JBAB Paving MACC – Seed Project – Maintain B370 Parking Lot 9 February 2023 Questions and Answers

* All the RFI responses that were received are included in this document. Many of the questions are duplicates.

1. 2.3 AE Design Services Please confirm that no design is required for this project to include construction drawings and specifications.

A: No design required, but there are Base Wide Paving Specifications per Attachment 1 that must be followed. See Revised SOW 2.3

2. 2.4 Digging and Environmental Requirements Is any portion of the work associated with the replacement of the concrete sidewalks considered to be “disturbance” in the eyes of JBAB ENV or DOEE?

A: DOEE specifications are to be followed in its entirety. Land disturbance activity is defined below. The Gov’t does not anticipate any major land disturbance as long as the contractor does not disturb/expose the underlying soil. It is not considered land disturbance. The excerpt below is from DOEE Stormwater Guidelines for your reference.

Land-disturbing activity – Movement of earth, land, or sediment that disturbs the land surface and the related use of pervious land to support that movement. Land-disturbing activity includes stripping, grading, grubbing, trenching, excavating, transporting, and filling of land, as well as the use of pervious adjacent land for movement and storage of construction vehicles and materials. Additionally, land-disturbing activity includes excavation and other activities which expose soil within an existing building footprint only if at least one exterior wall is removed fully or in part during construction in order to accommodate movement of construction equipment, workers, or material. Land-disturbing activity does not include repaving or milling that does not expose the underlying soil.

3. 2.4 Digging and Environmental Requirements Based on the SOW, will an erosion and sediment control plan be required to be submitted to DOEE prior to beginning work?

A: Yes

4. 2.4 Digging and Environmental Requirements The SOW states “Furnish and place a temporary security fence with wind screen around perimeter of structure for duration of the project”. Is it the Government’s intent to provide temporary security fencing around all areas of construction on this project?

A: The statement in this section are general requirements for security fencing however, the Gov’t does not intend for this project to have temporary security fence.

5. 2.17 Warranty The SOW states that “The contractor shall issue a one (1) year warranty on all work performed and a three (3) year warranty on all materials that have been outlined/annotated within this SOW”. Is the Government looking for a 3-year warranty on concrete and asphalt?

A: Warranty clause shall be applicable as per contractual requirements. See Revised SOW 2.17.

6. 3.1.1 Parking Lot Is there a specific asphalt design mix that should be used?

A: The contractor shall follow the mix design as per the contract document SPECIFICATIONS FOR REPAIR BASE ROADS & PARKING LOTS per Attachment 1.

7. 3.1.1 Parking Lot What depth should the asphalt be milled to?

A: The depth shall be a minimum of 3”. See Revised SOW 3.1.1.

8. 3.1.1 Parking Lot Should the existing elevation be matched when installing the new asphalt?

A: Yes however, ponding does occur. Therefore, the requirement shall be considered to prevent further ponding. See Revised SOW 3.1.1.

9. 3.1.1 Parking Lot Should paving fabric be installed prior to overlaying the new asphalt?

A: No.

10. 3.1.1 Parking Lot Should the re-stripe of pavement markings be done in thermoplastic paint or typical pavement marking paint?

A: Thermoplastic. See Revised SOW 3.1.1.

11. 3.1.1 Parking Lot How many additional handicap spots should be added and where in the parking lot are the handicap spots being added?

A: According to SDDCTEA Pamphlet 55-17 2016 handicapped (ADA) spaces for 151-200 parking, should be a minimum of 6 ADA parking. No additional ADA parking is suggested. See SOW.

12. 3.1.1 Parking Lot Does the government know the thickness of the existing asphalt to be milled? Is there concern about the asphalt being too thin once the surface course is removed?

A: Refer to Q7 of this document. No

14. 3.1.1 Parking Lot Should any costs be included for full depth asphalt repairs to include subgrade material and base asphalt?

A: No full depth repairs.

15. 3.1.1 Parking Lot Is there any curb and gutter to be replaced?

A: Damaged curb and gutters shall be replaced or repaired. See Revised SOW 3.1.2.

16. 3.1.2 Sidewalks Is the intent to match existing elevations with the new concrete replacement?

A: Yes.

17. 3.1.2 Sidewalks The SOW states to “stabilize base course aggregate”. Please clarify if the intent is to replace the subgrade material under the concrete or to just regrade and compact existing.

A: Repair and replacement shall be done as needed. See SOW.

18. 3.1.2 Sidewalks SOW states to use WWF or rebar, whichever was used initially. For bidding purposes, should we assume there is rebar? Or welded wire fabric? What gauge or thickness?

