STATEMENT OF WORK

Air Force Civil Engineer Center

Rapid Explosive Hazard Mitigation (REHM)

Large Clearance Blade Assembly (L-CBA)

Date: 23 August 9 August 30 July 2021

1.0 SCOPE. This Statement of Work (SOW) defines the effort associated with the supply of

Large Clearance Blade Assemblies (L-CBA) to mount on armored front end loaders.

2.0 BACKGROUND. The objective of the Airfield Damage Repair (ADR) Modernization

Program is to develop capabilities to rapidly assess damage to airfield pavements, mitigate unexploded ordnance from the airfield pavement, and repair damaged airfield pavements for the full spectrum of operational scenarios including base recovery after an attack, expedient repairs at deployed locations, and sustainment of operating surfaces at forward operating bases. In all of these scenarios, time is a critical factor, either to restore flying operations or minimize airfield closures. The L-CBA is an armored blade required to safely push ordnance off airfield surfaces using an Armored Front End Loader. Air Force Civil Engineering Center (AFCEC)/Acquisition and Requirements Office (CXA) has designed and tested an effective blueprint for this capability.

3.0 REQUIREMENTS. The work required by this contract shall be performed in accordance with standards and formats identified within this SOW. The L-CBA’s must be:

a. Built to the performance specifications

b. Built with specified metals

c. Incorporate International Organization for Standardization (ISO) coupler for attachment to Government armored front end loaders

d. Comply with specified schedule, data items, and other deliverables

e. Shipped to specified destinations

3.1 Product/Performance Requirements.

3.1.1 The contractor shall supply and deliver REHM L-CBAs, to selected worldwide locations.

3.1.2 L-CBA(s) must be manufactured in accordance with the attached technical data package specification design drawings (Attachment 1, Combined LCBA Design Specifications -

20210511). Paint components prior to assembly and touch up L-CBA once assembled.

3.2 Specified metals. Built with Government specified metal alloys

a. An Astralloy-V plate

b. A514 Steel Plate

c. A36 Steel angles

d. A500 Tubing

3.3 Comply with ISO Standard. The L-CBA must attach to Government armored front end loader, NSN: 3805-01-686-4441 using International Organization for Standardization (ISO)

23727:2009 hydraulic quick coupler with cab mounted hydraulic attachment pressure release function.

3.4 Schedule, Data Items, and Other Deliverables.

3.4.1.1 Reserved Schedule For Fully Procured REHM L-CBAs. The contractor shall commence work immediately After Receipt of each Order (ARO). The contractor shall provide a first article approval not later than 160 calendar days ARO. Once the first article is approved, the contractor shall complete shipment of procured additional L-CBAs in accordance with Table

2. The Government requires up to a maximum of 14 calendar days to inspect and approve the submissions. (See CDRL)

3.4.1.2 Data Items. The contractor shall submit complete Safety Data Sheets on hazardous materials (if applicable) with the L-CBAs no later than 30 calendar days ARO to the

Technical Advisors identified in Paragraph 3.4.5. (See CDRL A001)

3.4.1.3 Tool Kit. Each L-CBA will be delivered with an accessory tool kit secured in the storage container. Tool Kits will include:

a. Milwaukee Makita, Cordless ¾” Square Drive Impact Wrench, Model Number

6906 2962P-22, ½” Square Drive, 54275A35 (or equivalent).

b. 2 each - 6 Point Impact Socket, Deep, ¾”½” Square Drive, 1-5/16” Size, 3-1/2” Long, 5547A639A146

c. 2 each - 6 Point Deep Socket, ¾”½” Square Drive, 15/16” Size, 5547A565A288 c.

d. 2 each – ¾” Square Drive Electrical-Insulating Socket Extension, 85-1/2”” Long, 5524A3856A23 d.e. 12-Point Box Opening Combination Wrench with Dull Chrome-Plated Finish, 1-

5/16” Size, 16-3/4” Overall Length, 5441A35 e.f. 12-Point Box Opening Combination Wrench with Dull Chrome-Plated Finish, 15/16”

Size, 13-1/4” Overall Length, 5441A28 f.g. 12-Point Box Opening Combination Wrench with Dull Chrome-Plated Finish, ¼”

3.4.1.4 Weekly Status Report. The contractor shall provide, per delivery order, weekly status of shipped, delivered and delivery schedules to Technical Advisors outlined in Paragraph 3.4.5.

