6 L.3.2.6
L.3.2.6 Organizational Financial Information states: Submit a copy of your latest available financial statement covering the organizations(s), which will perform the contract.
Is the financial statement only required from the Prime offeror? If not, what is the criteria to include it for a proposed subcontractor? The financial statement is only required from the Prime offeror.

L.5.2.4, Subfactor 1
Subfactor One (1) requires the offeror to provide verifiable proof/evidence the offeror's personnel possess a TS/SCI clearance.
Is it sufficient for the offeror to provide a table showing name, company, SSN and TS/SCI clearance information for each proposed person on the effort? If not, what additional information is required.
Contractors are not allowed to provide copies of JPAS screens or printouts. Yes, that is sufficient.

4 Table L2.2 The table provides the Volume Titles for submission.
Is there a prescribed naming convention for the files so each offeror's files are easily identified?
Naming convention is decided by each individual offeror.
Volumes are prescribed in RFP.

L.5.2.4, Subfactor 3 (c)
All other than small business offerors shall submit a Small Business Subcontracting plan.
Does the Small Business Subcontracting plan count towards the 25 page limit for the Technical Volume?
No, Subcontracting Plan doesn't counts towards page limit.
There is not a limit on the page count for the Subcontracting Plan.
Solicitation, Amd 1 RFP Attachment 2 and Amd 1 RFP Attachment 5
Attach 2 requires rates for a PoP from 1 Nov 23 to 31 Oct 31.
Attachment 5 requires rates from 1 Nov 23 to 31 Oct 30. The Solicitation states a base period of 5 years with an optional period of 2 years for 7 total years which is a PoP of 1 Nov 23 to 31 Oct 30.
Should Amd 1 Attachment 2 be modified to end on 31 Oct 30?
No, attachment 2 is accurate as it requires rates for a PoP from 1 Nov 23 to 31 Oct 31 for O&M and 1 Nov 23 to 31 Oct 32 for R&D. The additional year(s) is in case a task order is executed within the last year of the contract. The PoP of 1 Nov 23 to 31 Oct 30 will be only used to calculate the TEP per Attachment 5.

8 L.4.1.6 ROUNDING: All labor rates shall be rounded to the nearest penny.
RFP Attachment 2 shows labor rates with rounding to the nearest penny (2 decimals); however, the totals by FY have 0 in the rounding formula which eliminates the pennies. Is this correct, or should the FY totals round to the nearest penny?

Provide copies (redacted as necessary) of any firm agreements or contracts between business entities.
Will executed Teaming Agreements be acceptable for this requirement? Subcontracts are not negotiated and executed until Prime award.

L.4.2.2 (a) Section B
The negotiated fully burdened rates from the FFP Tab and direct/indirect rates from the CPFF Tab of RFP Attachment 2, will be incorporated into the basic contract, for pricing task orders for the O&M and R&D work performed under CLINs X001 and X002, respectively.
Are the direct/indirect rates from the CPFF Tab of RFP Attachment 2, once incorporated into the basic contract, to be considered fixed direct/indirect or ceiling rates and must be used for pricing CPFF Task Orders no matter what the offerors current approved indirect rates are at the time of the TO pricing?
The direct/indirect rates proposed will be considered fixed direct/indirect rates and will be used for the pricing of all Task Orders.

L.4.2.2 Section 2, (f)
The following statements in this section conflict with each other:
"The prime may instruct subcontractors/teaming partners to electronically submit their Compensation Plans (Narrative and Professional Comp Matrix) directly to the Contracting Officer, if applicable."
"Offerors shall propose one (1) Compensation Plan Narrative and one (1) Professional Comp Matrix for the entire team."
If the Offeror is to propose one Compensation Plan Narrative and one Professional Comp Matrix, why is there a statement allowing the Prime to instruct subcontractors/teaming partners to submit their Narrative and Matrix directly to the Contracting Officer?

Subfactor 3: SB Participation
The Minimum Quantitative Requirement (MQR) - Small Business Participation table only indicates a Total Small Business requirement of at least 15%.
Are there no MQR for each of the listed socio-economic categories (SDB, WOSB, HUBZone SB, VOSB, SDVOSB)?
No, it is up to the offeror; there are no MQRs for each of the listed socio-economic categories.

RFP Attch 7 - Professional Comp Matrix
Instructions Offerors are directed to complete all green shaded cells and shall not alter any formulas.
Some of the LCATS have more than one FTE and will be filled by individuals from more than one company. Is the offeror allowed to add rows to the spreadsheet to account for more than one company filling a Labor Category?
Yes, the Offeror is allowed to add rows to the spreadsheet but shall not change formulas.
RFP Attch 7 - Professional Comp Matrix
Instructions
In column D the offeror is instructed to fill in the Full Time equivalent Proposed by Labor Category.
Is one FTE based on 1912 hours? Or is the offeror to enter the total Labor Hours proposed for the Labor Category?
Yes, the Government estimated one FTE as 1912 hours.
Offeror should propose what is necessary to fulfil the PWS.
RFP Attch 7 - Professional Comp Matrix
Instructions Column H is labeled Labor Rate Support Data
What data is the offeror to input into Column H for each government Labor Category?
Column H should provide link/map between the Offeror's proposed labor category and supporting data.
RFP Attch 3 - Past Performance Information Sheet Instructions
The table on the first page requires certified information containing contract contacts for applicable past or present contracts.
Does the offeror complete this same table for the Attachment 3 that is submitted for each of the 3- 5 Past Performance Information's Sheets? Or, does the offeror complete this table once and then start each Attachment 3 with Section B which is the start of the distinct Past Performance citation?
The offeror certifies this table once and then provides information starting at paragraph A for each offeror listed in the table.
RFP Attch 3 - Past Performance Information Sheet Instructions
The table on the last page under paragraph L requires the offeror to clearly and concisely demonstrate key personnel performance for three of our most recent and relevant contracts under which such key personnel performed the same role currently being proposed on the instant acquisition. The offeror must also indicate their contractual roles for both acquisitions and any supporting documents which demonstrates the offerors' ability to provide the same level of support for this effort. The offeror is to indicate on the chart Key Personnel for OSEE 2.
Does the offeror complete this same table for the Attachment 3 that is submitted for each of the 3 Past Performance Informations Sheets? Or, does the offeror complete this table once? There are no Key Personnel designated in the OSEE 2 PWS so is the offeror to he offeror complete this table once determine the personnel they consider to be Key? Can the offeror modify this table to show the perron's contractual role on the Past Performance acquisition and the proposed role on the OSEE 2 acquisition?

16 RFP Due Date
The time period between RFP release and questions deadline only leaves 2 weeks before proposal submittal.
Would the Government consider at least a 2 week extension to the current due date of 31 October?
Yes, The Government will provide a 14 day extension to 14 Nov 2022 as reflected on the SF-30 Amendment of Solicitation.