A: Use 6x6 W 2.1 x W 2.1 WWF. See SOW 3.1.2.

19. SOW 2.1 General Requirements states: “Provide design, specifications, and construction to support the repairing of the existing brick on Bldg. 168 at JBAB.” Please clarify if this sentence is relevant to the project regarding contractor provision of any design, specifications, or also any brick.

A: It is not relevant to this project. The Gov’t will remove that sentence. See Revised SOW 2.1.

20. SOW 2.2 Hazardous materials: Are hazardous materials referenced in this section anticipated to be found in the parking lot and sidewalks?

A: No however, if it is encountered, please follow all the protocols in the SOW for hazardous waste.

21. SOW- 2.3 AE Design Services: Since this is removal and replacement in the same areas, with the same conditions and elevations, does contractor need to provide construction drawings?

A: The construction drawings are not a requirement.

22. SOW 2.4.8 says “contractor is allowed to require the services of an AE firm to complete the work.” Please clarify meaning of this sentence.

A: If the contractor needs professional architectural and engineering services, the contractor is allowed to do so.

23. SOW PART 4 CONTRACTOR REQUIREMENTS “The contractor shall submit the following documentation in response to Request for Proposal” Re: item 3- Detailed cost estimate-Please specify the details the cost breakdown needs to have.

A: No cost breakdown required, submittal total price for project on specified line of Attachment 6 – FOPR.

24. Cars in the parking lot were covering the view of the curbs during the site visit. If some curbs are broken or damaged and need to be replaced, will that be categorized as extra work for a change order/ Contract modification?

A: Refer to Q15 of this document.

25. We observed some wheel stops in the parking lot. Please specify if these wheel stops are to be replaced and provide the quantity needed for this project.

A: If the parking blocks can be removed without being damaged the contractor shall maintain the blocks and reuse. If not, replace the parking blocks. However, the name plates shall be removed from the blocks, if being replace, and attached to the new blocks. See Revised SOW 3.1.1

26. We observed trench drains in the sidewalk. Is replacement of trench drains part of the project scope?

A: If the trench drains are not damage, please reuse the drains. If they are damaged, please provide matching trench drains. See SOW

27. How thick is the existing surface asphalt? How many inches of top coat will we be milling?

A: Refer to Q7 of this document.

28. Is Contractor required to have an office trailer?

A: No. Appropriate office space shall be the responsibility of the contractor as needed.

29. Is water and electricity available for Contractor’s use on site from the building exterior?

A: no

30. Seed Project SOW 2.1: Please confirm repairing of existing brick at Bldg 168 has been de-scoped from this project.

A: Refer to Q19 of this document.

31. Seed Project SOW 2.2: Please confirm there is no mold remediation, asbestos, and / or lead materials associated with this project.

A: Refer to Q20 of this document.

32. Site Visit Observation: During the 1/18/2023 site walk, we observed sedimentation deposits along the west and east areas of the parking lot indicating poor stormwater drainage and potential erosion concerns. Please confirm if the RFP is looking to resolve drainage issues. If so, please confirm if civil engineering services including a topographic survey and regrading / re-design of the parking lot is required.

A: Confirmed with drainage issues. That is for the Contractor to decide if engineering services are warranted. See SOW 2.3, 2.4.8. Refer to Q21 and Q22 of this document. See Revised SOW 3.1.1

33. Seed Project SOW Part 3: Part 3 of the SOW indicates that the purpose of the project is to mill and repave the building 370 parking lot. However, Section 2.3 lists several AE design services. Please confirm if civil and geotechnical engineering design services are required for this seed project or if the intent is to simply mill and overlay the parking lot without design services.

A: Refer to Q32 of this document.

34. Seed Project SOW Part 3: Please provide the mill and overlay thicknesses.

A: Refer to Q7 of this document.

35. Seed Project SOW Part 3: Confirm if the mill and overlay require a geotechnical investigation and pavement design. If a pavement design is required, please provide traffic loads / volumes.

A: No geotechnical investigation is required. Pavement design shall conform to the Attachment 1 Specifications.

36. SOW 2.4: Figure 1 and Figure 2 notes the total square area as 5,353 yd2 + 554 yd2. Section 2.4 states a soil and erosion sediment controls (silt fence) be erected if the square area exceeds 50 ft2 and is less than 5,000 ft2 and a stormwater management plan be designed for a rainfall intensity of 1.7" per hour if the square area exceeds 5,000 ft2. Although the work may be broken into phases, when the limit does exceeds 5,000 ft2 please confirm whether a storm water management plan is required from a licensed CIVIL engineer.

