QUESTIONS AND ANSWERS
Round 1 – 26 March 2019
No. Question Answer 1 The PWS (ATCH_1, section 5.4) states “The contractor shall house the 24ANN server data in an existing and certified TS Sensitive Compartmented Information Facility (SCIF) within a two (2) hour traveling distance to AFTAC (Approximately 120 miles).”
Question: Is an “existing certified TS SCIF within 2 hours of AFTAC” a requirement for an acceptable proposal or is the ability to establish a TS SCIF within 2 hours of AFTAC sufficient?
AFTAC requires the contractor to have access to an established accredited TS SCIF at time of contract award such that work can begin on day 1 of the contract award.
2 The PWS (ATCH_1, Appendix C) states “The Government will provide up to two (2) workstations at AFTAC for Contractor use with NIPR and secure network access and telephone service. The Government will also provide the following items.”
Question 1: Is the GFE listed in the table provided at the two (2) AFTAC workstations, or is it for contractor use at a contractor facility? If the latter, what classification are the provided workstations?
Question 2: What is the classification of the source code and at what classification level is the source code maintained / developed on?
Answer 1: Appendix C is equipment that would be provided for contractor use at the established accredited SCIF. Classification and accreditation of SCIF applies to the GFE.
Answer 2: The highest classification of source code is TS//SCI for maintenance and development.
3 The PWS (ATCH_1, Appendix B) states “The historical workload data provided is for informational use only and is based upon historical data. Contractors shall propose based on their own technical approach.”
Question: Besides helping with the CDRL preparation, what are the Administrative Assistant hours used or intended for?
Historical information was used to generate the workload estimates. These hours were used for preparation of meeting minute notes, invoicing, and status reports. The vendor may propose alternative methods.
4 The PWS (ATCH_1, section 2.2.3 and 2.3.4) states that “The contractor shall ensure that [DASSLE | WORKFLOW] is properly interfaced with modernization efforts which may include new tool applications.”
Question: Is the scope of the modernization efforts and its required interfaces available?
