SECTION 1

1 DESCRIPTION OF SERVICES.

1.1 introduction.

This is a non-personal ·services contract. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. The contractor shall mariage its employees and guard against any actions that are of the nature of personal services, or give the perception of personal servi~es. The contractor shall notify the Contracting Officer (CO) immediately if they perceive any actions constitute personal services.

These services shall not be used to perform any Inherently Governmental Functions.

1.2 Background.

The National Technical Nuclear Forensics (NTNF) program is focused on providing support to ensure the United States has an active, ready, and robust system in place for nuclear forensics.

Within AFT AC, there is a need to foster relationships with other Government entities that are working to achieve this same goal, as well as to deploy Continental United States (CONUS) monitoring capabilities, analyze associated data collected from these monitoring systems, hosting exercise activities to ensure all players are ready for real-world events and to provide expert panel advice to ensure the current monitoring approach is not only sound but is also keeping up with currently available technologies.

1.3 Scope.

(U) This task order will provide support for the Air Force Technical Applications Center's (AFT AC) Nuclear Treaty Monitoring branch (TTH).

1.3. l Program management and administration services

1.3.2 NTNF subject matter expert technical services

1.3.3 NTNF technical writing services

1.3.4 NTNF consultant and ·expert panel services

1.4 Period of Performance.

Twelve (12) months from task order award.

2 SPECIFIC TASKS.

The contractor sh~ll perform all tasks as specified in the specific task areas identified below in order to furnish the Government with the. contract services. The contractor shall independently provide the relevant approaches/solutions consistent with the organizational mission of the client.

2.1 Program and Administrative Services.

2. 1.1 The contractor shall 'provide program management responsible for the contractor's performance of the work for this PWS. (CORL A002 through A007 apply)

2.1.2 The contractor shall provide all required administrative services to meet the requirements in this PWS. (CORL A002 through A007 apply)

2.2 NTNF Technical Services.

2.2. 1 Technical Writing Services: The contractor shall provide technical writing services for NTNF programs within AFT AC

2.2.1. l The contractor shall be knowledgable of the NTNF programs. (CORL A002 through A007 apply)

2.2.1.2 The contractor shall review and edit NTNG technical briefings and presentations, and write, edit and track reports and create presentation material. (CORL A002 through A007 apply)

2.2.2 NTNF Technical Expertise Services: The contractor shall provide technical services for NTNF and AFT AC nuclear matters. (CORL A002 through A007 apply)

2.2.2. l The contractor shall possess knowledge of AFT AC laboratory analytical processes, procedures, and data evaluation techniques essential to the NTNF mission. (CORL A002 through A007 apply)

2.2.2.2 The contractor shall independently conduct research and provide findings in the form of technical reports and briefings to inform AFTAC's capability development activities. (CORL A002 through A007 apply)

2.2.2.3 The contractor shall attend technical meetings and provide AFT AC feedback in the form of meeting minutes on all NTNF matters. (CORL A0003 and A004 apply)

2.3 Consultant and Expert Panel Services

2.3. 1 The contractor shall provide NTNF consulting services. The contractor shall be fully apprised of NTNF and have the ability to give expert advice on briefings, presentations, data calculations as they pertain to NTNF studies, NTNF prompt diagnostic sensor systems, and travel to foster relationships between outside entities and AFT AC. (CORL A002 through A007 apply)

2.3.2 The contractor shall provide technical support for the NTNF expert panel. The contractor on the expert panel shall be well reputed in the NTNF world, have working knowledge of current NTNF efforts, have nuclear weapons diagnostic expertise and the ability to serve on and contribute to AFTAC's NTNF Expert Panel. (CORL A002 through A007 apply).

2.3.2. l The contractor shall function as the NTNF and AFT AC nuclear representative to interdepartmental and interagency meetings and shall function as the NTNF and AFT AC focal point for all nuclear science related issues. (CORL A002 through A007 apply)

2.3.2.2 The contractor shall interface with other directorate SMEs to achieve AFT AC consensus on all NTNF developed technical documents, products or projects. (CORL A002 through A007 apply)

2.3.2.3 The contractor shall work with the appropriate SMEs within AFTAC's technical directorates and NTNF interagency partners to improve and enhance the NTNF event response. (CORL A002 through A007 apply) .