A: Refer to Q2 of this document.

37. Schedule L&M: Is the QC plan to be specifically tailored to paving under NAICS 237310 or just the management plan?

A: Per Section M Technical Subfactor 1 – the Quality Control Plan (QCP) must meet the requirements of the master specification at 01 45 00.00 40 paragraph 1.2.

38. Schedule L&M: In order to be rated technically acceptable, must the QC plan include integration of design quality control elements integrated into the overall plan?

Per Section M Technical Subfactor 1 – the Quality Control Plan (QCP) must meet the requirements of the master specification at 01 45 00.00 40 paragraph 1.2. A: Please refer to contracting with this answer. 11 CONs

39. Seed Project Sec. 3.1.2: Is this project to be considered a replace-in-kind project?

A: yes

40. Seed Project Sec 2.4: Please confirm the area of disturbance will exceed 5,000 sq. Ft and requires a stormwater management plan as a pre-construction document.

A: Refer to Q2 of this document. The disturbance will not exceed the 5000 sf threshold defined by DOEE.

41. Seed Project: Please confirm there are to be no changes in elevation or storm drains installed.

A: If ponding is occurring the contractor is to correct the ponding issue. See Revised SOW 3.1.1.

42. Seed Project: Where is the additional handicap parking to be installed and please confirm the number of additional handicap spaces?

A: Refer to Q11 of this document.

43. Is the seed project a design build?

A: No. See answer to Q1.

44. In the statement of work it mentions building 168, can you confirm or deny whether building 168 is part of the statement of work?

A: Refer to Q19 of this document.

45. Can we get an additional site visit?

A: The Government will not host another organized site visit, but unguided access to the site can be made available upon request.

46. As per the Seed Project SOW, Section 2.7 Working Hours state that the all work should take place between the hours of 0700 and 1630 hours, Monday through Friday. Please confirm if performing this work at night or weekend work would be acceptable.

A: A request for additional work hours would be considered after award. There is no guarantee that a request would be accommodated.

47. As per Attachment 1 – Specifications, Section 32 12 16 Hot-Mix Asphalt (HMA) for Roads states that the PG Binder for the Base and Surface asphalt are 64-22 and 70-22 respectively. Please confirm that this material required for the asphalt parking lot.

A: Refer to Q35 of this document.

48. The general requirements in attachment 7, 2.1 sate to include repair of the existing brick on building 168. Should this be included?

A: Refer to Q7 of this document.

49. Attachment 7, section 2.4 states to furnish and place a temp security fence with a wind screen around the perimeter of the structure, will this be required?

A: Refer to Q4 of this document.

50. The design services section calls for construction drawings, specs et. Will these items be required for this project?

A: Refer to Q21 of this document.

51. At the site visit there was visible ponding at the perimeter, is remediation part of this contract?

A: Refer to Q8 of this document.

52. Are the trench drains to remain?

A: Refer to Q17 of this document.

53. How will damaged curb be handled?

A: Refer to Q15 of this document.

54. Sidewalk reinforcing says to match existing; can you provide the existing spec?

A: Refer to Q35 of this document.

55. Is there any stormwater drainage piping associated with this?

A: No

56. The Sf1440 section B notes price options and unit costs, will this information be required?

A: Please provide price for the seed project on Attachment 6 – FOPR, paragraph 15.

57. What thickness concrete sidewalk, stone and reinforcing will be required?

A: Refer to Q35 of this document. Thickness shall match existing sidewalk which is 4”. See SOW 3.1.2.

58. What dimension timbers are needed? What species will be required?

A: Use like or in-kind material. A timber specification is not part of the SOW.

59. Is a paving spec available for the existing parking lot?

A: Refer to Q35 of this document.

60. What is the typical timeframe for submitting and receiving badging for individuals accessing the site?

A: It should only take an hour as long as all parties are able to pass the background check. 11th CES will assign a POC for the visiting center to contact to obtain access once the background is complete to assign a specific time frame. All security parameters shall be adhered to for all individuals assigned on this project and a temporary badge shall be issued.

61. Attachment 10 Section M Factor 2.b. has CPARS listed as part of the consideration for past performance. Can CPAR’s be submitted in place of the Past Performance Information Form?

A: The Past Performance Evaluation Team may consider CPAR documents. Only PPIFs are requested from offerors.

62. For evaluating the contractor’s proposal for the MACC IDIQ, are the 4 separate parts of the proposal, (Technical, Past Performance, Price Proposal, and Administrative) going to be weighted evenly or is there a weighted breakdown?

