachment 4- Technical Evaluation Matrix.
Subfactor 2- F&ES PPE Firefighter Helmet Management Plan:
Acceptability will be based on the offeror’s demonstration of a clear understanding of the following:
1. How the offeror will ensure delivery and shipping requirements listed in SOW Para 6 (Attachment 2) are met?
2. How the offeror will ensure there is adequate capacity to provide the projected annual product quantities in Attachment #5?
Technical Rating: The technical rating reflects the evaluation of the acceptability of the offeror's technical approach for meeting the Government's requirement; Acceptability is based on items offered, and the submitted Management Plan, requirements and specification as outlined in the SOW, and the combined synopsis/solicitation requirements.
Subfactor 1 of the offeror's proposal shall be evaluated to determine whether the proposal “Meets” or “Does Not Meet” the requirement.
If Subfactor 1 receives a “Meets” rating, Subfactor 2 of the offeror’s proposal shall be evaluated to determine whether the proposal “Meets” or “Does Not Meet” the requirement.
In order to be considered awardable, there must be a "Meets" rating for Subfactor 1 and Subfactor 2.
Adjectival Rating
Description
Meets
Proposal demonstrates an adequate approach for meeting the requirements listed in the SOW.
Does Not Meet
Proposal does not demonstrate an adequate approach for meeting the requirements listed in the SOW.
(ii) Factor II- Price: TEP will be calculated by multiplying the quantities by the proposed unit price for each Contract Line Item Number (CLIN). Pricing will be evaluated for reasonableness and balance as follows:
Reasonableness. The Offeror’s price proposal will further be evaluated to determine whether the pricing the Government expects to pay is fair and reasonable pursuant to FAR 15.404-1(b)(2).
Balance. The Offeror’s price proposal will be evaluated for balanced pricing IAW FAR 15.404-1(g). Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly over or understated as indicated by the application of price analysis techniques.
In the event of only one proposal, the Government may require the offeror to submit other than certified cost or pricing data in accordance with DFARS 252.215-7008.
(iii) Factor III Past Performance: In determining an Offeror’s relevancy for Past Performance, the Government will consider aspects as they relate to the requirements outlined in the SOW; similarity of products delivered, complexity, dollar value, duration, contract type, and degree of subcontract/teaming. The Government will interview the POC’s identified in the offeror’s submitted PPI attachments. The interviews will be used to assess the quality of the offeror’s performance of the effort and to verify the recency and relevancy of the effort. Recent Past Performance is defined as efforts executed within the last three (3) years from the release date of the solicitation.
In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the Offeror's Past Performance proposal and information obtained from other sources available to the Government, to include Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), CPARS, or other databases; interviews with Program Managers, Contracting Officers and Fee Determining Official; the Defense Contract Management Agency (DCMA), and commercial sources to assess general trends in the Offeror’s performance, the number and severity of problems, and the effectiveness of any corrective actions taken.
Based on the evaluation of each offerors recent/relevant performance history, the Government will determine the overall assessment of each offerors performance using the following Performance Confidence Assessment ratings:
Past Performance Confidence Assessment Ratings
Good
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Acceptable
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Unacceptable
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Determination of Responsibility - Even though the assessment of Past Performance is separate and distinct from Determination of Responsibility required by FAR Part 9, Past Performance information may be used to support the Determination of Responsibility for successful Offerors.