2.3.2.4 The contractor shall possess knowledge of the AFTAC processes and capabilities for all techniques they are reviewing. (CORL A002 through A007 apply)

SECTION 3

3 SERVICES SUMMARY (SS).

The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) provides information on contract requirements and the expected level of contractor performance to be successful. These thresholds are critical to mission success. Procedures as set forth in the applicable Inspection clause in the contract will be used to remedy all deficiencies. The Government retains the right to inspect any item included in the contract. A Task Order specific Services Summary (SS) will be provided within each individual Task Order.

The contractor shall develop and provide all contract deliverables in a timely manner and in accordance with (IA W) the Contract Data Requirement List (CORL) identified in this contract.

SS# 2. 2.1-2.3, 5.12-5.13

The contractor shall develop and provide quality deliverables as identified m the CORL items list.

Contractor shall meet delivery requirements in the PWS and shall not have more than one (1) late CORL per three (3) months. Late CORLs shall be submitted witllin three (3) calendar days from scheduled delivery date.

No more than one (1) CORL per three

(3) months shall be returned for correction or deficiencies. Any identified deficiencies shall be successfully corrected within five (5) workdays of notification.

SECTION 4

4 GOVERNMENT FURNISHED PROPERTY AND SERVICES.

4.1 Services.

The Government will provide no Government Furnished Services.

4.2 Facilities.

The Government will not provide any Government Furnished Facilities.

4.3 Utilities.

The Government will not provide any Government Furnished Utilities.

4.4 Equipment.

The Government will not provide any Government Furnished Equipment (GFE).

4.5 Materials.

The Government will provide no Government Furnished Material.

SECTION 5

5 GENERAL INFORMATION.

5.1 Contractor Identification in the Government Workplace.

When conversing with Government personnel during business meetings, over the telephone or via electronic mail, the contractor shall identify themselves as such to avoid situations arising where sensitive topics might be better discussed solely between Government employees. The contractor shall identify themselves on any attendance sheet or any coordination documents they may review. Electronic mail signature blocks shall identify their company affiliation.

5.2 Industrial Security.

5.2.1 DD Form 254. Overarching security requirements and contractor access to classified information will be as specified in the DD Form 254, Department of Defense Security Classification attached to the contract. The contractor shall have a final U.S.

Government issued TOP SECRET security clearance and be DCID 6/4 eligible with a current Single Scope Background Investigation (SSBI).

5.3 Physical Security.

The contractor shal l safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, property, and materials shall be secured.

5 .3. l Key Card Control. The contractor shall establish and implement methods of ensuring that all key cards issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons.

5.3.2 Combinations and Codes. The contractor shall establish and implement methods of ensuring that all combinations and codes are not revealed to unauthorized persons. The contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations.

5.3.2.1 Access lock combinations are "For Official Use Only" and shall be protected from unauthorized personnel.

5.3.2.2 Combinations to security containers, secure rooms, or vaults are classified information and shall properly safeguarded. Only the contractor employees with proper security clearance and need-to-know wi ll be given combinations to security containers, secure rooms, or vaults.

5.3.2.3 Security alarm access codes are "For Official Use Only" and shall be protected from unauthorized personnel. Security alarm access codes will be given to contractor employees who require entry into areas with security alarms. The contractor shall properly safeguard alarm access codes to prevent unauthorized disclosure.

5.4 Privacy Act.

Work on this contract requires the contractor to have access to Privacy Information. The contractor shall adhere to the Privacy Act, Title 5 of the US Code, Section 552a and applicable Agency rules and regulations.

5.5 Location(s) of Work.

The work to be performed under this contract shall be performed at AFT AC HQ (Address Below) or contractor facility.

5.6 Hours of Operation.

5.6.1 Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: Mon - Fri, 0700-1800, core hours 0900-1 500.

except federal holidays. Any changes to the core schedule shall be approved under direction of the COR.

5.6.2 Recognized Holidays. The contractor is not required to provide service on the following days:

Independence Day

Labor Day Columbus Day Veterans Day

Thanksgiving Day Christmas Day

5.6.2.1 If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

5.7 Conservation of Utilities.

The contractor shall operate under conditions which prevent the waste of utilities which include the following:

5.7.1 Lights shall be used only in areas where and when work is actually being performed.

5.7.2 Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the contractor unless authorized.

