STATEMENT OF WORK

Air Force Civil Engineer Center Large Explosive Ordnance Disposal Robot Procurement and Support Date: October 29, 2020

1.0 SCOPE. This Statement of Work defines the effort associated with the procurement of commercial off-the-shelf (COTS) large robotic systems. It includes the associated training, maintenance and sustainment support required for the duration of the robotic system's lifecycle.

2.0 BACKGROUND. The EOD community has demonstrated the operational viability of ground robotics and the criticality of this technology to the protection and preservation of human life. To meet current requirements, the EOD career field requires a large robot to replace the aging Remotec F6A inventory. The Government is looking to procure a COTS system meeting EOD requirements from a manufacturer capable of providing support for up to 10 years in the form of future system acquisitions, maintenance, logistical support and system upgrades.

3.0REQUIREMENTS. The work required by this contract shall be performed in accordance with standards and formats identified within this Statement of Work. Given that the large EOD robot is intended to operate in a variety of hostile environments and terrain, the systems will be subjected to a variety of environmental conditions and expected to withstand a significant amount of punishment during operations. The Contractor shall deliver a large robotic system that meets the following capabilities:
a.Highly Mobile

b. Equipped with Camera System

c. Equipped with manipulator arm with a gripper end effector

d. Operate in all weather, terrain and environments (common deployed field conditions expected)

e. Have minimum 800-meter line-of-sight (LOS) radio range

f. Ability to fire disruptor such as Percussion Actuated Non-Electric (PAN)

g. Minimum 3-hour runtime or the equivalent of one EOD mission

h. Fit in Base Response Vehicle (BRV) and Bomb Squad Emergency Response Vehicle (BSERV)

3.1 Product/Performance Requirements.

3.1.1 Physical Requirements.

a. Maximum System Weight of 1000 lbs. (including attachments and accessories) and be transportable by both Base Response Vehicle (BRV) and a Bomb Squad Emergency Response Vehicle (BSERV).

b. System size must be transportable by a BRV or BSERV in operational configuration; able to enter through a 32-inch wide door opening; maximum length 65-inch; able to park into a space 91 inches long and 63 inches high.

c. System battery, including Operator Control Unit (OCU), shall operate for a total of 3 hours or one EOD mission, using the internal power source without swapping batteries over entire range of operating temperatures.

3.1.2 Sensors and Attachments.

a. Able to visually self-inspect its own platform using onboard cameras.

b. Equipped with electro-optical (EO) near infrared (IR) 360° pan-tilt-zoom (PTZ) camera.

3.1.3 Communications.

3.1.3.1 Minimum unaided wireless LOS range of 800 m.

3.1.3.2 OCUs and robots are interoperable with each other throughout the deployed robot fleet; allowing one OCU capability to operate several different robots (not simultaneously).

3.1.4 Radio Frequency (RF) Spectrum Supportability/Certification.

a. System will use J/F-12 certified radios and spectrum-dependent (S-D) equipment for all communications.

b. Contractor shall aid AFCEC/CXAE in ensuring all S-D equipment is allocated and assigned for use, at all locations, prior to any test event or equipment operations.

c. Contractor will use S-D equipment operating on approved ground robotic frequency bands for agile, flexible, efficient and effective communications worldwide. Equipment with more than one operational frequency range will be required in order to satisfy worldwide spectrum operations.

d. Contractor will provide AFCEC Spectrum POC information necessary to assist AFCEC/CXAE in obtaining U.S. & Possessions and Host Nation radio frequency assignments prior to equipment delivery. Frequency assignments can take between 90-120 days or longer, depending on backlog, from time of submission. RF supportability, certification and assignment processes will ensure equipment communications are protected, will operate when required with no interference, is not seized nor fines incurred due to transmitting on non-federal, non-approved frequencies.