A: Section M provides the basis for award this is a Performance Price Tradeoff. Please closely read Section M paragraph A.1.

63. Seed Project Statement of work for sidewalks states to “remove and replace timbers”, is this met to replace with new timbers or salvage the existing for reinstall?

A: New Timbers.

64. Seed Project Statement of work identifies the need to add additional handicap spaces. How many spaces are required to add, and will these spaces need to meet slope requirements set be ADA at 2%?

A: Refer to Q11 of this document.

65. For the Seed Project, are we to account for any unsuitable soils or will this be considered a Change if we encounter during construction?

A: The Gov’t does not anticipate unsuitable soils. If unsuitable soils exist please notify the Gov’t before any work continues in the area of unsuitable soils.

66. SF1430 indicates a bid guarantee is not required. Please confirm bid bond is not required for the SEED Project.

A: Per the 1442, a bid guarantee is not required.

67. Please confirm the SEED Project line items about Abating the Mold and Animal droppings will be removed.

A: Refer to Q20 of this document.

68. Will the Bid Due Date and Time be extended once the responses to the RFI’s are posted? If so, please provide the updated proposal due date and time.

A: Time extension provided with Amendment that issues the Questions and Answers.

69. How many fulltime onsite persons (ex. QC Manager, Site Safety Health Officer, Superintendent) will the government require of the contractor for each individual task order under this IDIQ?

A: Refer to SOW 2.1 General Requirements.

70. How many fulltime onsite persons (ex. QC Manager, Site Safety Health Officer, Superintendent) will the government require of the contractor for the SEED Project?

A: Refer to Q69 of this document.

71. Please provide the specifications and/or requirements for the SEED project pavement markings.

A: Refer to Q35 of this document.

72. 2.1 General Requirements statement “Provide design, specifications, and construction to support the repairing of the existing brick on Bldg. 168 at JBAB.” Is existing brick repair part of the seed project?

A: Refer to Q19 of this document.

73. The seed project requires mill and overlay along with sidewalk removal and replacement. Will geotechnical investigations be required for this project for either existing thickness determination of subgrade evaluation?

A: No.

74. Item 4) under 3.1.1 Parking lot states to “Add additional handicap spaces”. Can the number of additional handicap spaces be provided? Or can the total number of spaces required in the lot be provided so that we can determine additional spaces based on ADA guidelines?

A: Refer to Q11 of this document.

75. Item 4) under 3.1.1 Parking lot states to “Add additional handicap spaces”. Please provide the desired location of the additional handicap spaces.

A: Refer to Q11 of this document.

76. Figure 2: Sidewalk Area under 3.1.2 Sidewalks shows sidewalk SY for replacement at 554 SY or 4,986 SF. With disturbance associated with the construction this will exceed the DOEE threshold of 5,000 SF requiring a SWM Plan with associate BMP and compliance with EISA. Please confirm the intent is to replace concrete walks in the quantity shown and the Contractor shall include SWM Plan approval from DOEE.

77. Section 2, paragraphs 2.1, 2.2, and 2.3 of Attachment 7 reference a work related to providing design, specifications, and construction to support repairing the existing brick on Bldg. 168 at JBAB. Please clarify whether this is part of the scope of work.

78. How thick is the asphalt to be milled and paved?

A: Refer to Q7 of this document.

79. How many handicapped spaces are needed?

A: Refer to Q11 of this document.

80. We are requesting additional information on the timbers to be removed and replaced.

A: Refer to Q58 and Q63 of this document.

81. What is the manner of measurement and payment? Is this a lump sum work or a per unit cost work?

A: Attachment 6 – FOPR requires total price for the project.

82. Please clarify whether this is an IDIQ job or multiple mobilizations where work will be completed within 270 calendar days.

A: The 270 days pertains only this task order. Each future task order will receive its own period of performance.

83. In reviewing the RFP, the similar projects must be greater than $500,000. Due to the pandemic, projects prior to March 2020 may have had material cost substantially less than what the cost currently are. Will you allow for us to apply an escalation percentage on projects prior to 2020 to meet the price threshold?

A: Projects must have a value of $500,000.00 to be considered.

84. Will all the existing curbs in the parking lot that are broken be replaced?

A: Refer to Q15 of this document.

85. Will there be patching areas in the asphalt after the milling operation?

A: Please clarify this question.

86. It appears that there is water in some areas coming up through the HMA from the subgrade. Will there be underdrain installed to correct this?

A: No
