INTRODUCTION:

The Air Force Technical Applications Center (AFT AC) will conduct an Industry Day event for BAA FA7022-

19-S-0001 (Special Call for Geophysical Detection and Identification Requirements) at Patrick AFB, Florida

May ath - 1 Olh, 2019. The purpose of the Industry Days is to highlight the need for non-traditional geophysical event detection and identification by community members, promote additional discussion on this topic, address questions from interested sources, and provide an opportunity for industry to share their capabilities and ideas for teaming arrangements. This event will be co-hosted by representatives from multiple government agencies with a common objective of trying to solve hard problems associated with geophysical detection and identification.

Industry Days on May 8th and 9th will be classified; participants must possess a final SECRET clearance and be a US Citizen. Clearances are not required for the unclassified event on May 10th. Attendees for both events must register by 15 April 2019, 5pm EST, via email: 22SURS.SUI.Mailbox@us.af.mil; see registration section for details.

Any information provided or discussed by attendees must not reference or contain company proprietary or business sensitive information. Any information or ideas shared during the Industry Day or one-on-one sessions may be used to develop AFTAC technical and acquisition documents.

This is NOT a Request for Proposal. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The government will not assume any liability for any contractor expenses for responding to this notice or participating in the Industry Day.

GOALS:

The goals of the Geophysical Detection & Identification Requirements Industry Days are:

1 - To introduce the science and technology community (industry, academia, and government) to the geophysical community vision and goals;

2 -To facilitate interaction between researchers with capabilities and interests relevant to the geophysical community goals;

3 - To encourage and promote teaming arrangements among organizations that have relevant expertise, research faci lities and capabilities for executing research and development responsive to the geophysical community goals; and

4 - To solicit quad charts and white papers for possible solutions from industry, as a Special Call under the

BAA #7022-19-50001.

OBJECTIVES:

In order to meet warfighter requirements for tactical reporting across infrasonic and acoustic ranges, at Full

Operational Capability (FOC) AFT AC will need to provide specialized analysis and fusion of geophysical data using advanced technical skills, automated processes, and specialized geophysical algorithms to detect, identify, and provide rapid reporting to Combatant Commands (CCMDs).

Registration for the Industry Day is limited by the venue capacity and early registration is strongly recommended. Attendance will be limited to five (5) individuals per organization/company on a first-come, first-served basis. Your registration must specify the name(s}, number of individuals in your party, and whether or not you have access to a military installation, i.e. valid military 1.0. Registration may close prior to the registration· deadline due to the venue capacity being met.

One-on-One Sessions:

One-on-one sessions provide attendees with an opportunity to brief the Government on their organization's best RDT&E approaches to meet technology objectives related to Industry Day topics. Attendees desiring to participate in one-on-one sessions MUST submit an UNCLASSIFIED quad chart and white paper to the registration email address (22SURS.SUI.Mailbox@us.af.mil}, in accordance with the Broad Agency

Announcement (BAA} FA7022-19-S-0001 . The BAA can be found on the FedBizOps website at www.FBO.gov, along with instructions and templates.

Quad charts and white papers will be evaluated based on applicability and feasibility to determine which attendees are granted one-on-one sessions. One-on-one session schedules will be announced the morning of the corresponding Industry Day (8 May for Cleared Individuals and 10 May for Uncleared

Individuals}.

The following topics listed in the BAA are applicable to this Industry Day, and should be referenced in all submissions:

• AFTAC-001 , Geophysics and Seismology

• AFTAC-006, Enterprise Wide Integration and Architecture Modernization

• AFTAC-008, High Performance and Secure Cloud Computing, Dev Ops Solutions for Data Ingestion, Exploitation and Dissemination

Quad chart and white papers must be emailed by the Industry Day registration deadline (15 April 2019) to:

No audio/visual presentation capabilities will be available for the one-on-one sessions. Oral presentations are being requested for one-on-ones. One-on-one session's format shall consist of no more than 15 minutes for introductions and oral presentations, 10-minutes for Government provided questions, and a 5-minute transition period. Presenters may provide hardcopies of all presentation materials at their own expense.