3.1.5 Cyber-Security and Risk Management Framework (RMF) Hardware Requirements. Contractor will assist the government in obtaining an Approval–to-Operate (ATO) for a stand-alone system robotic system through the DoD Risk Management Framework process. Detailed system information is vital for all certification packages.

a. Contractor will work directly with AFCEC Cyber Security POC to ensure all delivered information technology (IT) hardware is in compliance with AFMAN 17-1203, Information Technology (IT) Asset Management (ITAM).

b. Contractor will provide all computer hardware information, including type, manufacturer, model number, and serial number for each major component and discrete components of computer hardware (i.e., graphics card, network card, memory type, etc.) identified in order to facilitate government approval of each component.

c. Contractor will provide all user guides and documentation to include a system overview, installation manuals and a list of all ports with protocols being used by the system, including specific explanations of port functions.

3.1.6 Cyber-Security and Risk Management Framework (RMF) Software Requirements.

a. Contractor shall provide continuous security updates and software patches throughout the contract ordering period. Software without continued security support, such as Windows 7, is unacceptable.

b. Contractor will provide copies of all software used with their robotic associated licenses to install and operate the product(s). The contractor will provide any software operating or installation manuals, End User License Agreements (EULA), or documentation supporting open source software that may be used in the development of the product.

c. Contractor will provide information regarding installed software: Name of application and version numbers, software product description to include functionality, use, and capabilities, type of data processed by the application, compatibility with IvP6, vendor address, phone number and web site address, peripheral hardware use and application requirements for any additional software.

3.1.7 Mobility.

a. For transport the system shall be able to drive up 30-inch wide ramp and through BRV door opening with clear width of 46 inches in operational configuration; able to go up BSERV 28.7° metal ramp.

b. Able to operate in all terrain conditions, indoor, outdoor, and inside transport vehicles and aircraft.

c. System shall be able to climb and descend 32° stairs with limited operator manipulation.

3.1.8 Environmental.

a. The system shall be equipped with both IR and white light capability for day/night operations.

b. The system, including OCU, shall operate at temperatures from -4° F (-20° C) to 122° F (50° C).

c. The System, including OCU, shall have Ingress Protection (IP) rating of at least IP65.

3.1.9 Manipulator.

a. Capable of operating a DDESB- or WSESRB-approved firing system for a Percussion Actuated Non-Electric (PAN) Disrupter.

b. Equipped with arm capable of addressing objects within reach (minimum through full extension) in a hemisphere oriented towards the front half of vehicle.

c. Reach/Extension at least 48 in. from an edge of vehicle.

d. Capable of lifting a minimum of 90 lbs.

e. Minimum 6 degrees of freedom (DOF) including gripper.

f. Equipped with end effector capable of grasping, holding, and supporting various objects such as 18-gauge wire, up to at least a 6-inch grab diameter, consistent with the system arm’s maximum lift capacity.

3.1.10 Safety.

a. Stop/Off switch located on the robot shall safeguard against inadvertent activation.

b. Interruption or loss of communication shall result in an immediate stop movement for all robots.

c. In event of power loss, the robot brakes should engage to prevent forward or backward free-roll.

3.2 Sustainment Support.

3.2.1 Product Training.

a. Contractor shall travel to locations worldwide to provide onsite training to users following the initial robot delivery.

b. Contractor shall develop, maintain and publish an electronic-based instruction manual detailing all operational capability of the system, general maintenance procedures and other related products and materials in support of AF Civil Engineering (CE) capabilities. Training shall also include information covering the logistical support side of the contract, including system maintenance, parts ordering, and system repair processes.

c. Travel costs related to product training during procurement phase are reimbursable via the Joint Federal Travel Regulations (JFTR) and there shall be a flat rate fee for training. Reimbursement shall be limited to direct travel costs and shall not include ODCs, profit, overhead, or other rates.

i.