The first report shall be due seven (7) calendar days ARO and no later than 1200 CST every

Monday thereafter until all deliveries are completed. (See CDRL A002)

3.4.2 Packaging. The contractor shall develop a customized packaging solution for worldwide shipment and protection of the blade from the elements. The L-CBA estimated weight is

13,000 lbs or less. Packaging shall:

a. Be designed to allow pick up and removal of the blade from the packaging solution with a Caterpillar Model 966H armored loader (e.g. custom crating or acquiring and customizing ISO side opening shipping containers)

b. Be designed to allow replacement of the blade into the packaging solution with a

Caterpillar Model 966H armored loader

b. Protect the blade from inclement weather (rain, sleet, snow)

c. Be capable of being shipped by land, sea, and air

d. Include tie down points to secure the blade and tool kit

3.4.3 Shipment. Ship to specified worldwide destinations specified in para 3.1.1. In accordance with FAR 52.247-67 provide shipment data prior to invoicing (See CDRL

A0034).

3.4.3.1 First article inspection. Obtain Government physical configuration inspection prior to full rate production per DO. Provide a first article test report in accordance with FAR

52.209-3 Alt II (See CDRL A0045). Inspections may take up to one work day to complete.

The contractor shall coordinate with the AFCEC Technical Advisors identified in Paragraph

3.4.5 for scheduling all inspections.

3.4.3.2 Loading and unloading. The designated freight forwarder shall load and unload all

REHM L-CBAs, at their origin and at each destination (door to door). The designated freight forwarder shall provide all equipment, manpower, tools, and vehicles to perform all product loading and unloading. The designated freight forwarder shall offload all REHM L-CBAs in their packaged shipping/environmental protection containers, from shipping truck/containers at destinations and deliver to the installation final location per each Point of Contact (POC).

3.4.3.3 Deliveries. Deliveries under this contact are to Main Operating Base (MOB) or Forward

Operating Base (FOB) destinations. The contractor shall employ packaging and shipping techniques to preclude any damage from rough transport. The contractor shall be responsible for expenditures associated with damage incurred during shipping to include on-site repairs or replacement of damaged items. The contractor shall provide all product loading at the origin and all product offloading at the destination (door to door) as outlined above.

3.4.3.4 ISO Container Serial #s (IF APPLICABLE TO THE PACKAGING SOLUTION). The

Government will provide applicable container control numbers (USFU #s) for all purchased

ISO containers and track all information in the Joint Container Management System (JCMS).

Contractor shall follow the specifications in the Defense Transportation Regulation (DTR)

4500.9R – Part VI, Chapter 603, dated February 2020, (Ref:

https://www.ustranscom.mil/dtr/part-vi/dtr_part_vi_603.pdf ). The contractor shall contact the Technical Advisors identified in Paragraph 3.4.5.3. for assistance.

3.4.3.5 Destination POC. The contractor shall contact the applicable installation POC prior to shipment to give the installation a formal notification of an upcoming delivery and to verify the delivery address. The POCs and shipping addresses will be identified in each Delivery

Order issued against the contract. The contractor shall also provide product and/or delivery schedule information to specified Technical Advisors in Paragraph 3.4.5.

3.4.3.6 External Tracking. The contractor shall make available to the Government all automated tracking information employed by the shipping agencies (i.e., web-based search engines, posted manufacture spreadsheets, etc.) as part of the weekly status report.

3.4.4 REHM L-CBA Components Verification

3.4.4.1 Classification of Inspections of REHM L-CBAs components. The inspection requirements specified herein are classified as follows:

First article inspection.

3.4.4.2 First Article Inspection. The purpose of this inspection shall be to determine REHM L-

CBA’S conformity with the drawing attachment and vendor proposed plans. Acceptance of https://www.ustranscom.mil/dtr/part-vi/dtr_part_vi_603.pdf the First Article inspection shall not constitute a waiver by the Government of its rights under the provisions contract document or relieve the manufacturer from any requirements defined in this specification. Failure to meet inspection criteria shall constitute cause for rejection.