SECURITY:

Due to the security level of this event, electronic devices are NOT allowed in the AFT AC Conference Center

(8-9 May). Please secure your cell phones, thumb/flash drives, power/charging cables, laptops computers, tablets, or any other electronic device in your vehicle. In addition, note taking is NOT allowed at any time during the Industry Day (8-9 May).

The preferred method to submit clearances is via JPAS, please utilize Security Manager Office (SMO)

Code: PF2LFFHP6. Please identify Mr. Zachary Williams, 22 SURS, as point of contact and the event as

"Detection and Identification Requirements Industry Days" when submitting clearances. If there are any clearance questions, please have security personnel contact either Mr. Frank Woodard, Comm: (321) 494-

1213 or Ms. Loree Dulin, Comm: (321) 494-2450. A final SECRET clearance is required to attend this 8 and 9 May sessions. Clearances must be submitted no later than 4:00 p.m. (Easter Time) on 26 April

2019. Failure to submit security clearances will result in being denied access to the AFT AC facility.

BASE ACCESS:

For 8-9 May Only: If you do not have access to a military installation, you must provide your driver's license number and issuing state. In addition, out of state individuals will need to provide their full Social Security

Number (SSN) and date of birth in order for access to the base. Under no circumstances should you e-mail this information with your registration except via encryption. If you do not possess the means to encrypt your e-mail, you may use the Safe Access File Exchange (SAFE) site at https://safe.amrdec.army.mil/SAFE/ to provide that information. When the SAFE site asks for an email address, please use Zachary.Will iams.44@us.af.mil. All information is due no later than 4:00 p.m. (Eastern

Time) on 26 April 2019.

Uncleared Industry Day-1 O May: The Patrick AFB Shark Center is located in unrestricted area off the main-base; therefore, no special access is required to attend.

Disclosure of the above is voluntary. However, failure to provide the requested information will result in denial of a badge or visitor pass and denial of entry to 45 SW property. You must adhere to all directives pertaining to operating a vehicle on Patrick AFB.

Authority: E.O. 9397; The Privacy Act of 1874, 5 U.S.C. 522a; DoDD 8500.1 principal purpose(s): To provide necessary information to the 45th Space Wing (45 SW) to determine if applicant meet s access control requirements in accordance with HSPD12, DoD 5200.8, DTM 09-12 and FIPS201. Use of SSN is necessary to make positive identification of an applicant. Records in the Defense Biometric Identification

System (DBIDS) are maintained to support DoD physical security and information assurance programs and are used to identity or other acceptable identification will be used to distinguish individuals who request entry to 45 SW property.

Base Directives (Overview):

• No Cell phone usage while driving (unless 100% hands free)

• No weapons or illegal contraband

• Must wear seatbelt at all times

• Must possess valid registration and insurance for all vehicles entering installation While on Patrick AFB, you are subject to random vehicle inspections

• Do not park in seeded areas (grass)

• Adhere to all traffic signs and rights-of-way

• Safely move to the side and stop when emergency vehicles are responding with lights and sirens

The Main gate of Patrick AFB is located on Highway A 1A is the only access point designated for individuals who do not have access to a military installation. Do NOT attempt to access the base using the South

Patrick Drive gate, as access will be denied unless you possess the proper credentials for access.

ADMINISTRATIVE:

Parking (8-9 May) at building 10989: Please use the parking lot located east of the AFTAC building (across the street) as visitors are prohibited from utilizing the parking garage. For your safety, please use the cross walk located at the traffic signal when walking to/from the parking lot to the building.

All attendees are required to present photo identification upon entry to the event.

Dress Attire: Business Casual (Civilian) / Uniform of the Day (Military)

This Special Notice is issued solely for information and potential new program planning purposes; the notice does not constitute a formal solicitation for proposals or proposal abstracts. In accordance with FAR

15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Attendance is voluntary and is not required to propose to subsequent Broad Agency

Announcements (if any) or research solicitations (if any) on this topic. AFT AC will not provide reimbursement for costs incurred in responding to this ·special notice.