3.2.2 Program Management. Contractor shall:

a. Provide accurate and timely maintenance and repair statistics to the Government.

b. Notify the Government of any deficiencies or problems, within two business days of discovery, throughout the repair process.

c. Review the design for Diminishing Manufacturing Sources Material Shortages (DMSMS)/obsolescence issues with applicable suppliers, and notify the Government within 30 days a DMSMS/obsolescence issue is identified.

d. Host quarterly meetings and provide Periodic Status Reports (PSR) by the 10th day of the following month. Deliverables for the meeting include:

i. Quarterly Meeting Agenda

ii. Repair Status Report

iii. Trend failure analysis

iv. Meeting minutes

3.2.3 Technical Data. Contractor shall:

a. Provide technical information sufficient to assist the Government in addressing instances of critical safety concern; prevent DMSMS issues and aid in configuration management control throughout the contract period.

b. Provide operations and maintenance manuals in electronic format to the program office within 30 days of contract award.

c. Provide user’s manual, supplemental data and general engineering drawings in electronic format within 30 days of contract award.

d. Provide updated manuals, data, and drawings in electronic format within 30 days of update completion.

3.2.4 Maintenance Support. Contractor shall:

a. Provide a website for repair troubleshooting, tracking repair parts, ordering, Return Material Authorizations (RMA), warranty status of robot and parts, and repair status.

b. Provide software, firmware, hardware support and upgrades necessary to sustain the system.

3.2.5 Repairs and Maintenance.

a. The Government may order unlimited maintenance plans for each system in one year increments. Contractor shall provide replacement major components (arm, optical system, base unit etc.) when repairs can’t be performed by the user (e.g. damaged, broken, burnt, and worn during operation or training that trained EOD unit personnel are unable to repair). In such cases, the contractor shall ship a replacement component to the user within 5 calendar days of repair notification. Contractor is responsible for maintaining a major component inventory adequate for meeting this time requirement. Within 5 calendar days of receiving the replacement component, the unit’s broken component will be shipped to the contractor for repair and then be placed into contractor inventory of spare components. Shipping shall be invoiced against shipping CLIN.

b. Component failures will be tracked online and within the PSR.

c. Contractor is responsible for all maintenance, repairs, updates and consumables (to include batteries and chargers) during the maintenance plan period. Contractor is not responsible for major damage caused by the Government due to improper operation, maintenance, or storage not in accordance with the standards as defined by system manuals. Contractor is not responsible for total loss or major damage due to acts of God (i.e. fires) or IED explosions.

d. The Government may extend the maintenance plan for a period up to one year past the end of the contract ordering period.

3.2.6 Customer Complaints. The contractor shall resolve or provide corrective action within 14 calendar days of Government notification of a customer complaint. The contractor shall notify the COR if additional time is required to resolve or complete corrective action for the customer complaints.

3.2.7 Configuration Management Review. The contractor shall host and meet annually with the Government for a configuration management and repair services review. The purpose of the configuration management review is to update the Government on configuration management status and issues. The contractor shall provide support for one Program Management Review (PMR)/Repair Production Review (RPR) meeting per year for 1-day duration. The contractor shall provide meeting agenda notification no later than five calendar days prior to the scheduled meeting.

3.2.8 Item Unique Identification. The contractor shall be responsible for affixing Item Unique Identification (IUID) labels to each required complete system in accordance with DFARS Clause at 252.211-7003, Item Identification and Valuation and DFARS 211.274-2, Policy for Unique Identification. Markings shall be in accordance with MIL-STD-129 and MIL-STD-130. All major modular components shall have IUID for tracking warranty, manufacturing information, and location.

3.2.9 Safety. The contractor shall work with the Government to identify, evaluate, and mitigate mishap risks to levels acceptable to the system user. System hazards shall comply with federal (and state, where applicable) laws and regulations, Executive Orders, treaties, and agreements. Section 4 of MIL-STD-882 provides a legal reference, identifying the basic system safety requirements to be observed and followed by contractor personnel.

3.2.10 Deficiency Reporting. The contractor shall assist field users to process, investigate, and resolve deficiencies for the end item or component under this service. The contractor is an integral support point for processing deficiency reports, determining the root cause and submitting a complete report, with viable fixes.

3.2.11 Shipping. The contractor shall research and resolve, at no additional cost to the Government, shipping discrepancies or delays and report to the Government within seven calendar days.

3.2.12 Maintenance Kit. The contractor shall develop and make available for purchase a general-purpose user maintenance kit.

3.2.13 Spares Kit. The contractor shall develop and make available for purchase a spares kit containing replacement parts of commonly worn items such as tracks and quick release fasteners that can break during normal use.