5.7.3 Water faucets or valves shall be turned off after the required use has been accomplished.

5.7.4 Government telephones shall be used only for official Government business.

5.8 Records.

The contractor shall create, maintain and dispose of only those Government required records that are specifically cited in this PWS. All records created as a result of processes prescribed in the PWS will be maintained in accordance with AF MAN 33-363, Management of Records, AFl 33- 364, Records Disposition-Procedures and Responsibilities, the Air Force Electronics Management Solution, AFTAC' s supplements to each of the fore-mentioned publications, and are disposed of in accordance with the Air Force Records Disposition Schedule. At the conclusion/termination of this effort, all records will be returned to the AFT AC OPR for proper disposition. If requested by the Government, the contractor shall provide the original record, or a reproducible copy of any such record within five (5) workdays of receipt of the request.

5.9 Contractor Manpower Reporting.

The information below is for informational purposes only and shall not be initiated by the contractor without written direction from the Contracting Officer

5.9.1 Overview. In accordance with Section 8108 of the National Defense Appropriations Act of Fiscal Year 2011 the contractor shall report, annually, for performing services on Department of Defense installations in support of this contract, all required prime contract and subcontract data, or require any subcontractors to report separately using the eCRMA located at http://www.ecmra.mil. There are four (4) separate eCMRA tools: Army, Air Force, Navy and All Other Defense Components. The appropriate eCMRA reporting tool to use is determined by the requiring activity being supported (e.g., if DISA awards a contract for an Air Force requiring activity, the contractor shall load the required reporting data in the "Department of Air Force CMRA" tool). The contractor shall report ALL contractor direct labor hours and direct labor dollars (including subcontractor labor hours) required for performance of services provided under this contract. The contractor shall enter the Order, Contact, and Location Data.

The contractor may view user manuals and frequently asked questions (FAQs) at https://cmra.army.mil/Help/help.html.

5.9.2 Initial Contract/Order Creation. The contractor shall enter initial data (Order and Contact Data only) into the appropriate eCMRA tool to establish the basic contract record no later than 30 calendar days after receipt of contract award. The contractor shall notify the COR and the CO when the basic contract record has been established in the appropriate eCMRA tool.

5.9.3 Annual Reporting. Reporting inputs shall be for the direct labor executed during the period of performance (PoP) for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. The contractor shall provide reporting inputs for the final PoP of this contract no later than 30 calendar days after contract expiration. The contractor may direct technical questions about the eCMRA tool to the CMRA help desk at dodcmra@oentagon.af.mil.

5.9.4 Uses and Safeguarding of Information. Information from the secure website is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time shall any

data be released to the public with the contractor name and contract number associated with the data.

5.10 Contractor Personnel Training.

No specific training is required.

5.1 1 Special Training, Certifications and Qualifications.

5.11 .1 Contractor personnel requiring access to a DoD Information System shall receive initial Information Assurance (IA) awareness orientation as a condition of access and thereafter shall complete annual IA refresher awareness, as required by DoD Directive 8570.01, "Information Assurance Training, Certification, and Workforce Management."

5.12 Kick-off Meeting and Periodic Progress Meetings.

The contractor shall attend an initial kick-off meeting within five (5) business days after task order award. The CO, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the CO will apprise the contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. The contractor shall provide minutes of these meetings to the Government COR. (CDRL A003 and A004 apply)

5.13 Contractor Travel.

Contractor shall travel to other Government facilities and other contractor facilities during the performance of this contract in support of specific tasks to include attend meetings, conferences, and to provide training. Costs for travel shall be billed on a strictly cost reimbursable basis IA W, the regulatory implementation of Public Law 99-234, FAR subpart 31.205-46 entitled Travel Costs and the limitation of funds specified in this contract. Three (3) trips from P AFB to the National Capital Region are anticipated are anticipated. (CRDL A002 and A007)

5.14 Deliverables.

The following Contract Data Requirements List (CDRL) Reports will be used in the individual TO's. All other data required in this PWS shall be submitted IA W the Contract Data Requirements List (CDRL) in Exhibit A of the contract.
